(AP) — A California lawmaker is proposing to restrict the sharing of manipulated videos depicting politicians amid mounting concerns that increasingly convincing "deep fakes" could give rise to misinformation in the approaching 2020 election.A state Senate committee has backed a bill by Democratic Assemblyman Marc Berman of Palo Alto that would prohibit the distribution of such videos in the 60 days before an election. They could still be used if distributors include a disclaimer.But as policymakers grapple with an emerging technology, proposals to regulate videos have spurred debate about free speech and the government's role in regulating political discourse.Some experts say proposals to ban "deep fakes" altogether would face serious constitutional challenges.___The legislation is Assembly Bill 730. 839

(AP) — Three Southern California women have been arrested on suspicion of stealing more than million in federal student financial aid through Fullerton College.Federal prosecutors said Wednesday that the trio enrolled hundreds of mostly non-existent students, successfully applied for grants and loans and then pocketed the money.Officials said at least two of the more than 200 names used to apply for loans were inmates in state prisons.The Press-Enterprise reports the defendants are 32-year-old Sparkle Shorale Nelson, 31-year-old Shykeena Monique Johnson and 37-year-old Jerrika Johnson. All three have pleaded not guilty charges including conspiracy, identity theft, mail fraud and wire fraud.A tentative trial date was set for Aug. 20. (AP) -- The man who bought two rifles that terrorists used to kill 14 people in a 2015 attack in San Bernardino, California, has been sentenced to 20 years in prison.Enrique Marquez Jr. supplied the weapons that Syed Rizwan Farook and Farook's wife used to open fire on a meeting and holiday gathering of San Bernardino County employees who worked with Farook.The couple fled after killing 14 people and wounding 22 and died later that day in a gunbattle with authorities.Marquez showed no emotion during the federal court hearing Friday as relatives of the victims asked a judge to give him a lengthy sentence. 637

  

Robert Trump, President Donald Trump’s younger brother, has died, the White House confirmed late Saturday. The cause of his death was not immediately known.President Trump visited his brother at a New York City hospital on Friday, one day before his brother’s passing.President Trump issued a brief statement following his brother’s passing:“It is with heavy heart I share that my wonderful brother, Robert, peacefully passed away tonight. He was not just my brother, he was my best friend. He will be greatly missed, but we will meet again. His memory will live on in my heart forever. Robert, I love you. Rest in peace.”On Friday, the president addressed his brother's condition before heading to New York City. "I have a wonderful brother," Trump said on Friday. "We've had a great relationship for a long time, from day one, so long time ago. And he’s in the hospital right now. Hopefully he’ll be alright, but he’s – he’s pretty – he’s having a hard time."Robert Trump, who also was a prominent member of the Trump Organization, was one of President Trump's four siblings. Robert Trump was preceded in death by their oldest brother Fred Trump Jr, who died in 1981. The president has two surviving sisters, Maryanne Trump Barry and Elizabeth Trump Grau.Joe Biden, Trump's opponent in this year's election, released a statement early Sunday following the announcement. "Mr. President, Jill and I are sad to learn of your younger brother Robert’s passing," Biden said. SACRAMENTO (KGTV) -- Governor Gavin Newsom signed a bill Monday requiring California State University undergraduates to take an ethnic studies course to graduate. The change comes amid national calls to dismantle systemic and unconscious racism, starting with public education.The bill was authored by local Assemblywoman Shirley Weber, chair of the California Legislative Black Caucus and longtime professor of Africana Studies at San Diego State University.“What we are seeing in Washington and on American streets right now demonstrates the necessity of understanding the experiences and perspectives of these historically marginalized and oppressed groups who have nonetheless contributed to the building of our country,” Weber said in a statement. “This is great day for students and for the state. I am grateful to the Governor for joining me in moving California forward.”The bill, AB 1460, requires all CSU undergraduates to take at least one three-unit course in ethnic studies. The course must focus on Native Americans, African Americans, or Latina and Latino Americans.The legislation will go into effect beginning with students graduating in the 2024-25 academic year.The bill represents the first change to the CSU general education curriculum in over 40 years. 1283
