SAN DIEGO (KGTV) – The San Diego County jail system is being blamed after a part of a former inmate’s cheek was bitten off by another inmate who was mentally ill.10News was at Thursday afternoon’s press conference where their families accused the jail system of failing to provide adequate mental health resources. “I felt unprotected,” says Miguel Lucas. Lucas now has a scar running across his cheek. It comes after he says part of his face was bitten in an unprovoked attack by inmate Reginald Harmon. It happened in June at the Central Jail.Harmon is still behind bars, but now family members and supporters of both men are coming together to say the jail system that's run by the San Diego County sheriff's Department needs reform. “I was sick to my stomach and I was very upset with the jail,” says Harmon’s mother, Alicia Muhammad. She says that days before he got jailed, she made repeated calls to the Psychiatric Emergency Response Team (PERT) hoping for intervention, but each time he was discharged. After being arrested for suspected DUI, she says she warned the jail. “I spoke with the lady at the front desk and advised her that my son had mental issues and she said, ‘Okay.’ She would let the guards know,” she adds.However, she says her son wasn't placed into a mental health unit. Even after he reportedly attacked a different inmate, the families say he was placed in a lower security unit and neglected by mental health providers for two days, until he attacked Lucas. “It’s just unfortunate that people had to go through what I went through and what people are still going through to this day,” says Lucas. Following the attack, the families of both men connected and found a friendship. Currently, Lucas is living with Harmon’s aunt and attends church with the Harmon’s family. Lucas did not want to press charges, expressing that he knew Harmon was having mental health issues at the time of the attack.The families plan to file a civil lawsuit against the San Diego County Sheriff’s Department in the next few months. SAN DIEGO (KGTV) -- The San Diego Superior Court is having a hard time getting potential jurors to show up for jury duty. Jury trials started again last week after a seven month break because of the COVID-19 pandemic. The lack of potential jurors reporting to the court house forced the continuation of a criminal case this week. For two weeks in a row, only about 40 people showed up for their jury duty. ABC 10News learned 900 jurors were summoned both times. ABC 10News spoke to the court's presiding judge, Lorna Alksne, who explained the court is taking all safety measures, like temperature checks, mask use at all times, Plexiglass barriers and social distancing. Alskne explains there are consequences for not showing up, like sanctions and fees, but the court isn't taking those measures yet. The judge says about 300 people did respond this week delaying their service, but the hundreds of others did not respond. Jurors are able to delay their service if they have COVID-19 safety concerns, but court officials say otherwise, people need to show up. Local defense attorney Jan Ronis says the court is doing the best they can, but he worries a smaller selection of potential jurors could impact the diversity of the jury pool. Alskne says the court will summon 2,400 people next week, instead of 1,800, in hopes of getting enough jurors for two upcoming cases. 1379

SAN DIEGO (KGTV) — Three East San Diego County school districts are moving back to distance learning because of this weekend's harsh weather.The San Diego County Office of Education says schools in Julian Union Elementary School District and Warner Unified School District will move to distance learning on Monday. The county made move due to forecasted snow Sunday night and freezing temperatures on Monday.SDCOE added that Julian Union High School will have a snow day without distance learning with a scheduled makeup day at the end of the school year."The safety of students and school staff is of the utmost importance to San Diego County school districts," the county said in its announcement.The National Weather Service forecasts the Julian and Pine Valley areas will see one to two inches of snow overnight at 4,500 to 5,000 feet, and lows of 23 to 33 degrees. Monday, the high is expected to hover between 46 and 52 degrees before reaching the mid-50s on Tuesday.The mountain region should hit low- to mid-60s on Saturday, according to NWS. 1058

SAN DIEGO (KGTV) -- The San Diego Tunnel Task Force have released images showing what they say is a sophisticated drug smuggling tunnel that leads from Tijuana to a warehouse in Otay Mesa.Federal agents made the discovery Thursday, March 19, as part of an investigation into a transnational crime ring suspected of smuggling narcotics into the U.S. via a cross-border tunnel. The U.S. exit point was discovered subsequent to the execution of the warrant, the task force said.Agencies from the U.S. and Mexico located a 2,000-foot underground from a warehouse in Tijuana, Mexico to a warehouse in the Otay Mesa area of San Diego, according to the task force. The tunnel has an average depth of 31 feet and is three-feet wide through most of the passageway, according to authorities. Authorities estimate the tunnel to have been in existence for several months.The task force described it as having advanced construction including reinforced walls, ventilation, lighting, and an underground rail system. Authorities seized an estimated .6 million in mixed drugs including 1,300 pounds of cocaine, 86 pounds of methamphetamine, 17 pounds of heroin, 3,000 pounds of marijuana and more than two pounds of fentanyl.According to the task force, the seizure is the first time "in San Diego’s history where five different types of drugs were found inside a tunnel."The tunnel has an average depth of 31 feet and is three-feet wide through most of the passageway.“I’m proud of the excellent work performed by Homeland Security Investigations (HSI) agents, as well as U.S. Border Patrol and Drug Enforcement Administration agents as integrated partners of the San Diego Tunnel Task Force. SAN DIEGO (KGTV) — The San Diego Padres infielder Ian Kinsler has announced his retirement from baseball.The Padres' second baseman announced his retirement after 14 seasons in the major league, team announced Friday. Kinsler, 37, will remain with the Padres as an advisor to baseball operations. According to The Athletic's Ken Rosenthal, Kinsler is still owed .25 million on his contract, which he will reportedly work out with the team.Kinsler was placed on the disabled list last August over a herniated cervical disk, which prevented him from finishing out the season.
