Carlsbad (KGTV): Voters in Carlsbad could put women in charge of the local government, as female candidates overwhelmingly outnumber male candidates in the races for Mayor and City Council.Right now, there is just one woman on the five-seat council, which includes the Mayor. "I think it’s something that’s evolving, but after 2016, it’s kind of flipped a switch." A "pink wave" would be rare in Carlsbad. According to the Coast News, only 11 women have been elected to the City Council in the last 66 years.Simon says more female candidates means more of a focus on women's issues, like family, health and open space."It brings their voice to the table. CAMBRIDGE, Mass. – The U.S. government will pay Moderna Inc. up to .525 billion to secure 100 million doses of the company’s COVID-19 vaccine candidate.The U.S. Department of Health and Human Services (HHS) and Department of Defense (DoD) made the announcement Tuesday.HHS says Moderna will manufacture the vaccine doses while clinical trials are still underway to expedite the traditional development timeline and get vaccines to the public as soon as possible.The Trump administration hopes to deliver the vaccines by the end of the year, so long as the U.S. Food and Drug Administration (FDA) authorizes their use.“In creating a vaccine portfolio for Operation Warp Speed, the Trump Administration is increasing the likelihood that the United States will have at least one safe, effective vaccine by 2021,” said HHS Secretary Alex Azar. “Today’s investment represents the next step in supporting this vaccine candidate all the way from early development by Moderna and the National Institutes of Health, through clinical trials, and now large-scale manufacturing, with the potential to bring hundreds of millions of safe and effective doses to the American people.”HHS says the vaccine doses will be delivered to government-designated locations across the country and the U.S. could acquire up to an additional 400 million doses of the vaccine.If viable, the vaccines would be available to the American people at no cost, according to HHS. CAMP PENDLETON, Calif. (KGTV) — Officials Friday identified the Marine killed in a rollover crash this week at Camp Pendleton.Officials identified 1st Lt. Hugh C. McDowell, 24, of Washington D.C., as the Marine killed after a light armored vehicle rolled over Thursday at Camp Pendleton. Six others were also injured in the crash.The crash occurred during regularly scheduled battalion training, officials said. The cause of the crash was still under investigation Friday.RELATED: Marine killed, six others injured in rollover at Camp PendletonMcDowell was a platoon commander assigned to the 1st Light Armored Reconnaissance Battalion, according to officials. He accepted his commission as a Marine Corps officer on May 5, 2017. Through his military career, he had been awarded the National Defense Service Medal and the Global War on Terrorism Service Medal."We recognize that military operations are inherently dangerous and we take extreme precautions to ensure the safety and welfare of our Marines. This is a tragic accident and we are heartbroken at the loss of a member of our Marine Corps family. Chanel White has missed going to karaoke bars, but when it comes to being in quarantine, she’s used to it.“Life hasn’t been too different from what it normally was for me,” Chanel White said.In 2011, White was diagnosed with systemic sclerosis, an auto-immune disease.“Basically my body just sees myself, my tissue, my organs as something foreign and something that should be attacked,” White said.She gets nutrients through a feeding tube and takes a lot of different medications. She’s also considered high risk of contracting COVID-19.“Pneumonia is basically the number one cause of death for people with my condition.”Based on a report by Johns Hopkins Center for Health Security, White should be among those who get the novel coronavirus vaccine as soon as it’s available.“Ethics is the essence of this,” Dr. Eric Toner said.Dr. Toner is a Senior Scholar with Johns Hopkins. Who gets the vaccine first will ultimately be up to the Department of Health and Human Services, but Dr. Toner says the report is meant to offer an ethical framework to help prioritize who gets the vaccine and when.“First of all it’d be health care workers who are taking care of COVID-19 patients. That seems pretty straight forward and non-controversial,” Dr. Toner said.Also in the first tier would be people who are essential to the pandemic response – like those doing the vaccinating, people on the front lines of public health and people working in nursing homes.That first tier would also include the men and women who have helped maintain some normalcy during the pandemic.“Think of front-line transportation workers like bus drivers, think about people working grocery stores, people who work in food production, people who keep the lights on and the water running,” Dr. Toner said.White would be in tier one, but her medical situation is quite complicated.“I right now can’t get vaccines,” White said.She says the treatment she’s receiving heavily reduces her immune response so her body doesn’t attack itself. So depending on the type of vaccine, she would either develop COVID-19, or the vaccine wouldn’t do anything for her.“It’s a weird circumstance because I don’t think the world thinks a lot about people like us. They just think ‘oh the sick people are especially going to need this,’” White said.Dr. Toner says there is an alternative solution.“Vaccinate everyone around them. So vaccinate their families, their caregivers,” Dr. Toner said.“Clearly herd immunity can save an immeasurable number of lives. And so really for someone like me that really is my best shot,” White said.Getting enough people who have an immune response to the vaccine will depend on its effectiveness.“We are ensuring that the vaccine is safe and we’re ensuring that the vaccine is effective. And we will try to get it out as fast as we can, of course, but we won’t cut any corners,” Dr. Toner said.For now, White is choosing to focus on the positive."Hopefully the world will come out better because of this and empathic to their fellow man. CA?ON CITY, Co. -- The Royal Gorge Bridge and Park has been a place providing natural beauty and adrenaline rushing rides for 91 years.“It’s history,” said Chad Harris, who works at the admissions desk. “It’s one of the most iconic places in the United States, and I feel honored to work here.” Harris said the park has been a special part of his life. He was an intern at the park several years ago and then came back to work full-time.“My family worked here, my brother, my sister my mom,” Harris said. “I wanted to come back to this place and have a career here.” But seven years ago, Harris watched decades of memories go up in flames. The Royal Gorge Bridge and Park was destroyed by a wildfire. The bridge was nearly all that was left.The heartbreak of the fire—only preparing Harris and his team for the challenges that COVID-19 would bring.“I honestly thought the fire was the worst thing that could happen to us,” said Peggy Gair, who manages public relations for the park.Gair has been with the park for more than 20 years and said the virus was a new strain of devastation.“Never in my wildest dreams did I think we’d be closed for that many weeks, the two and a half months that we were,” Gair said. She said the fire was different—the park had insurance and was prepared to rebuild. No one could have prepared them for the pandemic.Just before the pandemic hit, employees spent dozens of hours and thousands of dollars hiring 30 new employees. Days later, they had to let everyone go, and now, the process to rehire is more complicated than ever before.Gair is signed up for a new way to find workers: a live, virtual job fair. She’s hoping to fill dozens of open positions around the park. Some of those jobs have been available since last year, and now, Gair believes the extra 0 a week in unemployment benefits is playing a role in keeping people from applying.“There’s jobs available,” Gair said. “People aren’t excited to go back to work. They want to wait.” Gair is hoping that after July 31, more people will come to her park looking for work.Despite the struggle, Gair said she looks at the park today like she did in 2013—as a beacon of hope.
