SAN DIEGO (CNS) - Father Joe's Villages will kick off its first housing project of the year Tuesday at the future site of 82 affordable housing units.The project will convert an old E-Z 8 Motel at 1010 Outer Road into the housing complex for homeless residents. The project's kick-off ceremony will include a name dedication for its community funders and a 17-feet-tall banner unraveled from the building's top balcony, reading "Hope Lives Here."The city of San Diego plans to open a similar facility nearby in the Egger Highlands area by refitting a Super 8 motel that was the site of regular drug use and prostitution. The facility will include 82 beds and counseling for low-level drug offenders, many of whom are currently homeless. Lincoln Military Housing controls most of the base's 7,900 housing units.Lincoln Family Housing President Jarl Bliss accused Reuters of multiple inaccuracies and omissions that paint LFH in a poor light, like Reuters' finding of the company's slow response times to issues like mold, rodents and water damage. But Bliss did not dispute Reuters' finding that the company settled a lawsuit over mold at Camp Pendleton and is fighting another mold suit filed by a family that resided in Naval base housing in San Diego."Contrary to what the story would lead a reader to believe, we do not profit by skimping on service," Bliss said in a company-issued statement. SAN DIEGO (CNS) - Authorities Tuesday were working to determine what led to the death of an inmate at the San Diego Central Jail. Deputies conducting a security check at the Front Street detention center found 26-year-old Ivan Ortiz of San Ysidro unconscious in his cell about 3:45 p.m. Monday, according to sheriff's officials. ``Deputies and medical staff performed lifesaving measures until paramedics arrived and transported Ortiz to the hospital,'' Lt. Michael Blevins said. Physicians pronounced Ortiz dead about 4 1/2 hours later. Ortiz had been arrested by San Diego police last June on suspicion of attempted murder, assault with a deadly weapon and felony vandalism. A criminal complaint alleges that he attacked two people last June 6 with a skateboard, and attempted to kill one of the victims, though specific details on the alleged attack were unavailable. He also faced two counts of assault with a deadly weapon -- a skateboard -- as well as three counts of felony vandalism regarding alleged incidents on May 10 and June 9, and a misdemeanor count of resisting arrest. At the time of his death, he was being housed alone in a psychiatric observation cell. The county Medical Examiner's Office will conduct an autopsy to determine the cause and manner of Ortiz's death. Sold listings of both property types have fallen for four consecutive months, according to the GSDAR.Median sale prices of single-family homes rose 3.1% from 5,000 in September to 5,000 in October while attached property prices increased 2.4% from 9,000 in September to 9,000 last month. Gavin Newsom reversed a parole board's decision to release a 59-year-old man who was a teenage gang member when he killed a San Diego police officer in 1978, the San Diego County District Attorney's Office announced Tuesday.Jesus Cecena was convicted of killing Officer Archie Buggs, 30, who was shot four times after he stopped a car driven by Cecena in the Skyline neighborhood.Cecena, then 17, fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point-blank range.Cecena, who is serving a life sentence, was granted parole in June, a decision that was heavily criticized by the San Diego County District Attorney's Office.Newsom reversed the parole board's decision on Monday, marking the second time he has reversed a parole grant for Cecena. Former Gov. Jerry Brown also reversed parole grants for Cecena in 2014, 2016 and 2017.Newsom cited Cecena's gang motivations as a major factor in his decision."Mr. Cecena still is unwilling to acknowledge the underlying or causative factors that are in evidence, specifically that he belonged to a gang where killing a peace officer was seen as an ultimate goal, that a more senior and respected gang member handed him a firearm so he could kill Officer Buggs, and that killing Officer Buggs was a way for Mr. Cecena to gain more respect and power within his gang," Newsom wrote.
