SAN DIEGO (KGTV) - Southcrest neighbors banned together to file a lawsuit against the City of San Diego, claiming a city park was not designed to properly drain and therefore floods the neighborhood each time it rains.Last December was the breaking point for neighbors near Southcrest Trails Park, at S. 37th Street and a dirt road behind houses situated on Beta Street. They say feet of water flooded into their homes."This actually becomes a sinkhole, this area," said Greg Montoya, who is leading the charge with his hefty binder full of decades of documentation of the problem. Montoya has pictures of his white pickup truck sunken rims-deep into his yard due to saturation.The lawsuit describes it as "a 66-acre, 1.2-mile corridor in the Southcrest neighborhood of San Diego to construct Highway 252, which would connect Interstate 805 and lnterstates 5 and 15."The project never materialized, Montoya says, because St. Jude, thinking of the school, put up a fight."So then the City of San Diego put dirt berms in to keep people from driving back here, to keep people from throwing trash back here, because it became a dump," Montoya said. The park took shape in 2003, according to the lawsuit.Montoya and other neighbors say there was not enough drainage put in, sending water running down the five-foot berm every time it rains.A storm in December 2018 left many stranded, including Ricky Vasquez, who was trying to pick up his one-year-old son."Other cars were stuck in the middle of the street because the water was so high," said Vasquez.Neighbor Pastor Nicolas Martinez said his home flooded, ultimately costing ,000.Montoya was fed up."San Diego's America's Finest City for some but not for all because I've got documentation for over 30 years for asking for help for this situation that they've created and I'm just ignored," said Montoya.He went to attorney Evan Walker, who said his team found one of the two storm drains at the park "is not connected to any sort of system despite the city's own plans to connect them to the system."Montoya hopes the lawsuit causes the city to step up.10News reached out to the City of San Diego who said they could not comment on ongoing litigation. 2211

SAN DIEGO (KGTV) — Some families scrambling to deal with the challenges of distance learning will be getting some help from an unlikely source.For La Jolla High junior Katie Frost, 16, the upcoming school year will be a busy one. She's on the school's track team and JV basketball squad. Along with the usual coarse load, she will be taking college entrance exams. Frost has just added something else to her plate."During these times, people should think of ways to push themselves outside their comfort zone to help," said Frost.Keenly aware of how families are juggling the challenges served up with distance learning, Frost decided to offer free zoom tutoring sessions in math and English for local elementary and middle school students."I know how difficult school can be. I struggled in elementary school ... With the added stresses of distance learning, I'm just want to do my part to help these families and to help the kids excel," said Frost.Frost posted her services on the Nextdoor app, even put out an application. She already has four kids signed up and that number is expected to grow. Depending on the response, she could recruit her friends to create a tutoring club to help more families. Frost says she hopes other teens will also step up and volunteer their time tutoring as well."Instead of thinking of these times as a pause, you can think of it as a time you can change your life and the lives of others. SAN DIEGO (KGTV) — Santa Ana winds have fueled the most destructive wildfires in San Diego’s history, including the Cedar Fire in 2003 and the Witch Creek Fire in 2007.But why do Santa Anas form and what makes them so effective at spreading fire?Typically, during the day, San Diego’s winds blow from the ocean to the shore. These onshore winds tend to carry a lot of water vapor.However, Santa Ana winds blow the opposite direction, from the east to the west, and they have all the ingredients fires need to spread.“Strong winds,” said National Weather Service San Diego meteorologist Philip Gonsalves. “They’re typically very dry, and we usually end up with warmer conditions.”Strong. Dry. Hot. A fourth key factor elevating the fire danger is the timing of this wind pattern.“They typically occur in the fall, which is that time of the year when the fuel moistures are very low, and so the fuels are primed for ignition,” Gonsalves said.Winds flow from areas of high pressure to areas of low pressure. Santa Anas form when there is high pressure over the Great Basin, located in Nevada and parts of Utah, and low pressure over Southern California.The winds are coming from the desert, but that’s not why they’re hot. They are hot for the same reason that air coming out of a bicycle pump is hot, Gonsalves said. It’s because the air is getting compressed.As the winds flow west out of the Great Basin, they travel over mountains. At high elevations, the air is very cool, but as the winds move downslope into lower elevations where the pressure is higher, the air gets compressed. That compression rapidly drives up the temperature in what’s called the Adiabatic Process.This process also dries out the air, and dry air can heat up much faster.As the winds move downslope, they pass over ridges and through canyons, which act like funnels, speeding up the winds.Santa Ana winds can pop up any time the Great Basin is cooler than Southern California, typically from September to May. But peak season is considered to be October.The Santa Ana event on Tuesday is falling a little before the peak season because of the positioning of highs and lows in the Northern Hemisphere, Gonsalves said, but the end result is the same: strong, dry, warm winds and extreme fire danger. 2281

  

SAN DIEGO (KGTV) -- Sharp Healthcare Tuesday announced the temporary closure of multiple locations amid the coronavirus pandemic. Sharp said Tuesday that it was temporarily closing its La Mesa West and Point Loma locations beginning Thursday, March 26. "Essential care for patients at these sites, and indeed all Sharp Rees-Stealy patients, will continue through video and phone visits or for patients who must be seen in person, at other Sharp Rees-Stealy clinics," the spokesperson said. The sites will re-open once the outbreak is over. "It is a consolidation of services which will allow the medical group to provide the safest and best care during this outbreak while also protecting our doctors and staff."Check with your hospital location to see whether or not appointments are being impacted.
