(KGTV) — San Marcos is taking a stricter stance on pet control.A newly passed ordinance allows the city to label people “irresponsible pet owners” and levy harder penalties.The city or the San Diego County Humane Society can impound the animals of people who are declared “irresponsible owners” under the ordinance and ban hem from owning any animals for up to three years.According to the rules, an “irresponsible owner” is an individual who has received three of more citations in the last two years for an unrestrained animal, guard dog, dangerous animal or nuisance violation.Dangerous animals per the ordinance are those that have attacked a person or another domestic animal two times within four years, or have injured or killed a person once within four years. 795

SANTA ANA (KGTV and CNS) - Authorities say five people were killed Sunday afternoon when a small plane crashed near a Santa Ana shopping center. The crash happened around 12:29 p.m. in the parking lot of the Staples Supercenter on the 3800 block of South Bristol Street. No one on the ground was hurt. As the plane barreled through the parking lot, it struck at least one unoccupied car, Orange County Fire Authority Capt. Steve Concialdi said. A nearby intersection was closed in all four directions near the crash. The parking lot is shared by Staples, a CVS drug store, a Michaels' decorations store, and a Wells Fargo Bank branch. The crash site is about one mile northwest of the northern end of the runway at John Wayne Orange County Airport. 781

(AP) — A father and his two children helped rescue a man who was stranded in the Santa Fe National Forest for 14 days.John Utsey launched an unexpected two-day rescue mission Saturday after hearing a call for help while hiking with his kids toward the Santa Fe Baldy.Utsey gave the man food and water before hiking back to the trailhead to call 911.Santa Fe firefighters arrived within the hour, but called off the unsuccessful search after eight hours.Utsey then returned to the spot Sunday, called 911 again and led crews to the man.Once the man was located, the Santa Fe Fire Department says its crews built a fire to bring up his body temperature, which was dangerously low. They also fed and gave him water.The department says the man suffered from chronic back pain, injured his back while hiking and couldn’t stand or walk.The man told first responders that his gear stolen and ended up getting lost and disoriented.The man is now recovering at a local hospital. 992

(KGTV) - A heartbroken San Marcos family is grieving the loss of a beloved great-grandmother to COVID-19.Gregoria Osorio, 78, started feeling sick in late July with a fever, and back and chest pain. She tested positive for COVID-19, and about two weeks later, an ambulance rushed her to the hospital."Her oxygen was really low, in the 70s, and I couldn't get the oxygen up," said her granddaughter Nubia Cruz.Cruz says her grandmother was given oxygen and placed on a ventilator five days later."My heart was broken, just kept praying and praying," said Cruz.Last Thursday, Osorio, a great-grandmother of 10, passed away."We miss her a lot. We just love her so much," said a tearful Cruz.Her legacy is a lasting one. For decades, she served as her town's midwife outside Oaxaca, Mexico."She delivered more than a thousand babies," said Cruz.She moved to San Marcos nearly two decades ago to be with family. Her cooking, especially her mole and tamales, was always filled with love."I want this to be a nightmare, and I wake up and see her next to me or in kitchen," said Cruz.Cruz says her grandmother was healthy and had no pre-existing conditions. The family stuck close to home, wore masks and took every precaution.
