ST. PETERSBURG, Russia, Nov. 22 (Xinhua) -- Visiting Chinese Vice Premier Wang Qishan met his Russian counterpart Alexander Zhukov on Monday, both speaking highly of the bilateral ties and vowing to expand cooperation on all fields.In the 14th meeting of the Joint Commission for the Regular Meetings of Heads of Government of China and Russia, Wang appreciated Sino-Russian relations as the two countries have further strengthened their strategic partnership of coordination, promoted mutual understanding and boosted pragmatic cooperation in all areas.He said bilateral trade volume between the two countries has rebound to the pre-crisis level, with comprehensive energy cooperation, covering areas of crude, nuclear power, electricity and coal, being further developed.Bilateral economic cooperation with significant strategic nature has been maintaining momentum, Wang said, appreciating its achievements in some joint projects of finance and infrastructure.Wang also noted that Sino-Russian economic cooperation is standing at a new start, as China is drafting the "twelfth five- year" development plan to transform its pattern of economic growth and Russia is implementing its strategy for modernization.Both countries should grasp the opportunities to boost bilateral cooperation in economy and trade, investment, energy, finance, technology, aerospace, telecommunication, transport and other fields, he said.Wang stressed China is willing to jointly endeavor with Russia to ameliorate bilateral trade structure, further promote and innovate cooperation to achieve the goal of win-win.With regards to his regular meeting with Zhukov, Wang spoke highly of the meeting as it was a bolster for the upcoming meetings of Chinese Premier Wen Jiabao with Russian leaders.Wang appreciated this dialogue mechanism between China and Russia, saying the two countries should continue candid communication and boost bilateral cooperation to achieve more fruits.Zhukov appreciated the Sino-Russian economic and trade cooperation as it has stood the test of the global financial crisis and revived to growth.He also spoke highly of bilateral energy cooperation in nuclear power, coal, electricity and timber, noting that the completion of Sino-Russian pipeline has upgraded the level of practical cooperation.Both countries are effectively carrying out interlocal outlines issued before, Zhukov said, adding that Russia will take the opportunity of this meeting to further boost bilateral cooperation to a new level.At the invitation of Deputy Prime Ministers Alexander Zhukov and Igor Sechin, Wang arrived in St. Petersburg on Nov. 21, kicking off his visit to Russia.On Monday, Chinese Premier Wen Jiabao also arrived in St. Petersburg, starting his official visit to Russia.

BANGKOK, Nov. 29 (Xinhua) -- The Chinese military will adopt a more open and cooperative attitude when developing friendly ties with Thailand's armed forces, a senior Chinese defense official said Monday.Ma Xiaotian, deputy chief of the General Staff of the People's Liberation Army of China, made the pledge at the 9th Defence and Security Consultations between the Chinese and Thai Defence Ministries.Complex and profound changes are taking place in regional situations, said Ma. It is the responsibility of governments and armed forces in the region to enhance international cooperation, jointly cope with challenges, safeguard regional peace and stability to create favorable security conditions for common development, Ma said.The Chinese military is willing to boost in-depth, wide-ranging and all-dimensional ties with Thailand, building upon past achievements, Ma said.General Kittipong Keskowit, permanent secretary for defence of Thailand, hailed the long-lasting friendly cooperation between Thailand and China.He also expressed Thailand's willingness to continue carrying out close military exchanges and cooperation with China so as to contribute to the eternal friendship between the two countries and to the peace and stability of the region.During the event, Ma, on behalf of the Chinese military, donated 20 transport speedboats to Thailand to support its fight against the current floods.Ma arrived in Thailand on Saturday for a three-day visit at the invitation of the Thai Defence Ministry.

BEIJING, Jan. 10 (Xinhua) -- China's top legislator, Wu Bangguo, met with his Maldivian counterpart Abdulla Shahid in Beijing Monday and called for closer relations between the two nations and the two parliaments.Wu, chairman of the Standing Committee of the National People's Congress (NPC), China's top legislature, said the growth of bilateral relations in recent years had yielded substantial benefits for the two peoples.Wu said China valued ties with the Maldives and was willing to maintain friendly exchanges and cooperation at all levels in an effort to expand political mutual trust and economic and trade cooperation in fields such as fisheries, tourism, and infrastructure construction.China would encourage Chinese companies to further participate in the Maldives' national construction and more Chinese tourists to visit the country, Wu said.Wu voiced his hope for stronger coordination between the two nations on international issues in order to build a relationship that would be a model for relations between big and small nations.Wu suggested the two legislatures promote dialogue and exchanges of views among members on successful experiences of national construction so as to inject new vitality to the development of bilateral relations.Shahid, speaker of the Maldivian People's Majlis, said the Maldivian people treasured the friendship of the Chinese people, and the rapid growth of the Chinese economy offered inspiration to developing countries, including the Maldives.Shahid pledged the Maldivian parliament would continue to play a constructive role in promoting bilateral relations.Shahid is leading a Maldivian parliamentary delegation to China at the invitation of Wu. The delegation arrived in China on Jan. 8. It is Shahid's first visit to China as the country's chief legislator.

  

BEIJING, Dec. 14 (Xinhua) -- The Chinese government on Tuesday published guidelines on improving the country's funding system of grassroots medical institutions, according to a statement posted on the central government's official website www.gov.cn.The statement, posted by the General Office of the State Council, or Cabinet, said the government will introduce new measures to provide funding and subsidies to grassroots medical organizations and ensure the salary of medical staff did not decrease following a cut in the price of medicine.To ensure low income-earners can afford essential medicines, over half of China's medical clinics based in rural townships and small urban communities have been offering essential medicines at reduced prices since August 2009.Some medical institutions were short of revenue because of the reduced drug prices, which had affected their operations.According to the statement, expenditures of government-run grassroots clinics will be covered by government subsidies and medical service charges.To boost staff income, local medical institutions are allowed to raise service charges, which will be paid by the social insurance system instead of the patients, said the statement.The guidelines also asked local governments to offer subsidies to country doctors and other non-government grassroots medical institutions.
