BEIJING, Aug. 25 (Xinhua) -- China will work with France to expand bilateral cooperation and advance economic and trade links, said China's top legislator Wu Bangguo Wednesday.Wu, chairman of the Standing Committee of the National People's Congress (NPC), made the remarks in a meeting in Beijing with a delegation of the France-China friendship group of French parliament.Wu said the promotion of ties between China and France, both influential nations, accorded with the fundamental interests of the two peoples and would help world peace and development.China valued relations with France, and would work to strengthen mutual political trust and promote bilateral economic cooperation with a view to keeping China-France ties at the forefront of ties between China and Western nations, Wu said.8 The NPC, China's legislative body, would expand exchanges and cooperation with the French parliament to help push forward state-to-state relations, he said.The French delegation, led by chairman of the friendship group Michel Herbillon and Senate Chairman Jean Besson, are visiting China at the invitation of the NPC.They said they would contribute to relations between the two parliaments and the two nations.
CHANGSHA, July 31 (Xinhua) -- Death toll from a Friday explosion in Changsha City, capital of central China's Hunan Province, has risen to four with 19 people injured, local police said.The explosion went off on the third floor of a branch of Furong District's taxation office on Hengda Road near a downtown residential block at about 4:15 p.m., according to a statement from the city's police.Initial investigations show the explosion was a planned attack, the police said.The police sealed off the building and blocked nearby roads for investigation. All the workers in the building had already evacuated before the police came.Windows of the third floor were all shattered. Large blood stains could been seen on the stairs.The injured have been sent to the hospital.In a separate case in northeast China's Jilin Province, one people was killed and 20 were injured Friday in a series of explosions in a barber's shop in provincial capital Changchun.Four fire fighters were among the injured of the explosions which first blasted at 4:46 p.m, according to a statement from the municipal government.Witnesses say four explosions hit the shop.Fire fighters and workers from a local gas supply company are working at the site. Pieces of shattered windows can be seen forty meters away.The police are investigating the cause of the explosion.
BEIJING, Aug. 13 (Xinhua) -- Chinese military forces are rushing to prevent disease in mudslide-devastated Zhouqu County in northwest China's Gansu Province as high temperatures hit the area where at least 1,156 people were dead.While giving medical treatment to 12,000 local residents, soldiers have also sterilized an area of 128,000 square meters in the disaster-hit county, Wang Wenjie, a senior officer with the Lanzhou Military Area Command of the People's Liberation Army (PLA), said Friday.On Thursday, the Ministry of Health warned of disease-prevention challenges in Zhouqu, as dead bodies and dead animals entombed in the mud may easily decay in the hot weather.Although wells have been dug up to ensure water supply, the ministry said sterilization work is difficult as the water may be contaminated during transportation and storage.In order to ensure rescuers' health, more disinfectant and anti-sunstroke medicine has been dispatched to Zhouqu along with fresh clothing.While more equipment is en route to Zhouqu, Wang said more epidemic prevention workers are ready to go to Zhouqu if needed.Tuo Chengxiang, a senior officer with the Chinese People's Armed Police Force, said the main roads into the township are covered in sludge, hampering vehicular access to the area.A total of 6,281 soldiers and armed policemen are participating in the rescue and relief work in Zhouqu. They have saved 45 lives and delivered 808 tonnes of relief supplies.Besides personnel, 17 helicopters and aeroplanes and 35 rubber rafts have been mobilized to the disaster-hit area.Also on Friday, the PLA General Political Department issued a circular ordering soldiers and policemen in Zhouqu to lead the rescue and relief work while giving top priority to saving people's lives.
BEIJING, Aug. 16 (Xinhua) -- China's central bank and banking regulatory commission have ordered the country's financial institutions to provide preferential loan policies to victims in the mudslide-hit regions of Gansu and Sichuan provinces.The minimum down payment for a home in the disaster-affected urban regions could be reduced to 10 percent while the interest rate for home loans could be cut to possibly 60 percent of the benchmark rate, the People's Bank of China, the central bank, and China Banking Regulatory Commission said in a joint statement issued over the weekend.Banks were also asked to help ease loan pressures for rural residents in the disaster-affected regions.A massive mudslide, which took place on Aug. 8 in Zhouqu County of northwest China's Gansu Province, has killed 1,248 people as of 4 p.m. Sunday, with 496 still missing. Flooding and mudslides in southwest China's Sichuan Province has left at least 13 dead and 59 missing.
HARARE, June 15 (Xinhua) -- Common Market for Eastern and Southern Africa (COMESA) Secretary-General Sindiso Ngwenya on Tuesday urged China to enter into joint ventures with Africa's largest regional trading and economic grouping to capitalize on the customs union that was launched last year.The Common Market for Eastern and Southern Africa, boasting 19 member states and a population of more than 450 million, is endowed with vast natural and human resources that make it a fertile investment destination, Ngwenya said."With a combined population of 456 million and a combined Gross Domestic Product of 450 billion U.S. dollars, this region is very rich in natural resources, rich in human resources and land for agriculture."This region will therefore become the region of first choice for investment and has the potential to feed the whole world," Ngwenya told Xinhua in an interview.He said China should take COMESA as its preferred investment destination and increase trade with Africa's largest trading and economic grouping.Ngwenya has previously urged more Chinese investment in the manufacturing sector so that Africa can move up the value chain and increase the incomes of its people while ensuring that less wealth is exported abroad.Trade between COMESA countries and China has also been growing by between 50 percent and 100 percent depending on the country, but on average by more than 50 percent annually and by the end of 2008 China-Africa trade was approaching the 100 billion U.S. dollars, according to Ngwenya.Ngwenya said the COMESA Customs Union presented immense opportunities for the Asian giant to deepen and consolidate economic cooperation with member states, most of whom it had strong bilateral, economic and political ties with.
