Now it is different. Once you pass the exam, you are in," he said.     For those receiving compulsory pre-college education, the country has waived tuition and incidental expenses and given them free textbooks.     "Through these steps, many disabled children have been able to go to school and their families bore fewer financial burdens," said Ma Wanyu, a hearing disabled teacher in Jixi, a city in northeastern Heilongjiang Province.     Better education and preferential policies helped many disabledpeople find jobs and develop careers.     Radio host Yang Qingfeng, suffering from low vision, set up a radio program studio. They produce audio programs to help the blind in daily life, such as how to cook and travel.     "Being vision-disabled ourselves, we know what our audiences want to hear. For instance, we will tell them how to go somewhere at a very detailed level, such as pressing which button in the elevator," he said.     In the Paralympics, China will send its largest delegation since 1984, with 547 members including 332 athletes.     Many disabled people will serve as volunteers. In the Olympic core area, 12 wheelchair users will guide tourists and audience members. In the Paralympic Village, 10 blind massage specialists will serve athletes from across the world. BEIJING, Oct. 6 (Xinhua) -- Chinese Premier Wen Jiabao and his Australian counterpart Kevin Rudd, in a phone conversation on Monday, exchanged opinions on relations between their two countries as well as the international financial crisis and climate change.     Wen spoke positively of the development of the mutually beneficial cooperation between China and Australia.     He said China is willing to work with Australia to intensify coordination and cooperation, and meet the complicated global challenges in a bid to promote harmonious and sustainable development of the world.     The Australian prime minister lauded China's position and active role in handling the international financial crisis.     Rudd said the international community should strengthen cooperation to establish and improve the mechanism to guarantee the transparency and consistency of the international financial system.     Australia would like to work with China to reinforce exchanges and cooperation in international finance and in multilateral and bilateral fields, he added.

BEIJING, Aug. 15 (Xinhua) -- China's securities supervisor said on Friday that the heavy slump on the country's equities market was caused by a combination of factors, both domestic and foreign.     These included a need for internal correction, increasing uncertainties on the global markets and frequent natural disasters, China Securities Regulatory Commission (CSRC) spokesman said at a press conference.     The unsound mechanism and structure of the country's equities market worsened the situation and widened the range of the correction, he said.     The benchmark Shanghai Composite Index edged up 0.56 percent to 2,450.61 points on Friday, closing out the week slightly higher after five days of losses. The key index has tumbled nearly 60 percent from its peak in October.     However, the trend of a steady and healthy performance would remain unchanged, he said, as the country's economy maintained steady and fast growth.     CSRC would study the emerging problems, promote the improvement of basic systems and optimize the structure of fund raising, he said.     CSRC would also adjust new share supply in line with market demand, enhancing the market mechanism in regulation.     The commission has slowed new share issues this year in an effort to brake the steep index declines as any mention of new share offering would cause a sharp plunge in the index.     From January to July, CSRC only approved the new offering (at least 100 million shares) of four companies, which raised a combined 64.32 billion yuan (9.38 billion U.S. dollars). Both the frequency and amount decreased, by 64 percent and 49 percent respectively, compared with the same 2007 period.     The commission would join with the State-owned Assets Supervision and Administration Commission to set up a real-time monitoring system to supervise transfer of the state-owned shares.

KUNMING, April 8 (Xinhua) -- China Eastern Airlines (CEA) will offer compensation of up to 400 yuan (57 U.S. dollars) to passengers affected in flights where pilots deliberately turned their aircraft around.     Passengers whose flights were canceled will get 400 yuan compensation. Those delayed within two hours of departure and without accommodation would get 100 yuan. Those delayed within eight hours of departure would get 200 yuan, said an official with the Yunnan branch of the carrier on Tuesday.     The compensation was set according to a guideline notice released by the general Administration of Civil Aviation, the official said.     From March 31 to April 1, 21 flights returned to their departure points in Yunnan Province, in southwestern China, leaving more than 1,000 passengers stranded at Kunming Airport, the capital of Yunnan.     "The time and energy we have wasted could never be compensated by 400 yuan," said Yu Xiaoyan, a tourist from the northern Inner Mongolia Autonomous Region.     Yu planned to take the MU5793 flight at 9:50 a.m. on March 31 from Kunming to Xishuangbanna. The plane never came after waiting for seven hours at the airport.     She was offered a ticket change at 4 p.m. on April 1 and received 400 yuan compensation.     CEA finally admitted on Monday that some pilots on the 21 flights deliberately turned their aircraft around while in flight.     It originally said the incidents were due to poor weather. However flights with other airlines flying the same routes landed on schedule during the same period.     The airline has suspended the pilots. Further probing is underway, said an announcement on the company's website.
