(KGTV) — A new initiative between California and Mexico officials could pave the way for solving the persistent issue of sewage flowing from Tijuana to the U.S.The sewage comes as runoff from the Tijuana River or as flow from the Punta Bandera treatment plant, leading to beach closures in Imperial Beach and Coronado. On Friday, officials from California and Mexico met in Imperial Beach to launch the California-Mexico Strategic Dialogue. The inaugural issue is to find solutions to stop the sewage from flowing into the U.S."While other leaders may use the border as an opportunity to distract and divide, we want to use this as an opportunity to convene and advance," said State Assemblyman Todd Gloria, a Democrat. Officials are reporting progress. Tijuana Councilman Manny Rodriguez said he and others just requested 300 million pesos, or about million dollars, to improve processing tanks at Punta Bandera."We need to focus more on treatment, and if we get the money for that, I think this problem can be fixed," Rodriguez said. Imperial Beach Mayor Serge Dedina said the International Boundary and Water Commission is installing an Earthen Dam in the Tijuana River channel to stop any accidental flows during the dry time of year. "That's a really good sign of little things that don't cost taxpayers any money that keep our beaches clean," Dedina said, adding that those kinds of short-term fixes should be a major part of the dialogue. 1480

Hurricane Delta once again became a major hurricane on Thursday, with top winds of 120 mph as of 10 p.m. CT. The hurricane has regained much of the fury it lost crossing the Yucatan Peninsula on Wednesday.In an update Thursday morning, the NHC said that Delta is expected to "grow in size" throughout the day on Thursday before bringing dangerous conditions to the Gulf Coast early Friday morning.Storm surge and hurricane warnings are already in effect for parts of the Gulf Coast, particularly along the Louisiana shoreline.Louisiana cities likely to see damaging winds from the hurricane include Alexandria, Lafayette, New Iberia, and Morgan City, according to the National Hurricane Center. On Thursday afternoon, the National Hurricane Center said Hurricane Hunters found that Delta had a 30-mile wide eye. Government hurricane forecasters say they expect Delta to continue strengthening until early Friday morning, but then begin to weaken as strong shear is expected to affect the hurricane. Louisiana has taken the brunt of the impact of the 2020 hurricane season. Hurricanes Marco and Laura have already made landfall in the state, causing inland flooding and significant damage along the coast. Hurricane Sally also did significant damage nearby Gulf Shores, Alabama, when it made landfall in September.The Associated Press reports that Delta marks the sixth time this year that evacuations have been ordered from Louisiana's barrier islands.Delta luckily spared two Mexican resort towns, Cancún and Playa del Carmen, from deaths or major damage after the storm made landfall on the Yucatan Peninsula, CNN reports. 1632

Immigration and Customs Enforcement officers arrested 115 San Diego and Imperial County, California residents in a three-day sting targeting federal immigration law violators, officials said Friday.Among the group were 50 convicted criminals and seven people who re-entered the United States after being deported. All but seven of the arrests took place in San Diego County, according to ICE.Those arrested include a Center Street Locos Gang member in Oceanside who had been deported four previous times. He had multiple criminal convictions including grand theft, controlled substance for sale, and driving under the influence.A Kazakhstan citizen wanted by authorities in that country on charges of tax evasion and embezzlement was taken into custody in Oceanside. Interpol had issued a ‘Red Notice’ arrest warrant for him in November.Another high-profile arrest included a Mexican citizen who had served a federal prison term in 2009 after being convicted of illegal re-entry after deportation.  Officials said he had three criminal convictions for spousal abuse and had previously been removed from the U.S. to Mexico on ten prior occasions.  RELATED: ICE arrests 150 in Northern California, blasts Oakland mayor over warningAn immigrant who illegally reenters the United States after having been previously removed faces a felony prison term of up to 20 years, according to ICE. Four of the people arrested in the sting will face federal criminal prosecution for illegal re-entry after deportation. Those who are not facing federal charges may be immediately removed from the United States.“This week’s operation targeted public safety threats, such as convicted criminal aliens, individuals with final orders of removal, those who illegally re-entered the country after being removed, and individuals who have otherwise violated our nation’s immigration law,” said Greg Archambeault, field office director for ICE Enforcement and Removal Operations in San Diego. The three-day sting comes after a report in the Los Angeles Times indicating more immigrants with no criminal history were arrested by San Diego's Immigration and Customs Enforcement from October to December 2017 than anywhere else in the country. In a heartbreaking Facebook post, a Maryland animal shelter announced they found a puppy with its ears cut off tied to a tree in Baltimore. BARCS say they got a call saying someone had found two dogs tied to a tree and several other puppies in an empty lot. When the officer arrived, they found one of the puppies was bleeding from the head and the other puppies were for sale. The puppies were immediately taken to BARCS where they were seen by a vet. They named the injured dog Claude and determined that his ears were removed using poor instruments, like household objects, leaving him with tissue damage, pain, and infection. Claude is only 10 weeks old and BARCS says he is trying to do normal puppy things, but cannot because of the pain. He received emergency surgery but the veterinarians had to remove untreated infected tissue, so he lost even more of his ear structure. BARCS is now asking for money so they can continue to help Claude so he can find a loving home and recover.
