SAN DIEGO (KGTV) — Efforts to streamline the construction of a massive transportation hub in the Midway District and update the Navy's Old Town campus have been approved by the state.Gov. Gavin Newsom signed AB 2731 this week, which will allow the San Diego Association of Governments (SANDAG) to quicken the environmental review process in order to build a transit hub connecting to San Diego International Airport and redevelop the Naval Information Warfare Systems Command (NAVWAR) Old Town campus site, should the Navy partner with SANDAG.The bill, introduced by California State Assemblymember Todd Gloria and Senate President pro Tempore Toni G. Atkins (D-San Diego), will allow SANDAG to use the Navy's environmental document as the basis of its California Environmental Quality Act document and requires most legal actions over the project to be resolved in 270 days.RELATED: Mayor Faulconer, Acting Navy Sec. agree to make NAVWAR facility a transit hubThe bill will also require the transit hub to meet high environmental benchmarks, such as LEED Gold certification, reducing vehicle miles by 25%, and be greenhouse gas neutral in exchange for the streamlined environmental process."This bill represents a unique opportunity to protect the existing 5,000 Navy jobs from relocation, create a 21st-century transportation system in San Diego, and provide desperately needed economic stimulus to our local economy in the wake of COVID-19," said Gloria. "This project has the potential to generate at least 16,000 jobs and provide housing for up to 27,000 residents – both of which we know are desperately needed. I want to thank Governor Newsom for allowing our region to take advantage of this potential partnership."RELATED: Officials, Navy sign pact on potential 'Grand Central Station' for San DiegoAtkins added, "from construction of redeveloped NAVWAR facilities to building and operating a mobility hub to better connect San Diegans and visitors with a direct transit connection to the San Diego International Airport, these are critical projects for our communities and will have a positive fiscal impact on our region for years to come."Until the bill goes into effect, the Navy will continue to complete its environmental review set to be done by early 2021.The bill will take effect starting Jan. 1, 2021.Last January, SANDAG and the Navy signed a pact to explore options to redevelop the site. 2418

SAN DIEGO (KGTV) — Developers behind Horton Plaza's planned redevelopment have reached a deal with Macy's, allowing the project to continue.Stockdale Capital Partners announced the agreement reached with Macy's to allow the downtown San Diego project to move forward. The massive overhaul will see the nearly vacant mall turned into a mixed-use tech campus.Terms of the deal were not disclosed. A request from 10News to the developer about the deal was not immediately returned.RELATED: Time's up: Horton Plaza says goodbye to iconic Jessop's ClockThe Campus at Horton will feature office and retail space, entertainment, and a reimagined Horton Plaza Park, developers say. In October 2019, Macy's filed a lawsuit to stop Stockdale Capital Partners' project. The San Diego City Council unanimously approved reducing Horton Plaza's previous retail deed restriction and the project in May 2019, with the project slated for completion in 2021.“We are making a long term commitment to downtown San Diego and plan to quickly deliver The Campus at Horton as an urban hub for San Diegans to gather and a catalyst for thousands of high paying tech jobs, defining the future of downtown,” Steven Yari, managing partner at Stockdale Capital Partners, said in a release. The developer envisions the 700,000-square-foot campus will become home to about 3,000 to 4,000 new jobs. 1372

SAN DIEGO (KGTV) — Despite the pandemic, Veterans Village of San Diego held its annual Stand Down event that helps hundreds of veterans facing homelessness every year. From a glance, this year’s event may seem different. Not as many people were there and stations were more spaced out than normal. But the mission remained the same, reaching out to veterans who are at risk or homeless.Darcy Pavich, the Stand Down director, says the goal is to provide Veterans with the resources they need. Whether it’s housing services, medical referrals, or employment services."It’s difficult for them right now to connect with the services because so many doors are closed," says Pavich. What is also different this year is making sure COVID-19 health guidelines are followed. From requiring masks, to hand sanitizing, and making sure everyone practiced social distancing. This took a lot more planning and preparation to make sure Veterans and Volunteers stayed safe. But even with the changes, Pavich says the simple gesture of reaching out to Veterans made a big impact on those that showed up. "It brings a smile to them and they may not have a lot to smile about right now," she said. "I can never find a good reason why a Veteran should not be housed, safe, and comfortable in their own life." 1292
