Minneapolis city council passed 2021 budget funding that includes cutting .7 million from the city's police department and redirecting those funds to social programs, according to the Minneapolis Star Tribune, CNN and CBS News.The 2021 budget is the first one the city has passed since the death of George Floyd at the hands of police in May. Floyd's death sparked a nationwide protest movement against police brutality.According to the Star Tribune, the .7 million in police budget cuts will be redistributed to fund mental health crisis teams, as well as train 911 dispatchers to assess mental health crisis calls. The budget cuts will also allow other employees to handle theft and property damage reports.However, the Star Tribune notes that the budget keeps in place a plan for the department to hire more officers in future years. The council initially planned to pass a budget that would drop department staffing levels from 770 to 750 in 2022 but kept in place the department's current staffing target of 888 to avoid a veto from Mayor Jacob Frey."My colleagues were right to leave the targeted staffing level unchanged from 888 and continue moving forward with our shared priorities," Frey said in a statement. "The additional funding for new public safety solutions will also allow the City to continue upscaling important mental health, non-police response, and social service components in our emergency response system."The new budget comes as progressive Democrats call on local municipalities to "defund the police" and re-allocate those funds to social services. Other major cities like New York City and Albuquerque, New Mexico have removed funding from departments or shifted some emergency responsibilities away from armed police officers.Floyd died in May when a Minneapolis police officer kneeled on his neck for nearly nine minutes as they attempted to take him into custody for using counterfeit money to buy cigarettes. More than 170 rescue workers are trying to free 18 coal miners trapped in a tunnel in China's eastern Shandong province, according to state broadcaster CCTV.The miners were trapped after a rock burst at the Longyun Coal Mining Company in Yuncheng County at around 11 p.m. (10 a.m EST) on Saturday.The incident destroyed part of a water drainage tunnel in the coal mine, killing two and trapping another 20 workers, the official Xinhua news agency reported.Authorities say one miner was rescued Monday.Rock burst accidents are often caused by fractures in rocks due to mining.This story is developing -- more updates to come. 632

They just stomped the furniture and broke it."That furniture holding deep meaning and a bond Harris and his father built during months of sweat and laughter, poured into the hand made pieces."The problem is is that he's in his 70s now and he's not going to be able to come down during COVID and build more of the stuff with me," he said. More than seven months after Hurricane Irma a Vero Beach, Florida woman is still feeling the effects of the damage.Her vehicle was totaled from flooding and sold. But that sale is still costing her because of one item she left behind on the car: her license plate.Now, her family wants to keep anyone else from making the same costly mistake.Jamie Portell’s mother lives at Indian River Estates assisted living in Vero Beach.Portell rode out the storm with her mother there.The next morning, they realized her mother’s car flooded.“The seats, the electric, she couldn’t adjust anything,” Portell explained. The carpet was soaked.They called the woman’s insurance company, State Farm, and said someone came out, looked at the car, totaled it and arranged for it to be towed away.About a week later, Portell said she took her mother to a local State Farm location to pick up a check.“We didn’t think anything more about the car, until about four months later she received, from the state of New Jersey, a bill with the picture of the back of her car,” Portell said.The letter was a toll road fine.“She was very upset not knowing what had happened to the car,” Portell said.  They called State Farm and asked the agency to take care of the mishap.“Another 3-4 weeks later, she gets another bill from the state of New Jersey with another picture of her car,” Portell said. It was another fine.“Called the insurance company again and said 'I thought this was taken care of, can you please look into it, ' ” Portell said.This month, they did not get a bill and hope this matter has been resolved.But, they learned a lesson.“Definitely remove your plates. More people are experiencing hair loss related to the pandemic.A dermatologist tells us that before the coronavirus crisis, she was seeing one or two patients per day for shedding. Now, they account for about 10 patients a day, which is half her daily caseload.The patients can be broken into three categories. Some people are seeing a sudden onset of hair loss. Others have a known disease, like psoriasis or alopecia, and are now seeing flare ups. Both of those are attributed to added stress.Then, there's the patients who have had COVID-19 and are seeing shedding afterwards. That's not necessarily a direct result of the virus. It could be from the toll on the body.Patients who have recovered from other viral diseases have also experienced hair loss afterwards.“So, just the process of being sick, having a high fever, not eating well, those can be a shock to your system that can trigger hair shedding,” said Dr. Melissa Piliang, a dermatologist at the Cleveland Clinic.Hair loss patients who have had COVID-19 will have to work through their own recovery process. For those related to stress, you can try to manage it with things like exercise or meditation.“One sign of stress is hair loss, but there's probably other internal signs that you may not even realize that you're experiencing and things you're putting your body through so, recognizing the stress and doing things to mitigate that is a very important thing to do at this time," said Piliang.The American Academy of Dermatology Association says when hair loss is caused by fever or stress, it tends to return to normal on its own in less than a year.If you think your hair loss might be caused by something else, talk to an expert. 1710
