Participating in a town hall discussion on Monday in the key battleground state of Florida, Joe Biden said he would implement a mandate of masks on federal property if elected president amid the coronavirus pandemic. PHOENIX (KNXV/KGTV) - A small plane that crashed on a Phoenix street Monday morning -- killing both passengers  -- was just sold from a pilot in Solana Beach.The victims have been identified as 54 year-old Theodore Rich and 49 year-old Elaine Carpenter. FAA officials said the aircraft involved is a single-engine, home-built Acroduster. The plane went down in the intersection of 7th St. and Deer Valley Dr., near an FBI field office, at around 6:50 a.m. local time.One eyewitness said he saw the plane go down. At first he thought it was aerobatics, but after seeing the plane heading straight for the ground, he knew something was wrong. Video from the scene showed emergency crews working around debris in the roadway near several damaged cars. Police told media on scene the vehicles had substantial damage but no one on the ground was hurt.10News reporter Lauren Davis talked to Avi Maltzman, the Solana Beach man who just sold the plane to Rich this weekend. Maltzman said he flew with Rich for several touch-and-goes and described Rich as an experienced pilot. Maltzman said Rich even called him from Arizona just to let him know he made it home safely. “He impressed me very well with his flight skills. He did good eight or nine landings. He was comfortable and I felt comfortable with him," said Maltzman.Maltzman said the plane was built by professionally in Santa Barbara in 1993. Maltzman bought the plane in 2011 and said it was in great condition. Those who knew Rich said flying was his passion. They said Rich died doing what he loved.    1614

Perry Hopsin was just 22 years old when he got into a car accident that would eventually end his life."My brother, he has been to multiple healthcare facilities, fighting for his life for 10 months," said Parris Hopsin.Last month, Perry died and just as his family was starting to cope with the fact that they would never see him again, the same car he was killed in, popped up in front of Perry High School in Stark County, Ohio.The family says it was there to promote their prom promise campaign-which tries to deter teens from drinking and driving."Our family was under the impression that the car was still being held as evidence in this ongoing investigation," said Parris.The only problem is the Hopsins family never consented to it and their loved one was not drinking and driving."It was definitely not the way Perry would want to be represented and/or our family would want him to be represented and remembered," she said.The school has now removed the car and it's back in the towing company's lot."I really appreciate that they would remove it," said Parris. PHOENIX, AZ — An Arizona family is searching for a U.S. Marine who left for Camp Pendleton on Monday but never arrived at the base.Lance Cpl. Job Wallace, 20, was last seen leaving a friend's house in Surprise, Arizona, between 8:30 and 9 p.m. Monday, his mother, Stacy Wallace, said. He loves the Marines, was recently promoted and was excited to get back to Pendleton after a three-day leave that took him home to the suburbs west of Phoenix and a camping trip. "He got into several colleges and missed scholarship opportunities just so that he could be a Marine, because he felt it was his duty to serve his country," Wallace said. Wallace said law enforcement officials told her that her son's phone was last pinged Monday night in Arizona. But a Border Patrol camera spotted his truck the next morning traveling eastbound on Interstate 10 near Fort Hancock, Texas, southeast of El Paso. A Surprise police spokesman says officers took a report and have turned the matter over to the Naval Criminal Investigative Service. "NCIS and our partners are working diligently to locate Lance Cpl. Wallace and bring him home safely," Kurt Thomas, special agent in charge of the NCIS Marine Corps West Field Office, said in a statement. He urged anyone with information on his whereabouts to contact the NCIS or local law enforcement. Wallace is 6'3" tall, about 205 pounds with brown hair and green eyes. PALA MESA, CA (KGTV) -- 10News is now digging deeper in the history of violations issued to the company that operated the bus that was involved in this rainy Saturday's deadly crash on I-15 just south of Pala Mesa. “One life lost is too many,” says Chris Turner with the Commercial Vehicle Safety Alliance. We spoke to him over FaceTime on Monday. The bus was operated by Executive Lines Inc., based in El Monte. According to the federal administration that oversees bus inspections, the company's fleet has had no crashes over the past two years, until now. However, they have had 26 maintenance violations, reportedly. After a November 2019 inspection, the same bus that was involved in this weekend's crash was reportedly issued two violations related to windshield wipers and spare fuses. Turner says violations like those should’ve been fixed right away. “Those need to be remedied before the vehicle is dispatched again,” he adds.10News spoke to attorney Nathan Morris about a separate major bus crash that happened last September in Utah, injuring 22 tourists. He's representing seven of the victims. “[I’m representing] three of those who were killed in the crash and their families as well as four others who were injured to various degrees,” he adds.Morris says bus passengers can look online for a snapshot of a company's safety. “They have a right as passengers of that bus to make sure that the driver and the companies and anybody else are held accountable for keeping the rules,” he says.“You enter the company's USDOT number and it will tell you whether or not they’re a safe company,” says Turner of researching bus companies online. A USDOT number is issued by the Department of Transportation. If you can’t find it on a company’s website, Turner says you can make a phone call. He adds, “One of the things they should readily give you when asked is the USDOT number and if not, that's immediately a red flag. Why won't you provide the number that just lets me check to make sure you're safe?”10News contacted Executive Lines Inc. on Monday to ask if there was anyone who could speak about the crash.
