On Thursday, it held a blood drive with hundreds of appointments.But Moore said the holiday decorations are up, the music is playing, and the mall's giving out free masks.Larger retailers, such as Best Buy and Target, have spread out their Black Friday specials over days or weeks. However, the retailers are under capacity limitations amid coronavirus restrictions. While that could hit the bottom line, customers who do go may benefit."A lot of consumers don't want to be bothered but if there is a question, there will be somebody there to answer that question and you're not going to go around the store trying to find somebody," said Miro Copic, a marketing professor at San Diego State University.Copic said the question moving forward is whether in 2021, whether consumers who buy all online this year come back to the malls, or whether their habits changed forever. 1822

SAN DIEGO (KGTV) - Border officials say the man shot and killed on Friday night by a Border Patrol agent behind the Las Americas Premium Outlets mall was trying to enter the U.S. illegally.A statement from Aaron Heitke, Chief Patrol Agent for the U.S. Border Patrol, San Diego Sector reads:“On Friday, October 23, 2020, at approximately 5:45 p.m., a United States Border Patrol agent responded to apprehend a man illegally entering the United States immediately west of the port of entry in San Ysidro, California. During the arrest, an altercation ensued and the agent discharged his firearm, wounding the man, who was later identified as an adult Mexican national. Nearby agents and law enforcement personnel responded immediately and initiated lifesaving efforts until emergency medical services arrived. At approximately 6:25 p.m. the man was pronounced deceased at the scene. The investigation is currently being led by the San Diego Police Department. Customs and Border Protection will continue to fully cooperate with the ongoing investigation. The specifics of this incident have also been shared with FBI, DHS OIG and CBP Office of Professional Responsibility. Additional updates will be provided by the San Diego Police Department, inquiries should be directed to them.”SDPD added Saturday that the 30-year-old man was shot once in the torso by the agent after he fought the agent, who sustained minor injuries.Social justice leaders with the American Friends Service Committee and Alliance San Diego have sent a letter to SDPD calling in part for an independent investigation to be handled only by police, not border officials or unions. Part of the letter reads, “Any involvement or coordination with these agencies, and specifically with CIIT has the potential to corrupt the investigation and could be considered an obstruction of justice.”Pedro Rios with the American Friends Service Committee said that he and others are considering holding a demonstration on Sunday. “I think for us it's important to ensure that people are treated with dignity regardless of who they are and we shouldn't jump to conclusions about the person who is now a victim and is now deceased,” Rios told ABC 10News on Saturday. Overall, California ranked 21st on the list of best and worst states for military retirees. The Golden State ranked 9th for quality of life, 3rd for number of VA health facilities per number of veterans and 5th for number of VA benefits-administration facilities per number of veterans. Dragging California down to the 21st spot however, is the cost of living. The state ranked 51st for housing affordability and 49th for percent of veteran-owned businesses. California also ranked 48th for its percentage of homeless veterans and 12th for veteran job opportunities. Gavin Newsom is facing a possible recall election as the nation's most populous state struggles to emerge from the coronavirus crisis.Organizers for "Recall Gavin 2020" say they have collected around 800,000 signatures so far. That's more than half of the nearly 1.5 million petition signatures needed to place the recall on the ballot.But state records show just under 500,000 have been turned in so far; of those, 46,756 are from San Diego County.Recall adviser Randy Economy says interest is higher since it was revealed Newsom dined with friends at an opulent restaurant while telling state residents to stay home and not socialize."He's done this to himself," Economy says, pointing out that many business owners are upset at how Newsom has handled the coronavirus pandemic and ensuing shutdowns."More people have suffered who are the heart and soul of California and the backbone of our economy, and we basically have had it."Economy says his group does not plan to hire professional signature gatherers. Instead, they're relying on a network of 30,000 volunteers across the state. They plan to use social media and their website to gain momentum."People have paying attention," he says, "They're at home, they don't have much to do, they're always on social media..."You can download the petition. Newsom still has high approval ratings, and won his recent election by the largest margin in California history.UC San Diego Political Science Department Chair Thad Kousser says the 2003 recall of Gov. Gray Davis provides a good comparison.In that recall, the only successful recall of a governor in California history, supports got a huge financial boost from Darrell Issa and also had a big-name challenger in Republican Arnold Schwarzenegger.Kousser says this recall effort has neither."Without the money that it takes to set in place the machinery of direct democracy in California, we're not going to see a recall come to fruition," he says.Newsom hasn't spoken publicly about the recall, but his office released a statement in June. SAN DIEGO (KGTV) -- Coronavirus cases on the San Diego-based USS Theodore Roosevelt are multiplying quickly. On Thursday, Department of Defense officials announced 23 sailors have now tested positive for COVID-19. Officials say they have mild symptoms, fever and a cough. The aircraft carrier left her San Diego homeport in January for a seven-month deployment with roughly 5,000 sailors are on board. The carrier's last stop was in Vietnam more than two weeks ago. The USS Roosevelt is getting ready to pull into Guam on Friday, where the positive cases will be moved off of the ship. The other sailors will be confined to the pier, not allowed to leave into Guam.
