BEIJING, Sept. 26 (Xinhua) -- Chinese Vice President Xi Jinping on Saturday called for serious study and implementation of a decision of the Communist Party of China (CPC) Central Committee on strengthening and improving Party building.     The decision was adopted in mid-October at the fourth session of the 17th CPC Central Committee.     The essence of the session must be implemented in an all-out, steadfast and efficient way, said Xi, a member of the Standing Committee of the CPC Central Committee Political Bureau, while delivering a report to 1,800attendants at the Party School of the CPC Central Committee.     The six pieces of experience summarized in the document are an embodiment of the endeavors of several generations of Chinese Communists in the 60 years of ruling of the Party, and are a treasure of the Party, said Xi, also president of the Party School of the CPC Central Committee.     The decision is focused on major issues regarding Party building, which are strategic, fundamental and urgent, he said, adding it is a major task for Party organizations of all levels to study and implement the essence of the session under the current new situation.     Central and local Party schools are a major place to train and foster Party members, leading officials and theorists, as well as study Marxism-Leninism, Mao Zedong Thought and the socialist theoretical system with China's characteristics, Xi said.

NEW DELHI, Aug. 7 (Xinhua) -- Sonia Gandhi, chairperson of India's ruling Congress-led United Progress Alliance (UPA), Friday expressed her wish that relations between India and China can be enhanced with common efforts by the two countries.     During a meeting with visiting Chinese State Councilor Dai Bingguo, Gandhi said that there exists a very solid basis for developing friendly and cooperative relations between India and China. Dai conveyed cordial greeting and good wishes from General Secretary of the Central Committee of the Communist Party of China and Chinese President Hu Jintao, who also expressed his congratulations to the Congress party and the UPA for successfully winning a second term of government in the general elections this year. BEIJING, Oct. 15 (Xinhua) -- China's power consumption in September continued to rise with a faster increasing rate, according to China's National Energy Administration (NEA) on Thursday.     Power consumption in September rose 10.24 percent from the same month last year to 322.41 billion kilowatt hours last month. The increasing rate was 2 percentage points up from that of August.     Accumulative power consumption in the first nine months topped 2.66 trillion kilowatt hours, an increase of 1.4 percent over the same period last year.     In the first three quarters, power consumption of the primary industry which covers agriculture, animal husbandry and fishery, added 6.35 percent from a year earlier to 72.5 billion kilowatt hours.     The second industry, including mining, manufactural, building and construction sectors, consumed 1.95 trillion kilowatt hours, representing a decrease of 1.67 percent over the same period last year.     Power consumption in the service sector climbed 11.26 percent year on year to 293.5 billion kilowatt hours in the first three quarters.

BEIJING, July 31 (Xinhua) -- Chinese Vice Foreign Minister Zhang Zhijun summoned Australian Ambassador to China Geoff Raby and lodged a solemn representation to the Australian side on its allowing Rebiya Kadeer, leader of the separatist World Uygur Congress (WUC), to visit Australia.Zhang expressed China's strong dissatisfaction and firm opposition to the Australian side on its allowing the visit, a press release of the Foreign Ministry said.     Zhang demanded it immediately correct its wrong doings and do not allow Kadeer to visit Australia and engage in anti-China separatist activities in the territory of Australia, the ministry said.     The WUC led by Kadeer is believed to have masterminded the July 5 Xinjiang riots that left at least 197 people dead and 1,600 others injured
