SAN DIEGO (CNS) - The San Diego County Board of Supervisors Tuesday unanimously signed off on a program that will provide quick access to help for first responders dealing with a mental health crisis. The Captain Ryan J. Mitchell First Responder Behavioral Health Program will offer confidential mental and behavioral health support by connecting first responders with a clinical professional via a dedicated phone line, website or smartphone app. The program will be open to first responders in any jurisdiction or branch of public safety. Supervisor Nathan Fletcher proposed the program after speaking with firefighters and law enforcement officials around the county during a listening tour earlier this year. The program is named after Cal Fire Capt. Ryan Mitchell, who took his own life in 2017. Mitchell's father thanked the board for approving the program. SAN DIEGO (CNS) - Sales of previously owned single-family homes and attached properties like condominiums and townhomes both fell more than 15 percent from October to November, according to data released Friday by the Greater San Diego Association of Realtors. Single-family home sales fell from 1,719 in October to 1,452 in November, a 15.5 percent drop. Attached property sales suffered an even steeper drop, falling 22.8 percent from 942 in October to 727 in November. Home sales have trended down in the second half of the year since the high water mark of more than 2,200 single-family homes and nearly 1,200 attached properties sold in June.Month-over-month home prices also fell from October to November, albeit not as drastically. Single-family home prices dropped 1.4 percent from 3,700 to 5,000, while attached property prices fell 5 percent -- from 8,000 to 7,000. Prices of single-family and attached properties have remained steady for most of the year, according to the GSDAR.``The end of the year and the holiday season are usually a sluggish time for home sale activity,'' said SDAR President Steve Fraioli. ``But it does appear that the pace of home price growth has slowed. Attached property sales rose 8.8 percent from 820 in September to 892 in October.The increases are a minor rebound after SDAR data showed sales of single-family homes and attached properties fell 25 percent from August to September.Monthly home prices dipped slightly for both single-family and attached properties. Single-family prices fell 0.4 percent from 7,000 to 5,000 while condo and townhome prices fell 2.7 percent from 9,000 to 8,000."The temperature of home prices seems to be cooling, which may lead to a period of calm for the rest of the year," SDAR President Steve Fraioli said. "However, the strength of the economy and the strong job market remains great news for buyers and industries related to real estate."Year-over-year increases show significant declines in listings sold and increases in home prices. Single-family home sales fell 16.8 percent from October 2017 to October 2018, from 1,977 to 1,644. SAN DIEGO (CNS) - San Diego County public health officials have reported 320 new COVID-19 infections and four more deaths from the illness, raising the county's totals to 50,143 cases, a milestone for the region, and 825 fatalities.Two women and two men died, and their ages ranged from early to late 60s. Three had underlying medical conditions.Of the 11,371 tests reported Friday, 3% returned positive, bringing the 14-day rolling average percentage of positive cases to 2.8%. The seven-day daily average of tests was 10,127.Of the total number of cases in the county, 3,670 -- or 7.3% -- have required hospitalization and 849 -- or 1.7% of all cases -- had to be admitted to an intensive care unit.Four community outbreaks were reported Friday, two in businesses and two in restaurant/bar settings.In the past seven days, Oct. 3 through Oct. 9, 38 community outbreaks were confirmed, well above the trigger of seven or more in a week's time. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.The county remains in the second -- or red -- tier of the state's four- tier COVID-19 reopening plan. A high-wind warning also will be in effect from 6 this evening through noon Tuesday in those same areas.Outdoor burning, mechanized brush clearing and other potentially spark-creating activities should be avoided over the period, as any fires that develop will spread rapidly, according to the NWS.As of late this afternoon, San Diego Gas & Electric had instituted public-safety power shutoffs in parts of Descanso, Jamul, Potrero, Ramona, Santa Ysabel and Valley Center in a bid to avoid any blazes ignited by transmission equipment.
