But it also notes that the stakes are higher in the country's financial industry. It argues that if China is fully open to foreign capital, the capital operation pattern common in developed economies such as the United States and several European nations will not suit its existing financial system on such short notice. As a result, chaos would erupt sooner or later in the financial sector.The editorial concludes that China should gradually liberalize its financial industry, because a sudden torrent of foreign capital would be undesirable. It calls for a prudent approach to financial liberalization that would yield a productive outcome as evidenced over the past three decades of gradual financial reform whereby more market competition has been encouraged and distressed loans have been effectively curbed. Such a policy has shielded China from being hit as severely by the current financial crisis and enabled it to rebound quicker than other advanced nations.

URUMQI, May 14 (Xinhua) -- Internet services were resumed in northwest China's Xinjiang Uygur Autonomous Region Friday, 10 months after a riot in Urumqi on July 5, the regional government said.In a document released by its press office, Xinjiang's regional government said Internet services were "fully resumed" in line with the region's needs for maintaining stability and boosting social and economic development.The move was also aimed at meeting the Xinjiang residents' requests for information, it said.Xinjiang has 7 million Internet users.The government expressed appreciation for the netizens' understanding and support when Internet connection, international long-distance calls and mobile phone text messages were cut in some areas of Xinjiang after the July 5 riot.Disruption of communication was aimed at cracking down on the riot quickly and prevent violence from happening again, as the riot was believed to have been orchestrated by separatists via the Internet, text message and long-distance telephone calls.Resumption of Internet services in Xinjiang has been a gradual process. JINAN, May 2 (Xinhua) -- A Hong Kong cargo ship sank off Weihai City, east China's Shandong Province, Sunday after a collision with a Liberian-registered freighter, rescuers said.All 46 crew members of the two vessels were safe after the accident at 5:23 a.m., the city's maritime safety bureau said in a statement.The accident could have occurred in foggy conditions at the time, said Li Zhiqiang, an official with the city's maritime safety bureauThe 23 Chinese crew of the Hong Kong-registered Bright Century and the 23 Indian crew of the Liberia-registered Sea Success had been rescued as of noon, he said.Water had flooded into the damaged prow of the Sea Success, but the vessel was still afloat.The bureau had dispatched a ship to shadow the vessel as it was still in negotiations with the owner about the cost of towing the ship to port.The bureau is investigating the cause of the accident.
