SAN DIEGO (KGTV) - Dockless scooter users can now ride without a helmet as long as they are over the age of 18. A new law signed by Governor Jerry Brown went into effect January 1 lifting the helmet requirement for adult scooter users. AB 2989 removes the mandate for riders of motorized scooters to wear a bicycle helmet as long they are older than 18. It also forbids riding a motorized scooter on highways with a speed limit greater than 25 mph and roads with a speed limit greater than 35 mph, unless there is a marked bikeway. DUI laws still apply to scooter users and riders must have a valid driver’s license or permit. Helmets are required for those under the age of 18. People can still be cited for lying the scooter down on a sidewalk to impede traffic or riding scooter with a passenger. 807

Humidity levels will hover near 10%, elevating the fire danger.Breezy conditions are expected to continue into Tuesday morning, before weakening that afternoon. Low humidity and warm temperatures, with periods of easterly winds, will be common throughout the week, NWS says. 1138

SAN DIEGO (KGTV) — For the first time in 40 days, San Diego County has fallen below the state's County Monitoring List threshold for coronavirus case rate.San Diego County was placed on the list on July 3 after it crossed the state metric of 100 cases per 100,000 people over 14 days. Wednesday, the county reported a case rate of 94.1.The county will have to remain off the watch list for another three days to get off California's watch list and an additional 14 days in order for local schools grades 7th through 12th can return to in-person instruction.No other businesses are slated to be allowed to reopen after that 17-day window unless the state provides more guidance for business reopenings, according to the county.San Diego County reported 236 new COVID-19 cases on Wednesday, a 3% positive rate out of 7,339 reported tests. Six new deaths were also reported, including five women and one man who died between July 28 and Aug. 11. All of the victims had underlying conditions, county officials said.The county also reported two new community outbreaks, one in a grocery setting and one in a manufacturing setting.While the county's case rate has fallen, it continues to be high above its community outbreak threshold of seven in seven days. Currently, the county has 26 community outbreaks in a week. A community outbreak is three or more coronavirus cases in the same setting in people of different households in the past two weeks.Supervisor Nathan Fletcher said of the drop in the county's case rate: "San Diegans should be proud of the progress we have made, but we have to recognize the goal is not just to get our cases down, it is to keep them down. We’ve seen progress because of a renewed focus and vigilance, and we need that same focus going forward." 1782

  

SAN DIEGO (KGTV) - From a —risqué — galaxy far, far away comes a twist on "Star Wars" that could make a Stormtrooper blush."The Empire Strips Back - A Burlesque Parody" heads to San Diego's Spreckels Theater next month, featuring a unique (and obviously, 18 years or older) take on the iconic film franchise."Empire Strips Back" combines striptease, song, dance routines as burlesque dancers perform as Stormtroopers, Boba Fett, droids, and even Darth Vader and a Skywalker.SAN DIEGO THEATER: Shows coming to local theaters this year"We never stop developing the show — always trying to make it bigger and crazier, and, yes, reach the standard of quality of the films," show creator Russall Beattie says. "Everywhere we go, our fans are passionate and excited, and they deserve an unforgettable, fun night out."The word "burlesque" is derived from words meaning "parody" or "caricature," making Beattie's promise of "plenty of Aussie humor" all the more guaranteed. And of course, while taking clothes off is a part of the show, nudity is not — routines are still scantily-clad and provocative performances.The show started as a small production in 2011, only expected to run for a few nights as a one-off in Sydney, Australia. Those shows ended up selling out and igniting multiple sold-out tours around Australia.Now, Beattie is taking his burlesque-rival show overseas."The artistic direction guiding every Star Wars-inspired burlesque show has its' own personality, giving audiences the opportunity to appreciate different versions of the genre," Beattie says. 1612

  

SAN DIEGO (KGTV) — Hundreds of miles from her hometown of Paradise, Ashley Ketcham watches in horror as the Camp Fire ravages her beloved community.She now lives in Escondido and first heard about the fire from her mother.“I kind of blew it off because we’ve had fires my whole life, and then she wrote me back again and said the CMA Church burned down," Ketcham remembers.RELATED: Camp Fire: At least 9 dead as fire incinerates N. California townAt first, she felt numb.“I woke up this morning and, um, a friend of mine said 'Is it ok to hate God right now?'
