CHULA VISTA, Calif. (KGTV) -- Chula Vista City Council candidate Andrea Cardenas announced Thursday that she tested positive for coronavirus. In a statement released to the media, Cardenas said she self-isolated roughly two weeks ago after feeling symptoms of the virus. Cardenas said she went to urgent care, where she lost consciousness twice. She was sent home with medication before being notified she'd come into contact with multiple people who tested positive for COVID-19. CINCINNATI -- Family members and friends said their final goodbyes to 16-year-old Kyle Plush at his funeral Monday.The teen died trapped inside his van at Seven Hills School last Tuesday, even after he pleaded with 911 operators to send help. Two Cincinnati police officers and a Hamilton County sheriff's deputy who searched near the school never found him. A Cincinnati City Council committee has a special meeting Tuesday afternoon to look into what happened.After Plush's death, the Cincinnati Police Department released a?computer-aided dispatch report,?Plush's calls and some dispatch traffic. It later released an internal review of the incident?after it was leaked to multiple news outlets.But the department has yet to explain exactly where its officers looked and what they did during their search for Plush. Nearly a week after the teen suffocated, numerous questions remain about what went wrong that day.The first 911 operatorStephane MaGee took the first 911 call from Plush. She couldn't communicate back and forth with him, because he said he could not hear her.MaGee indicated the caller was a female trapped in a van at the Seven Hills parking lot in "unknown trouble."Using latitude/longitude coordinates, she found Plush may be across the street from the school. She noted that location may be a thrift store parking lot in the dispatch report. Officers were dispatched to 5471 Red Bank Road, which is the parking lot across from the school where Plush was suffocating inside his Honda Odyssey. MaGee noted she used "Phase II" to find the location; "Phase II" is shorthand for a requirement, from the Federal Communications Commission, that wireless providers have to give 911 centers the latitude/longitude coordinates of cellphone calls.The latitude/longitude coordinates MaGee obtained were within feet of where Plush would be found dead later that night. Even though MaGee had almost the exact location of where Plush was found, a supervisor later wrote she should've used the school's name -- which would've sent officers to a less-exact location, at 5400 Red Bank.The officersRecords show Cincinnati Police Officers Edsel Osborn and Brian Brazile, riding double as Unit 2232, responded to the school to investigate Plush's first call. It's unclear if they ever came back on the radio to ask for clarification about the caller or vehicle.The officers noted they tried calling Plush back but didn't get an answer. Less than 11 minutes after arriving, they marked the assignment complete and were ready for a different assignment.Later that night, when Plush was found dead, another call went out for police to respond to Seven Hills School. Officers didn't yet know Plush was dead. Brazile and Osborn's unit, 2232, came on the radio to say they'd been there earlier in the day and found nothing."I think somebody's playing pranks. It was something about they were locked in a vehicle across from the school, we never found anything. But we'll respond and see what else we can find," one of them said in the radio transmission that night.That's what we know about the two Cincinnati police officers' actions. (KGTV) - Concerned citizens made their voices heard Monday night at a Sweetwater Union High School District board meeting in which the district’s financial problems are discussed.Many residents in the South Bay have expressed outrage over the district’s myriad fiscal issues, pointing specifically at the financial mismanagement of salaries and a disproportionate ratio of administrators to teachers.Data provided by public pay and pension database Transparent California, showed 1,796 Sweetwater district employees making 0,000 and above in 2017 salaries. Many of those making six figures are administrators and other non-teaching employees.In 2017, the district paid out 9.97 million in salaries and benefits to its employees. Two similarly sized school districts in California paid out nearly 20% less than SUHSD in total pay and benefits, between 5 and 3 million, according to the data. SUHSD was shown to have 2,000 more employees than the other two district; 6,391 compared to about 4,500 for the other districts.SUHSD paid over .3 million in overtime to about 841 district employees during the year. District officials previously said its 2018-2019 school year budget shortfall was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities.Even with a revised budget, it was later reported in an independent audit that Sweetwater’s budget problems were worse than what was originally predicted due to the following “significant factors”:“Internal borrowings that reflect the significant cash flow shortages in the General Fund”“Unsustainable salary, benefits, and pension increases that create significant deficit spending”“Declining local enrollment of students”The district has been borrowing money faster than it can pay back, taking money from local development taxes, also known as Mello-Roos fees, according to a Dec. 3 report from The Voice of San Diego. This fiscal year alone, the district will borrow million -- in addition to the million they already owe.At an October 8 board meeting, SUHSD staff offered suggestions to help reduce the debt such as energy cost savings, freezing unfilled positions, and a reduction in the work year for all management. In an email sent to families following that Oct. 8 meeting, at least two schools announced they would be cutting after school programs and their 2019 summer school sessions.More recently, the district announced it would allow nearly 300 employees to retire early in an effort to balance the budget. The school board also voted to cut 34 temporary teaching positions in the district's adult education program.Moving forward, auditors recommended the district evaluate the procedures in which it reviews its own finances. The audit goes on to suggest those assigned with monitoring finances “should have a clear understanding of accruals and the journal entries required to account for them properly.”Auditors also urged Sweetwater to “always perform timely bank reconciliations to ensure that all activities have been properly accounted for and that there are no errors posted.”Sweetwater officials acknowledged not having “tight internal controls or warning systems in place” in balancing its budget. 4103

Surveillance at a nearby business captured the accident."Of course it was scary watching the video, right in front of our workplace here, it is scary," said Hector Ruiz, a Chula Vista real estate agent.At around 8:25 p.m., a man is seen crossing the road outside of a crosswalk. He makes it past the eastbound lanes but is then hit by a car traveling west.The driver remained on scene after the crash and has been investigating with officers. The driver did not appear to be under the influence of drugs or alcohol; no charges are expected to be filed against him. Ruiz says he is constantly worried about speeding along that stretch of Telegraph Canyon Road.Chula Vista Police say they welcome tips from the public regarding dangerous roads or places where drivers tend to speed.
