ESCONDIDO, Calif. (KGTV) -- Fire crews Monday stopped the forward rate of spread of a brush fire in the San Pasqual Valley. The blaze, dubbed the Cloverdale Fire, burned 100 acres and is, as of 7 p.m. Monday, 15 percent contained. The fire broke out on the 21000 block of San Pasqual Road around 3 p.m. near Hungry Hawk Vineyards. Arson investigators determined that the fire was intentionally set, the San Diego Fire-Rescue Department announced in an Instagram post Monday night. A San Diego firefighter suffered a minor injury and was treated at the scene.  602

Europe is proposing a ban on single-use plastic items such as cutlery, straws?and cotton buds in a bid to clean up the oceans.The European Commission wants to ban 10 items that make up 70% of all litter in EU waters and on beaches. The list also includes plastic plates and drink stirrers.The draft rules were unveiled Monday but need the approval of all EU member states and the European Parliament. It could take three or four years for the rules to come into force.The legislation is not just about banning plastic products. It also wants to make plastic producers bear the cost of waste management and cleanup efforts, and it proposes that EU states must collect 90% of single-use plastic bottles by 2025 through new recycling programs.The European Commission estimates that these rules, once fully implemented in 2030, could cost businesses over €3 billion (.5 billion) per year. But they could also save consumers about €6.5 billion (.6 billion) per year, create 30,000 jobs, and avoid €22 billion (.6 billion) in environmental damage and cleanup costs.The Rethink Plastic Alliance -- an association of environmental organizations -- called the proposals "a leap forward in tackling plastic pollution" but criticized some perceived shortcomings.The proposals do not set targets for EU countries to reduce the use of plastic cups and food containers, it said."This could result in countries claiming they are taking the necessary steps as long as any reduction is achieved, regardless of how small," the alliance said in a statement.The proposal also faced criticism from the plastics industry.Plastics Europe, which represents manufacturers, said it supported the "overarching objective" of the proposal but said there must be more resources dedicated to "waste management" to ensure better collection of used plastic."Plastic product bans are not the solution," it said in a statement, and noted that "alternative products may not be more sustainable."On a global basis, only 14% of plastic is collected for recycling. Federal authorities said the man arrested in connection to sending explosive devices to multiple politicians and a media outlet is charged with five federal crimes.Cesar Sayoc, 56, faces 58 years in prison, Attorney General Jeff Sessions said today. Entertainment center Dave & Buster's is possibly facing bankruptcy if a deal with a lender isn't struck, the Wall Street Journal reports.According to the WSJ, in a cost-cutting measure, the company would layoff 1,300 employees.In a news release, Dave and Busters said that they saw its year-to-year revenue in its second-quarter fall 85%, from 4.6 million to .8 million.The coronavirus pandemic forced Dave & Buster's to shut down most of their locations nationwide.The company said as of Sept. 9, the company had reopened 89 of its 137 stores. 566

Just ask a family in Fallbrook that¡¯s created a new card game they call, "It's Contagious," featuring a not-so-serious side of dealing with the virus while allowing players to work through their anxiety."Folks will find that the artwork on the cards is really relatable," said mom, Lola Pickett. "And also just like a fun take on this very challenging situation that we¡¯re all in."For Lola, her husband, Tigre, and their two children, the pandemic came very close to home in March when the kids' Grandfather, Rich Pickett, tested positive for COVID-19."His case ended up becoming quite severe, putting him into the ICU," Lola said.Lola says while her father-in-law was in the hospital and the family was quarantined. They coped while at home by spending time together and playing games together. But the stress of the pandemic and its very personal impact was never far off."We noticed our kids were processing things by like adding hand washing stations to their Lego builds," said Lola. "We thought, that¡¯s how we do things as humans. We play through it and figure out how we¡¯re feeling."With that in mind, a project was launched.Dad, Tigre Pickett, says the family found some old poker cards, "Lola took a Sharpie and whiteout and started marking them up. We were like what if we had this card that did this?"Virus cards, spreaders, and antibodies. The headlines and stories of 2020 were becoming the cards of ¡°It¡¯s Contagious!¡± Like the caf¨¦ in Germany that required patrons to wear pool noodle hats for social distancing."We thought, well, there¡¯s a card. That¡¯s hilarious," said Lola as she and her husband showed off various cards. "So, we have things like that. We have home haircut. We have the t-p shortage which we¡¯re going through again." "Like Zoom birthday parties," Tigre pipes in, as Lola continues, "And then things like antibodies become superheroes. They become a superpower card in the deck just like they do in real life."And the game itself becoming a part of real-life as the Picketts have invested in professional artwork and production in the hope that ¡°It¡¯s contagious,¡± catches on."We found that play is one of the fastest ways for processing," said Tigre.
