The difficulty is people reporting the concerns."They might not know exactly what the shooter is going to do, but in the vast majority of cases, somebody in retrospect had recognized some type of behavioral change that could have been significant and again, not a very high percentage of people reported it to law enforcement," Mendenhall said.The findings are all part of a new study released by the FBI that studied active shooter incidents over 13 years. Nikolas Cruz, the 19-year-old who was arrested in connection to Wednesday's mass school shooting that left 17 dead, walked to a nearby McDonald's and Walmart after the massacre, Broward County Sheriff Scott Israel said. According to Israel, Cruz tried to blend in with students evacuating the school after he allegedly committed the shootings. He then walked to a Walmart and bought a beverage from the Subway restaurant inside the store. Investigators believe that he then walked to a McDonald's and spent 40 minutes inside before leaving. Cruz was then caught by local police walking alongside a road. His arrested came roughly 80 minutes after the beginning on Wednesday's shooting. New York, New Jersey and Connecticut are imposing a 14-day quarantine on incoming travelers from states with a high transmission rate of the coronavirus."We worked really hard to get the viral transmission rate down, and we don't want to see it go up," New York Gov. Andrew Cuomo said. "So we are jointly instituting that travel advisory today."The travel advisory will apply to states with two criteria: States that have an infection rate above 10 cases per 100,000 people and states where 10% of the total population test positive.
