(KGTV) - Authorities from jurisdictions across California gathered in Sacramento to announce the arrest of a suspect in the decades-long East Area Rapist/Golden State Killer case.Joseph James DeAngelo, 72, was arrested Wednesday in connection with a series of killings, rapes and burglaries that occurred around the state in the 1970s and ‘80s.Sacramento County District Attorney Anne Marie Schubert, flanked by district attorneys from several other California counties, said of the new development in the case, “The answer has always been in Sacramento. We found the needle in the haystack, and it was right here in Sacramento.”Sacramento County Sheriff Scott Jones told reporters that DeAngelo was taken into custody at his home in Citrus Heights, a city several miles outside of Sacramento. His arrest was the result of an executed search warrant out of Ventura County.Jones said detectives’ hard work and the use of DNA technology “led us to the right road” in identifying DeAngelo as a suspect and his arrest. 1022

(CNN) -- Lifeguards in Huntington Beach, California, were reminding swimmers to shuffle their feet when they go into the ocean after 176 people were stung by stingrays in just one day.A record number of people were stung on Saturday, authorities told CNN affiliate KTLA.It may sound like a scene from a monster movie, but the rays weren't on a stabby rampage attacking beachgoers' lower legs.Warm weather brought lots of people to the beach during low tide."When you have people in the water with lower tides like that, they make their way out to where the stingrays reside and, unfortunately, people step on the stingrays and that's when they get stung," Lt. Eric Dieterman of the fire department's Marine Safety Division told KTLA.Lifeguards had people soak their injuries in bags of warm water to help ease the pain from the stings.There were fewer people in the water on Sunday after the weather got cooler, KTLA reported, and the number of stings went down.Dieterman said lifeguards warned people to stay out of the water through Monday.Stingrays are flat, bottom-dwellers that like to hang out partially covered in the sand in shallow, temperate waters.Their primary defense is camouflage, but they will sting if stepped on or disturbed. That's why experts recommend swimmers shuffle their feet when they walk in the water to produce vibrations that scare the rays away.Stingray injuries can usually be treated with warm water, antibiotics to prevent infections and possibly a tetanus shot, according to SeaGrant California. In rare cases, a doctor may have to remove a stinger if it breaks off in the wound.Legendary television star and conservationist Steve Irwin died in 2006 when a stingray barb went into his chest while he was filming a documentary in Australia.Huntington Beach resident Lee Perkins told KTLA that he was stung two weeks ago and that the wound got infected."It's definitely a searing nerve pain and it's pretty intense," Perkins said.Perkins said he's grateful that his 10-year-old son, who was swimming nearby, wasn't stung. 2062

Is it a reduction in funding or eliminating departments? So far, the calls have included both."There are some advocates who would like to see a police-free environment in a lot of cities," Scripps National Political Editor Joe St. George tells 10News' Jon Horn. "Now for some people that is a terrifying thought. Police help prevent theft, they prevent violent crime. So it is something that is certainly going to be a hotly contested political issue."RELATED: San Diego City Council approves budget, adds Office on Race & EquitySt. George added that both Republican President Donald Trump and Democratic nominee Joe Biden have both said they do not support calls to "defund the police," so the issue may fall on local cities.Policy proposals are still in the early stages. Supporters of the movement say they'd like to see less patrolling and reaction to major needs. But critics say patrolling helps prevent crimes from happening.If budget reductions are in the mix, depending on the amount, departments can either expect layoffs or a shift in priorities, according to St. George."If you're talking millions of dollars worth of cuts to a police department, there will have to be layoffs. If you're talking a couple hundred thousand, perhaps they would shift priorities from one program to another," St. George says.In San Diego, locals voiced their calls for decreasing the police department's budget for the 2021 fiscal year. City leaders voted Monday to approve the budget, which will increase SDPD's budget to 6 million.In contrast, Minneapolis' City Council has voiced intentions to disband the local department, calling their current department unreformable. "Right now, we don't have that because over half of our budgets, the discretionary funds go to law enforcement and policing."One thing that is likely, whether it be budget or policy changes, is that no two cities can expect to see the same response."Every city is going to be different.
