BEIJING, Feb. 14 (Xinhua) -- "Dear Premier Wen, I'd like to tell you the good news first. The problem I brought up at the seminar last year has been solved in Beijing," wrote 34-year-old, wheelchair-bound Li Nan to Chinese Premier Wen Jiabao on Jan. 20 this year.The problem Li referred to was the high prices of one-off hygiene products that had plagued people with work-related spinal cord injuries for a long time.On Jan. 31, 2010, Wen talked with a group of ordinary people in Chaoyang District in Beijing to get their opinions on the draft of a government work report that will be submitted to the national legislature in March.Wen asked Li to be the first to voice her views at the seminar. Li said that patients with spinal cord injuries had to spend about 2,000 yuan (303 U.S. dollars) a month on one-off hygiene products because of their incontinence."My injury allowance is roughly 2,000 yuan a month. I have to live on my parents' pension," she said.She suggested giving more attention to the employment and mental health of the disabled, and also for some revisions on the catalogue of drug and auxiliary devices for those disabled by work-related injuries. She also proposed more subsidies for these people.Responding to the suggestions, Wen said, "Li Nan's case is far from an individual one. The disabled are a very large group of people in China who need more attention... We need to study, revise and renew the government regulations on work-related injury insurance."Wen also encouraged Li to be optimistic in face of ordeals.Li, who graduated from Beijing Youth Politics College in 1997, was once a prize-winning amateur dancer. However, she became confined to a wheelchair after a traffic accident in 2003.On March 5 last year, Li beamed with pride as she watched TV. Premier Wen was delivering the government work report at the annual session of the national legislature.Wen pledged to "work harder to build the social security and social services system for people with disabilities." The premier also promised that "Workers' compensation will be extended to all of the 1.3 million workers injured in previous jobs who are not receiving benefits.""I am thrilled to see that my advice on improving social security for the disabled was included in the government work report," Li said in her letter, which summarized the changes she experienced in the past year because of the improved social security system.The Beijing Municipal Human Resources and Social Security Bureau announced last year that people would be reimbursed for one-off diapers and urine bags under the municipal work-related injury insurance program beginning June 2010."The Beijing policy has relieved our heavy economic burdens and ensured the quality of our life," Li wrote.Li, however, said that though some places has begun to give living and nursing subsidies for the disabled, the policy needs to be extended to other parts of the country.After reading the letter on Jan. 31, Wen Jiabao instructed relevant organs in the State Council, or Cabinet, and the Beijing municipal government "to conduct research and set down policies to better protect and aid people with serious disabilities, and to help them solve their difficulties and improve their quality of life."

BEIJING, May 28 (Xinhua) -- The issue of third-party online payment permits in China this week will boost the sector's development through giving it a legal status, analysts said.The People's Bank of China (PBOC), or the central bank, on Thursday announced its first batch of electronic payment licenses to 27 qualified third-party online payment platforms, including Alipay, Tenpay and 99bill.It also stipulated that all the third-party payment businesses should obtain licenses before September, or cease doing business.The move has long been awaited after the central bank said in June last year that non-financial institution payment service would be regulated, and that all businesses involved in the service must get licenses before Sept. 1, 2011.The license covers payment transactions such as Internet payment, mobile phone payment, bank card acquiring service, issuance and accept of prepaid cards and currency exchange.The move provides a legal status for the third-party payment sector so that it can develop in a more standard and healthy way, said Zhang Meng, an analyst with Analysys International, an Internet market information provider.Third-party payment enterprises refer to those non-financial operators who work as the third party between buyers and sellers to provide payment settlement through Internet, telephones or mobile phones.China has the world's highest number of Internet users, with about 457 million netizens, among whom 148 million were active online shoppers as of the end of last year.China's online payment topped 1.09 trillion yuan (167.29 billion U.S. dollars) last year. The figure was 397.3 billion yuan in the first quarter this year, almost doubled year-on-year.99bill CEO Guan Guoguang called the issue of the third-party payment licenses "a milestone" for China's e-payment sector.Requiring that enterprises must be licensed to operate e-payment businesses will help standardize the sector, improve services and boost integration of e-payment and e-commerce, said Guan.The first group of e-payment license holders include Alipay.com Co. BEIJING, March 22 (Xinhuanet) -- NASA scientists are testing its next-generation Mars rover, which will land on Mars next year, under extreme conditions at space-simulation chamber in California, media reports said Tuesday.Scientists at NASA's Jet Propulsion Laboratory in Pasadena, Calif., say they've installed the Curiosity rover in a space-simulation chamber that can mimic the environment the probe will encounter on Mars.  After the chamber's large door was sealed last week, air was pumped out to near-vacuum pressure, liquid nitrogen in the walls dropped the temperature to minus 130 degrees Celsius, and a bank of powerful lamps simulated the intensity of sunshine on Mars.After the test period, the rover along with other portions of NASA's Mars Science Laboratory spacecraft including the cruise stage, descent stage and backshell -- part of protective covering -- will be shipped to the Kennedy Space Center for final preparation for the launch window from Nov. 25 to Dec. 18, 2011. Curiosity will study whether a selected area of Mars has offered environmental conditions favorable for microbial life and for preserving evidence about whether Martian life has existed.

LUQA, Malta, Feb. 26 (Xinhua) -- A chartered plane of China Eastern Airlines carrying 272 Chinese evacuees from Libya left Malta for Shanghai on Saturday.The Airbus A330-300 plane took off at 8:20 p.m. local time ( 1920 GMT) from the Malta International Airport, to be followed shortly by another chartered plane of China Eastern Airlines with 278 Chinese evacuees on board.The 550-strong Chinese nationals from a Chinese construction company were among a total of 2,216 people who arrived by a ship from violence-torn Libya at the Grand Harbor in Valletta, capital of Malta, on Saturday.In addition to the 2,216 Chinese nationals, the ship chartered by the Chinese embassy in Malta also carried dozens of citizens of other countries.The vessel, which was the first Maltese ship chartered by the Chinese government to evacuate Chinese nationals, left Libya's Benghazi on Friday.Maltese Deputy Prime Minister and Foreign Minister Tonio Borg, who went aboard the ship, expressed gratitude to the Chinese government for helping to evacuate some Maltese nationals from Libya.Chinese Ambassador to Malta Zhang Keyuan also thanked the Maltese government for its cooperation in the evacuation of Chinese nationals.A 19-day-old baby was among the evacuated Chinese, said a source with the Chinese embassy.China Eastern Airlines will fly four planes every day to the Mediterranean island nation from Feb. 28 to March 10, as part of all-round airborne evacuation missions aimed at taking stranded Chinese citizens back home as soon as possible, according to information from an emergency meeting of the Civil Aviation Administration of China (CAAC) in Beijing on Saturday.
