BEIJING, Dec. 5 (Xinhua) -- Vice Premier Hui Liangyu on Monday said China will accelerate the establishment of a social security and service system for people with disabilities.Hui made the remarks during a meeting with Shybe Chalklen, UN special rapporteur on Disability of Commission for Social Development."The Chinese government attaches great importance to protecting the rights and interests of the disabled," Hui said, adding that the Chinese government has taken a series of measures in the past to improve the living standards of people with disabilities.Hui said China will make great efforts to create a better environment for the disabled to participate in social activities equally.Chalklen spoke highly of China's achievements and progress concerning people with disabilities, saying he hopes to strengthen cooperation between the UN and China in programs for the disabled.

BEIJING, Oct. 11 (Xinhuanet) -- Debates in the medical field developed on Monday as a U.S. government panel recommended that men of all ages should stop getting prostate cancer blood screenings.The United States Preventive Services examined all the evidence and found little if any reduction in deaths from routine P.S.A. screening and suggested that the test does more harm than good to healthy men.The P.S.A. test for prostate cancer, a blood test to screen for a protein that may indicate cancer, has become widely used because it can help detect tiny tumors at a very early sta ge, when they are theoretically most treatable.Unfortunately, according to the task force, the vast majority of the results are false-positives: the men don’t actually have cancer. And most of those found to have cancerous cells would not suffer ill effects because their cancer is so slow-growing that it would not cut short their lives. Those with faster-growing cancers may also not be helped if the cancer is extremely aggressive.After the recommendation came out last week, many prostate cancer specialists have been pushing back.Urologist Dr. Mark DeGuenther said this recommendation is more about saving money than saving lives. He said death rates from prostate cancer have dropped 40 percent since men began getting screened at age 40 and he says it will save taxpayers and patients more money in the long run to diagnose and treat cancers earlier rather than wait and have to provide expensive care for advanced stage cancers."We all agree that we've got to do a better job of figuring out who would benefit from P.S.A. screening," said Dr. Scott Eggener, a prostate cancer specialist at the University of Chicago. "But a blanket statement of just doing away with it altogether ... seems over-aggressive and irresponsible."Dr. Deepak Kapoor, chairman and chief executive of Integrated Medical Professionals, which includes the nation's largest urology practice, said "We will not allow patients to die, which is what will happen if this recommendation is accepted."That task force's recommendation isn't final - it's a draft open for public debate. And obviously the debate is already under way.

BEIJING, Dec. 27 (Xinhua) -- The People's Bank of China (PBOC), China's central bank, announced Tuesday that it is banning local regions, institutions or individuals from setting up gold exchanges apart from the existing Shanghai Gold Exchange and Shanghai Futures Exchange.The country also bans the establishment of any gold trading platforms in other exchanges, a statement on the PBOC website said.The statement said the country has ordered a cease to the building of any new gold exchanges or trading platforms. Those which have opened for business must cease operations.The ban came amid bigger risks in gold trading after some local regions, institutions and individuals grew enthusiastic in setting up gold exchanges and trading platforms in recent years as gold prices soared, which led to a surge of illegal practices due to inadequate management, the statement said.It added the central bank will work with the Shanghai Gold Exchange and Shanghai Futures Exchange to boost the healthy development of the country's gold trading market.

  

NEW YORK, Dec. 27 (Xinhua) -- New York City Mayor Michael Bloomberg announced on Tuesday that babies born in the city in 2009 have the record high life expectancy of 80.6 years, an increase of nearly three years since 2000.The rate of 80.6 years is also above the U.S. national rate of 78.2 years. Life expectancy for 40-year-olds in New York increased by 2.5 years (79.5 to 82) from 2000 to 2009, outpacing the national trend of 1.2 year-increase for the same age group in the U.S. as a whole."If you have friends and relatives that you deeply care about, and they live elsewhere, on average if they move to New York City, they will live longer," said Mayor Michael Bloomberg at Lincoln Hospital in Bronx.Bloomberg contributed the life expectancy progress to the city' s health interventions, including its anti-smoking campaign and expanded testing and treatment for the HIV virus.Despite the progress, heart disease, cancer and influenza/ pneumonia continue to rank as the top three leading causes of death in New York City, followed by lung disease and diabetes.

  

UNITED NATIONS, Oct. 17 (Xinhua) -- China on Monday underlined the importance of safeguarding the peaceful use of outer space and preventing the weaponization of and an arms race in outer space, saying that "the outer space is the common wealth of mankind as the global public space."The statement came as Wang Qun, the Chinese ambassador for disarmament affairs, was taking the floor at the thematic debate on outer space at the First Committee of the UN General Assembly. The First Committee is in charge of disarmament and international security."The outer space is the common wealth of mankind as the global public space," Wang said. "The permanent peace of outer space is correlated to all nations' security, development and prosperity.""Meanwhile, with the growing reliance of mankind on outer space, the risk of the weaponization of and an arms race in outer space are on rise, and the uncertainties concerning outer space security are accumulating as well," he said. "Safeguarding the peaceful use of outer space and preventing the weaponization of and an arms race in outer space are common interest and obligations of all countries."In responding to the growing challenge for security in outer space, the international community also witnessed common grounds on opposing to the weaponization of outer space and advertising the Prevention of an Arms Race in Outer Space, he said.The General Assembly, for consecutive years, adopted " Prevention of an Arms Race in Outer Space" resolution by overwhelming majority of votes, calling for negotiations on an international legally-binding instrument on the prevention of an arms race in outer space at the Conference on Disarmament in Geneva."The mankind has marched into the 6th decade of outer space exploitation, and the manned space flight has made a history of 50 years," Wang said."Recently, China has successfully launched the Tiangong-1 ( Heavenly Palace 1) as a target spacecraft for rendezvous and docking experiment, which opens a new era of China's manned space flight, and also reflects that China is committed itself to the honorable objective of promoting the peaceful exploration and utilization of the outer space, maintaining peace and bringing benefit to mankind."
