Four people will face prosecution over the downing of Malaysia Airlines Flight 17, five years after the plane crashed in eastern Ukraine killing 298 people, international investigators said Wednesday.The Joint Investigation Team (JIT) said it would issue national and international arrest warrants Wednesday for the four suspects. The 298 who died came from 17 countries.According to Dutch prosecutor Fred Westerbeke, the suspects are not accused of firing the missile, but are "just as punishable as the person who committed the crime," Westerbeke said.He added that they are suspected of obtaining the Buk missile "with the goal to shoot the plane."According to the JIT -- which is made up of five countries: Australia, Belgium, Malaysia, the Netherlands and Ukraine -- MH17 was downed by a Buk.Investigators announced in 2018 that the flight had been brought down by a missile fired from a launcher belonging to Russia's 53rd anti-aircraft missile brigade. House Democrats on Thursday approved a legislative package aimed at ending the partial government shutdown, while rejecting President Donald Trump's demand for additional funding for a border wall, despite a White House veto threat.As a result, the legislation is expected to be dead on arrival in the Senate, leaving congressional Democrats and the administration at a stalemate that threatens to prolong the shutdown, which is wrapping up its second week.The House of Representatives first voted on Thursday to approve a stopgap spending bill for the Department of Homeland Security that would not allocate any new wall funding, in a rebuke to the President. The bill passed by 239-192, with five Republicans joining Democrats.Shortly afterward, the House voted to approve a legislative package made up of six full-year spending bills to reopen shuttered parts of the federal government.The key sticking point in the shutdown fight has been the President's demand for billion in wall funding, which congressional Democrats have refused to meet.House Democrats have stressed that their plan to reopen the government would not provide any additional funding for a border wall, leading congressional Republicans and the White House to call the effort a "nonstarter." On Thursday evening, the White House issued a veto threat against the legislation ahead of the expected House vote.Earlier in the day, newly elected House Speaker Nancy Pelosi criticized the President's wall as "a waste of money" and "an immorality" during a news conference hours after reclaiming the gavel in the new Congress.The partial government shutdown stretched into its 13th day on Thursday, when the new Democratic House majority was sworn in.As the stalemate continues, there is no end in sight to the partial shutdown, which is affecting hundreds of thousands of federal workers who have either been furloughed or have had to work without pay."We're trying to open up government," Pelosi said on Thursday.But she suggested that Democrats don't plan to budge from their refusal to allocate wall money."We're not doing a wall," Pelosi said emphatically. Harvey Weinstein has lost a longshot bid to move his sexual assault trial out of New York City.A state appellate panel rejected the request Thursday. It dismissed the movie mogul's concerns that he wouldn't get a fair trial in the world's media capital.The five-judge panel issued the decision after reading submissions from Weinstein's lawyers and prosecutors. The panel didn't give a reason for the decision.Weinstein is due to stand trial in Manhattan in January on charges he raped a woman in 2013 and performed a forcible sex act on a different woman in 2006.The 67-year-old producer has pleaded not guilty and is free on million bail.
