BEIJING, Jan. 21 (Xinhua) -- Chinese Vice Premier Hui Liangyu on Friday urged local governments to step up efforts in protecting agricultural production as winter wheat growing regions in the north of the country have been suffering due to the prolonged drought.Hui warned that the drought could cause great harm to agricultural production.Rainfall in north China, including provinces of Shanxi, Hebei and Shandong, has decreased 20 to 90 percent from the average rain in the same period since October last year.Chinese Vice Premier Hui Liangyu (C) speaks at a meeting on anti-drought and disaster reduction, in Beijing, capital of China, Jan. 21, 2011. Hui Liangyu on Friday urged local governments to step up efforts in protecting agricultural production as winter wheat growing regions in the north of the country have been suffering due to the prolonged drought.Hui urged local departments to improve meteorological monitoring and analysis of the drought, and provide training and services to farmers in order to reduce losses brought about by scarce rain.He also called on local governments to step up construction of more water conservancy projects to better cope with dry weather.Meanwhile, the drought in the north is compared with the intensive icy rain and snow in south and southwest China. A lingering cold spell has been wrecking havoc in these regions, disrupting vegetable production, transportation, and supplies of daily necessities.Hui said the central government would also beef up support in helping these affected regions resume agricultural production as soon as possible.

BAIKONUR, Kazakhstan, April 5 (Xinhua) -- Russian manned spacecraft Soyuz TMA-21 has been transported to the launch pad and raised to a vertical position, ready to blast off on April 5, Xinhua correspondents reported Saturday from the site.The launch is dedicated to the 50th anniversary of the first flight into space in 1961 carried out by Russian cosmonaut Yuri Gagarin.For hours, journalists and tourists from all over the world had braved a nasty weather and watched the train and trucks delivering the rocket to the pad.Service towers move towards the Soyuz TMA-21 spacecraft, named after the first cosmonaut Yuri Gagarin, as it is set on its launch pad at Baikonur cosmodrome April 2, 2011. The International Space Station (ISS) crew of U.S. astronaut Ronald Garan and crew mates Russian cosmonauts Alexandr Samokutyaev and Andrey Borisenko is due to travel by Soyuz spacecraft to the ISS on April 5.The Soyuz TMA-21 rocket will deliver three crew members to the International Space Station (ISS) on April 5. In a six-month mission, these cosmonauts will carry out over 40 experiments.The Soyuz TMA modification is a replacement of the Soyuz TM as it was equipped with smaller and more efficient computers and improved displays. The Soyuz TMA-21 will also serve as the return vehicle of the ISS crew.

CANBERRA, March 23 (Xinhua) -- Up to 45 native species in Western Australia's Kimberley region will die out within 20 years if no action is taken, latest study showed on Wednesday.The Priority Threat Management to Protect Kimberley Wildlife report, released by Commonwealth Scientific and Industrial Research Organization (CSIRO) on Wednesday, was commissioned by the Wilderness Society.The report showed that at present, 20.2 million U.S. dollars a year is spent on conservation efforts in the Kimberley, which is home to an assortment of threatened species.However, the report said even if that money was spent properly, the region would still lose some 31 native animals.The numbers of many more birds, reptiles and mammals, such as the Spotted Tree Monitor and the Western Chestnut Mouse, would dwindle.It called for an immediate cash injection of 96 million U.S. dollars to save creatures like the Golden Bandicoot, the Scaly- Tailed Possum and the Monjon Rock Wallaby from extinction.It will follow by an ongoing investment of 40.43 million U.S. dollars annually in the Kimberley to protect its species, as well as boost plant life, help the climate and conserve indigenous land."This investment is great value," one of the report's six co- authors Hugh Possingham said in a statement released on Wednesday."We can save some of Australia's most iconic mammals and birds at a cost of only about one million U.S. dollars per species per year."

  

LJUBLJANA, April 12 (Xinhua)-- Slovenian surgeons have successfully developed a new method of breast reconstruction for cancer patients, the Slovenian Press Agency (STA) reported on Tuesday.Surgeons in Ljubljana Central Hospital use a three-dimensional mould to form a new breast from the patient's abdominal fat, and then have the tissue implanted and fixated in the place of the removed breast.The mould making technique, developed by the Ljubljana Faculty of Mechanical Engineering, uses a laser to make an exact imprint of the healthy breast, which is then used to make a mirror-image three-dimensional mould for the reconstruction.That is the first in the world to help woman patients overcome embarrassment of losing their breast after mastectomy, according to the report.Speaking of the effect of the treatment, Uros Ahcan, head of plastic surgery ward in Ljubljana Central Hospital , said that the reconstructed breast is as symmetrical as possible with the healthy breast.The latest breast reconstruction method has an advantage over artificial implants, because a breast reconstructed from adipose tissue grows and shrinks in case of weight gain and weight loss. In addition, the tissue has the same temperature as the rest of the body, the STA quoted Ahcan as saying.The Ljubljana Central Hospital have done eight breast reconstruction operations for cancer patients, all of them were successful, with ten more planned in the coming weeks, the report added.Some 1,200 Slovenian women are reportedly diagnosed with breast cancer annually. About 70 percent of the patients hope to have breast reconstruction after mastectomy.
