WARSAW, Nov. 2 (Xinhua) -- China's top political advisor Jia Qinglin pledged here Tuesday to enhance mutual understanding and economic ties with Poland.Jia, chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee, made the remarks when meeting Bogdan Borusewicz, speaker of the Polish Senate.During their talks, Jia hailed the traditional friendly cooperation between China and Poland since the two states established diplomatic ties 61 years ago, including the frequent exchange between the leaderships, legislative bodies and government departments.Poland has been China's largest trade partner in the central and east Europe as bilateral trade for the first time exceed one billion U.S. dollars in 2008, 12 times more than that in 1998, Chinese official figures show.Jia applauded Poland's participation in the Shanghai Expo, and called for strengthening coordination in international affairs.Jia proposed the two states to further exchange between leaderships and at the grass-root level to bolster mutual understanding and mutual trust, to expand economic and trade cooperation such as two-way investment, to properly handle differences and resolve such differences through dialogue, especially to substantially take care of each other's core interests and major concerns.Labeling China as "Poland's largest partner in Asia", Borusewicz applauded bilateral ties and cooperation in various fields, vowing to further promote bilateral ties.Jia and Borusewicz both pledged to enhance exchange and cooperation between the CPPCC and the Polish Senate.Jia arrived here Tuesday afternoon for an official good-will visit.

URUMQI, Sept. 5 (Xinhua) - China will upgrade an annual trade fair held in Urumqi, capital of Xinjiang Uygur Autonomous Region, to a leading trade platform in the heart of Eurasia and to boost cross-border economic cooperation in a region vulnerable to unrest and violence. The China Urumqi Foreign Economic Relations and Trade Fair, which closed here Sunday, will be re-launched as China-Eurasia Expo beginning next year, government organizers said, and it will become an important exchange platform for the Shanghai Cooperation Organization, which includes China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan."The upgrading is overall and comprehensive," said China's Minister of Commerce Chen Deming, who heads the China-Eurasia Expo Organizing Committee. He said the Expo will serve as China's platform to reach out to the entire Asia and Europe rather than just central and south Asia.People visit the 19th Urumqi Trade Fair in Urumqi, capital of northwest China's Xinjiang Uygur Autonomous Region, Sept. 4, 2010. The five-day annual trade fair closed on Sunday. The Chinese government has decided to upgrade the Urumqi Trade Fair to the China-Aisa-Europe expo since 2011.Though details of the expo is not yet clear, organizers and observers said it might include talks to ink trade pacts between regional economies and will cover diplomatic and cultural issues as well.Foreign trade contracts signed at this year's fair totals 3.613 billion U.S. dollars, organizers said, while project contracts --including domestic deals--reached 126 billion yuan and cover a broad field of mining, crude oil processing, construction and tourism, among others.Xinjiang, which has a large proportion of ethnic Uygurs in its population and lies at China's far west bordering Central Asian states, including Pakistan and Afghanistan, is a region vulnerable to unrest and terrorist threats. In July 2009, 197 people were killed while 1,700 were injured in the country' s worst riots in decades in Urumqi. Authorities blamed separatists and extremists for inciting the violence. In the wake of the riot, the central government also ramped up development drives in this remote and largely underdeveloped region, aiming to root out the seeds of unrest. But the air of the city remains tense and security measures were re-enforced over the past five days during the fair. No violence or security issues were reported.Zhang Chunxian, the top official in Xinjiang, said holding the China-Eurasia Expo would help remake Xinjiang as a key region for China' s opening-up to its western neighbors.Ying Qian, an expert on regional cooperation with Manila-based Asian Development Bank, told Xinhua that the central government's policy supports for Xinjiang, such as taxation reform for crude oil and natural gas, and tax exemptions and reductions for enterprises in poverty areas, and increased fixed investment will undoubtedly increase the speed of economic growth and attract more domestic and foreign investments to Xinjiang. He said those fixed investments aimed at enhancing Xinjiang's position as the land bridge to connect rest of China to central Asia and beyond will yield most economic benefits for Xinjiang, as well as for rest of member countries of the ADB-supported Central Asia Regional Economic Cooperation (CAREC) Program. The program, initiated in 1997 to encourage regional cooperation, includes Afghanistan, Azerbaijan, China (focusing on Xinjiang Uygur Autonomous Region), Kazakhstan, Kyrgyz Republic, Mongolia, Tajikistan and Uzbekistan. The ADB economist said the investments should include key transport links, trade logistics facilities, and most importantly, border crossing points improvements."The CAREC countries need to turn their landlocked status into a land link for Eurasia, and to enable businesses to more readily access regional and global markets," said Ronald Butiong, the ADB economist who heads the CAREC Unit.

SHANGHAI, Oct. 18 (Xinhua) -- Wang Lihua sent her son to a Shanghai rehabilitation center for the disabled when he was three years old. Now about to turn six, her son, who has cerebral palsy, a neurological disorder that permanently affect body movement and muscle coordination, has regained use of some parts of his body."When he first came to the center, he was not able to crawl, kneel, or stand. Now he has not only learned these abilities, but also learned to walk, even just for a short distance," Wang said.Opened in 1999, the Shanghai Rehabilitation and Vocational Training Center for the Disabled specializes in medical, educational, engineering, and vocational rehabilitation for the disabled.Feeling timid and afraid of the strange new environment at first, Wang's son now very much likes the therapists at the center."The therapists here work very hard, since they provide training to children with cerebral palsy one at a time from dawn to dusk. The children have a busy day as well. My son spends his day either having meals or training," Wang said. The hard work has paid off. Her son has learned by heart many lines of a nursery rhyme and Chinese poem, as well as addition and subtraction.Largely satisfied with the results of the rehabilitation, Wang said she was thinking about sending her son to a regular primary school next year.According to Xu Shenglin, the center's vice director, the center treats children suffering from cerebral palsy or autism with a combination of therapies such as acupuncture, massage and sports, and every child with cerebral palsy is treated in a one-on-one rehabilitation program which has an effective rate of 95 percent. The center also runs a course for parents of children with cerebral palsy to teach them about home rehabilitation.Monthly fees for each child with cerebral palsy at the center is 3,000 yuan (495 U.S. Dollars), with 60 percent covered by health insurance. Families with children with cerebral palsy receive an annual subsidy of 10,000 yuan from the Shanghai municipal government. In Shanghai, the economic center of China, there are 942,000 disabled people, accounting for 5.29 of the city's population. The city's government has spent about 4.4 billion yuan in aid programs for the disabled since 2007, which has helped set up over 2,000 aid institutions and allows 100,000 disabled people to receive subsistence and other kinds of government subsidies.Under a program that offers health and medical services at home, some 130,000 disabled people have received basic rehabilitation services and 160,000 have received health check-up service. The government in Shanghai has also financed at-home care for 15,000 unemployed and severely disabled people who are not committed to any institutions or do not receive any subsidy for day care.In China, the rights of the disabled have always been a priority of the government. A national human rights action plan for 2009 and 2010 specifies targets about guaranteeing the rights of the disabled. The Chinese government's efforts to guarantee these rights are evident at the ongoing Shanghai World Expo. Some 1.86 million people have visited the first-ever pavilion dedicated to the disabled in the history of the World Expo, as of the middle of October."The number of visitors far surpassed our expectations. I think this shows more and more people have concern for the disabled," said Cao Ziping, the director of the pavilion.
