SAN DIEGO (CNS) - The San Diego City Council's Public Safety and Livable Neighborhoods Committee unanimously voted Wednesday to send a suite of proposed regulations on dockless scooters to the full council.Mayor Kevin Faulconer introduced the regulations Oct. 18 after the city spent months wrestling with how to both ensure public safety and allow dockless scooter companies like Bird, Lime, and Razor to continue operating in San Diego.Faulconer's proposal would mandate that scooter companies limit the maximum speed of scooters in high-traffic areas of the city, send monthly data reports to the city detailing things like parking and trip information, educate riders on local traffic laws, and indemnify the city for liability for riders injured within city limits. The companies would also have to obtain an annual permit and pay associated operational fees.RELATED: 885

SAN DIEGO (CNS) - San Diego State University reported 25 new cases of COVID-19 Sunday, bringing the total number of cases to 1,072 since Aug. 24, the first day of instruction for the fall semester.The new totals reported by Student Health Services reflect numbers as of 6 p.m. Saturday.Of the students living on campus, 385 have tested positive and students living off-campus totaled 666 positive cases, health services said. A total of eight faculty or staff members have tested positive and 13 "visitors," people who have had exposure with an SDSU-affiliated individual, have tested positive.The number of confirmed cases was 1,030, with 42 probable cases.The information is based on cases reported to Student Health Services by an individual or by a public health official. As more private labs are administering tests, there is a possibility that not all cases are being reported to Student Health Services.For privacy reasons, SDSU does not report names, affiliations or health conditions of students, faculty or staff who test positive for COVID-19 unless a public health agency advises that there is a health and public safety benefit to reporting such details. 1176

SAN DIEGO (CNS) - The Port of San Diego's Board of Port Commissioners announced its approval Thursday of a 15-year extension for the San Diego Symphony Association's lease at Embarcadero Marina Park South. The lease, approved Wednesday, includes three 10-year options and one five-year option, allowing the association to lease the park for up to 50 years. The association currently uses the park land for its Bayside Summer Nights concert series, which it started in 2004. The concert series is held on a temporary stage that is assembled and disassembled each year. Later this year, the association hopes to break ground on the Bayside Performance Park project that would include construction of an open-air performance venue with seating for 10,000 as well as various improvements to park features like benches and basketball courts. The new venue also would serve as the permanent location for Bayside Summer Nights. ``The San Diego Symphony is investing a minimum of million in improvements, including many public amenities and better performance facilities, creating a new, year-round attraction on the San Diego Bay waterfront,'' Board Chairman Garry Bonelli said. ``We're confident concert-goers will love the improved access and state-of-the art stage and sound system, and bayfront visitors will love the new and improved part.'' The stage will be designed by London-based company Soundforms, according to the association. The stage will be feature an acoustically engineered shell made of tensile white fabric and will complement the look of the nearby San Diego Convention Center. The venue will remain open to the public year-round as part of Marina Park South. ``I want to recognize the incredible partnership that has existed over the past four-and-a-half years between the Port of San Diego, the California Coastal Commission and the San Diego Symphony Orchestra,'' San Diego Symphony CEO Martha Gilmer said. ``The work we have accomplished together to create and activate a public performance park will be transformative and have lasting impact to San Diego residents and visitors.'' The lease extension is the last major step in the project's approval process, according to symphony officials. SAN DIEGO (CNS) - The body of a 14-year-old boy was found near railroad tracks by a maintenance crew in the Bay Ho neighborhood, sheriff's officials said.At about 2:50 a.m. Saturday, the crew discovered someone who appeared to be struck by a train in the area of 6000 Santa Fe St., according to Lt. Thomas Seiver of the San Diego County Sheriff's Department homicide unit.After an investigation at the scene by the sheriff's Railroad Enforcement Team, the homicide unit took over the case, Seiver said.The boy has been identified and his next of kin notified, but his name is being withheld because it may jeopardize the investigation, the lieutenant said.The county Medical Examiner's Office will perform an autopsy to determine the cause and manner of the boy's death, Seiver said.Anyone with information about the incident is asked to call the sheriff's homicide unit at 858-285-6330 or Crime Stoppers at 888-580-8477. 929

  

SAN DIEGO (CNS) - Police Tuesday were searching for two men who carjacked a 43-year-old man at knifepoint near San Diego Mesa College in the Clairemont area.It happened shortly before 10:50 p.m. Monday in the 7200 block of Mesa College Drive, off Linda Vista Road west of state Route 163, San Diego police Officer John Buttle said.A 43-year-old man had just parked his car, a blue 2019 Mazda3 sedan with California license plate 7YGF888, when two men walked up to him, Buttle said. One of the men was armed with a knife and placed the knife to the victim's stomach while demanding the car keys.The victim complied and both suspects drove off in the car, which was last seen heading eastbound on Mesa College Drive, Buttle said. No injuries were reported.No detailed suspect descriptions were immediately available. 822
