SAN DIEGO, Calif. (KGTV) - Shane Harris is a civil rights activist based in San Diego and also the president and founder of The People’s Alliance for Justice. He said after George Floyd was killed in Minneapolis, a conversation started among activists and he was called to go to the epicenter of the tragedy. He brought with him ,000 to donate to the Floyd family, money that was possible thanks to a match from Mark Arabo and Sam Nejabat. Harris spent the weekend following the killing in Minneapolis, meeting with other activists, leading and participating in protests, visiting the site where the killing happened and also talking to the Floyd family. He said the Floyd family impressed him with their desire to end the violence and now move forward with active change. Harris stood behind the Floyd family as they addressed the world, offering support as George Floyd’s brother spoke. “He was really focused on peace. What do we need to do to resolve these issues in America? How do we address reform moving forward? How do we put an aggressive plan together?” said Harris. Harris is returning to San Diego Tuesday evening and is bringing with him that message of active change. “Enough is enough, we need deliverables for our community. The looters and the rioters are not where the message should be focused, but it should be focused on black-led organizations and institutions that gravely need support from our allies,” said Harris. He said there are a few examples of change within the community that will make a difference. First, he cited the importance of AB 392, a bill that was inspired after the Sacramento killing of Stephon Clark by a policeman. The bill was signed by California Governor Gavin Newsom and changes police use of force policies and requires officers to attempt de-escalation prior to using lethal force. Harris said this was a topic of conversation among activists in Minneapolis involving changes that can be made in policing. Harris said the main message from the Floyd family is peace and policy, and he said there’s room for policy change with the San Diego Sheriffs Department. He’s calling on the county to follow in the steps of the San Diego Police Department and ban the use of carotid restraint. Sheriff Bill Gore told 10News he does not plan to get rid of the method."I want to give me deputies as many less lethal options as I possibly can. And I'm reluctant to take an option like that away because when it's applied properly, it's probably one of the most effective tools we can use out there," Sheriff Gore said. "The alternative would be a use of force impact weapon, like a club, tasers — which carry with their own danger with them ... I think it's frequently confused when you see incidents like in Minneapolis." SAN DIEGO, Calif. (KGTV) -- A San Diego couple woke up to find guns pointed in their face inside their own home. The home invasion happened on the 3200 block of Bramson Place just before 7 a.m. on Monday. Officers say the couple was sleeping when they found the suspects inside their home. The suspects were masked and one of them also had a knife. Police say the burglars put the knife to the man's throat, cutting him several times. Neighbors were too afraid to talk on camera but told 10News said they heard all of the commotion. One witness said they saw the two men running towards a nearby parking lot and getting into a red car. Police don't have a suspect description since the suspects were wearing masks. SAN DIEGO, Calif. (KGTV) - A large San Diego Church is continuing to hold in person, indoor services despite orders from San Diego County to hold services in outdoor settings only. Awaken Church has gotten three cease and desist orders at different locations and also had an outbreak at one of those locations, according to San Diego County.County Supervisor Nathan Fletcher said the church is not cooperating with the county in regards to the outbreak at their Balboa location, so the county had to publicly announce the community outbreak and ask anyone impacted to quarantine. It’s only when government discriminates against religion that a special level of review called strict scrutiny is required and government has to have a really really good reason for discrimination,” said Smith.He added that the makeup of a court will also impact any future decisions on religious freedom, saying when Justice Ruth Bader Ginsburg was alive, cases regarding religious freedom during the pandemic were found to not be discriminatory, however with the newly appointed Justice Barrett, it’s more likely the Supreme Court would rule in favor of a church. 3009

SAN DIEGO (KGTV)- Residents in a South San Diego Apartment complex worked together to fight a fire that started in the patio.At around 10:45 Sunday morning, San Diego City Fire Rescue teams responded to the 1700 block of Oro Vista Road. Heavy smoke was billowing from the patio of a downstairs apartment. "I called 911 automatically, and that's when the person who lives upstairs came running out,” Alexa Delgado said.Delgado had just arrived at the Oro Vista Villas to visit her mother when she saw the flames. "It started popping, and the fire started coming out,” she said. It was in that moment of chaos that she found herself and several neighbors step up to help. One neighbor pulled the smoke alarm, others smashed fire extinguisher boxes and started spraying down the patio, and she protected the neighbor's pet birds, all before the fire department arrived. Engine 30’s Fire Captain, John Wilson said what the residents did in the first minutes of the fire helped suppress the flames. "There was an alarm that was going off upon our arrival, so the smoke detectors did their jobs and got everyone out safely,” Captain Wilson said. Delgado says what happened today was a true testament to the word “community.”“A bunch of neighbors helping and asking if anyone living there, went upstairs to see if anyone was in there and helping out."Fire investigators are still looking into what exactly caused the patio fire.  No one was inside the home when the flames ignited. San Diego (KGTV)- The San Diego Police Department will soon be adding 63 new officers on our streets. The department held the orientation for its 120th police academy this morning. This academy class is the largest class in over 25 years.“It’s very exciting,” says recruit Samantha Koegel. “I’m really excited to start this new journey of my life.”Koegel says her interest in the police force started began as a senior in high school after participating in a ride-along with an SDPD officer. Koegel graduated from Ramona High School. She received her degree from The University of Nevada- Reno, in Criminal Justice. All recruits went through an extensive screening process before being invited to the academy. “This is probably within 5 to 7 percent of all the applicants that we’ve gotten,” says Lt. Steve Waldheim. In the past, the San Diego Police Department has been understaffed. They currently have 1,800 officers but are budgeted for over 2,000. Lt. Waldheim says they the department needs more officers on the streets.“We need more officers in patrol so that they are out answering radio calls that can lower our response times.”The average salary for a San Diego Police recruit is ,000. After they become an officer, that number jumps to around ,000. “The salary now with SDPD, at the end of these pay raises that city council approved, we will be on par with the rest of the agencies around San Diego County,” says Lt.
