SAN DIEGO (KGTV) - Students at the University of California San Diego are still reeling from Wednesday's storm that flooded more than a dozen apartments.Students told 10News they were shocked when water poured in around 11 p.m. during the storm. One young man, who didn't want to be identified, said the water seeped in under the door and poured in through a floor-length window in their bedroom."So every angle yeah, it instantly started soaking everything under my bed," he said, adding the water was freezing cold.RELATED: Rain floods buildings on the campus of UC San DiegoHe took videos documenting the two inches of water that seeped in."If I wasn't here, then every bit of electronics we had out here would've been completely ruined, hundreds of dollars worth of stuff," the man told 10News.Another student shared her experience, saying she was walking back to her dorm after studying and found "about a 4-foot deep puddle leading up to my door." She said once she opened the door mud and water flowed in.She said the timing was terrible."I have a midterm Monday, I'm actually getting tutoring right after this, it's a bit crazy."Students scrambled, trying to get help from the university and relocate. One student told 10News she never got help from the university, despite calling multiple times Wednesday night and getting a case number.Thursday morning cleaning companies went to work, installing fans in the rooms and peeling off baseboards.Some students said the university is doing a great job."Is there something we can brainstorm to fix this so it doesn't happen in the future, because I can only imagine what's going to happen next week when it rains harder and I'd hate to come back from break and see, 'oh everything's damaged." a student said.The university said four students were relocated to temporary housing. SAN DIEGO (KGTV) -- State health officials are working to catch up on a large backlog of COVID-19 tests.According to Marik Ghaly, California'sCalifornia's Health and Human Services Secretary, a server outage on July 25 led to a delay in lab records coming into the reporting system.Ghaly says they also realized they weren't getting data from one of their largest commercial labs for five days, between July 31 and August 4, because the state neglected to renew a certification."We apologize. You deserve better. The Governor demands better of us,"" Ghaly said during a Friday virtual news conference.Ghaly says there are an estimated 250,000 to 300,000 tests that need to be processed, and that will happen in the next 24 to 48 hours.The system accepts results for other reportable diseases, so the records have to sorted, Ghaly said, though adding that a majority will be COVID-19 test samples."We expect that over the next 24 to 48 hours that the backlog that's between 250 to 300 thousand cases will be resolved giving us a better sense of the number of tests that were delayed," Ghaly said. "We are reporting this data to the counties based on the date the specimen was collected so we can attribute it to the appropriate date."Ghaly points out the state froze the county monitoring list last week, so the problem should have affected any decision-making policies. He also says it doesn't change any state trends with case rates, which he says are still trending downwards slightly.However, it's unclear how the delay in reporting will impact contact tracing.The Governor has ordered an investigation into the error. 1629

SAN DIEGO (KGTV) — San Diego's top Democratic candidates for mayor squared off on the debate stage Friday. The big theme of the night was housing and homelessness, and Assemblymember Todd Gloria, Councilmember Barbara Bry, and community activist Tasha Williamson came prepared with answers."I will move homeless services to the offices of the mayor, currently it's outsourced to the housing administration, it sends a message its not a priority for this mayor or this City Hall," Gloria said.Gloria put the onus on himself if elected to solve homelessness, while Bry had a more collaborative approach, wanting to pressure the county for more help."I believe it is much more effective to send social workers out with iPads to talk to homeless individuals where they are, to send out social workers, not police officers," Bry said.But the biggest applause lines of the night came from political outsider Williamson, who pushed her platform for police oversight."We have been criminalized all our lives and the time is up, the time is now, we are going to stop it, we are going to be a sweeping sea of change when we talk about police accountability, rogue officers do not belong here, they will have too look for another job somewhere else," Williamson said.But it was the scooter issue that brought out the biggest punches."A few days ago I talked to [the San Diegan] who's wife is in critical condition at UCSD with skull fractures and severe bleeding after falling off a scooter, I was in tears after talking with him," Bry started. SAN DIEGO (KGTV) — San Diego Police say possible human remains were discovered in a Fiesta Island fire pit early Thursday.Just after 10:30 a.m., a man on the east side of the island flagged down San Diego Lifeguards after making the grim discovery. Officers responded and sent an image to a forensic anthropologist, who confirmed the remains were possibly human.ABC 10News spoke to the man who made the discovery. Dan Conklin says he was hoping to spend the day on Fiesta Island and was planning to grill some hot dogs when he parked his van near the fire pit. Conklin says he noticed a lot of trash surrounding the pit and some extra wood, so he decided he would stay. When he started cleaning up, he says, he noticed what looked like human remains. "I kept thinking it was a joke, something to do with Halloween, it had to be a mannequin or a dummy or something that you put on your porch or something," said Conklin. Conklin says he flagged down a lifeguard in the bay who then called police. Conklin says when he arrived at the pit, it was still smoldering. SAN DIEGO (KGTV) -- San Diego State University is suspending spring 2020 programs to Italy amid the spread of the novel coronavirus. The university said in an update to students Monday that it was calling all students studying abroad in Italy back to the United States. The decision was made due to the elevated level three travel advisories the CDC and State Department issued for the country.
