SAN FRANCISCO (Los Angeles Times) — An appeals court has upheld California Gov. Gavin Newsom’s ban on in-person church services amid the coronavirus pandemic. The split ruling found that government’s emergency powers override what in normal times would be fundamental constitutional rights. The 9th Circuit Court of Appeals ruled that South Bay United Pentecostal Church in San Diego cannot reopen immediately. Newsom said last week that guidance for churches to reopen was expected to be announced Monday.More than 1,200 pastors and clergy from across California sent the governor a letter earlier this week saying they plan to resume in-person services May 31, regardless of state restrictions."We've been targeting May 31st, which is Pentecost Sunday, as a reopen for thousands of churches across California," said Arthur Hodges, Senior Pastor at South Bay United Pentecostal Church. "We will follow all protocols. We love our people we don't want to put them in harms way." 1452

SANTA BARBARA, Calif. (KGTV) -- Federal and state agencies spent most of Sunday morning at Truth Aquatics headquarters in Santa Barbara, the company that operated the Conception. Investigators served a search warrant at around 9 a.m. looking for safety, maintenance, and training records for the boat. Agents also took pictures of the company's two other dive boats. The search warrants are considered "pretty standard" as part of the investigation to find out the cause of the fire and if any crimes were committed. The search comes just days after the owner of Truth Aquatics preemptively filed a lawsuit that could limit the payouts to the victim's families.Thirty-four people were killed in the early morning boat fire on Labor Day. One of the victims was identified by family as Nicole Quitasol. Quitasol lived in San Diego. She worked at Nicky Rottens in Coronado. The Santa Barbara Sheriff says the passengers were trapped by the flames. The Conception's captain and four crew members were the only ones to escape.Coast Guard records show the Conception passed it's most recent inspections with zero safety violations. Authorities are looking into how batteries and electronics were stored and charged and what crew members were doing at the time of the fire. All but one of the victim's bodies have been recovered. The search was called off last week due to weather but is expected to resume on Tuesday. The conception is still underwater. 1456

(KGTV) - Border Patrol officials in San Diego say they are preparing for the possibility of interactions with 7,000 immigrants seeking asylum at the U.S-Mexico border in San Ysidro.Mexico has already offered asylum to the migrant caravan, officials say. If the group reaches Tijuana, they will be denied entry into the United States.1,300 U.S. military troops are at San Ysidro to support the border mission, but not in a law enforcement role, according to military officials.The Army, Marines, and military police will fill in gaps along the border and erect barriers, creating an infrastructure to make it harder to cross illegally.Border protection officials also told 10News there is no place to put the migrants. During a tour of the San Ysidro Port of Entry Friday, journalists were allowed to tour the holding area but forbidden to take photographs. ICE detention facilities are already at capacity, officials say, and any more additions would push the problem to the breaking point.Anyone who enters the U.S. illegally will be arrested, Border Patrol officials say."We are not going to allow large groups of aliens to come to this county and to enter this country unaddressed,” said Rodney Scott, U.S. Customs and Border Protection.Scott added that if the caravan does visit the U.S., nothing is off the table in terms of stopping them, including a full border shutdown.The military says it views its mission at the border as temporary, and says it plans to be gone by December 15. 1516

  

SAN YSIDRO, Calif. (KGTV) - Traffic at the San Ysidro Port of Entry was left at a standstill for more than an hour following a reported security incident Saturday.Multiple lanes through the port were closed following the find, 10News viewer video showed. Witnesses at the scene told 10News border security officials were reportedly looking into a suspicious object left on the Mexican side of the border crossing.One witness told 10News they had been waiting at least an hour for traffic to open up as of 1:10 p.m.10NEWS TRAFFIC CONDITIONS10News has reached out to Border Patrol officials for more information. Border Patrol officials have not confirmed whether the closure was due to a security incident. 738

  

SCOTIA, Calif. (AP) — The U.S. Geological Survey says a magnitude 5.5 earthquake has hit near the Pacific coast of Northern California.The agency says the earthquake struck at 8:53 p.m. at a spot 17.3 miles (27.9 kilometers) southwest of Scotia, a town of 850 people.The earthquake had a depth of 5.6 miles (9 kilometers.)Media reports says the earthquake was felt in the region. There are no immediate reports of damage. 429
