SAN DIEGO (KGTV) — In a typical year, California teachers spend an average of 4 of their own money on classroom supplies, but with districts preparing for distance learning this fall, educators are facing a different set of expenses.In the Vista Unified School District, 5th-grade teacher Keri Avila said she had to create a home office, starting with upgrading her internet.“I think in the beginning it was an oversight. The schools did a really good job making sure students had connectivity and I think you expect teachers would have the connectivity they need. But a lot of us didn’t,” said Avila, who is also the vice president of the Vista Teachers Association.Many teachers in the South Bay Union School District had to upgrade their internet bandwidth, especially with other family members working from home simultaneously, said Vanessa Barrera, a 3rd-grade teacher, and president of the Southwest Teachers Association.In a survey at the beginning of the pandemic, 1% of the teachers in her district said they had no internet at all. Twenty-five percent said they lacked a home office workspace, she said.Although districts provided laptops for educators, some teachers purchased office furniture, web cameras, specialty applications, and other equipment to facilitate lessons.“In our district, we were just provided with our laptop," Barrera said. "We were not allowed to bring home the printers, document cameras, Elmos.”An Elmo is similar to an overhead transparency projector that connects to a computer. Barrera said some teachers in her district had to rig together solutions of their own, using cell phones and flexible stands purchased online.Districts have pledged to roll out mobile hotspots to teachers with connectivity issues, but the cost of upgraded home internet continues to be the subject of negotiations between districts and unions, Avila and Barrera said.Classroom costs could rise once students return to campuses because of CDC guidance that kids should not share supplies.“Previously you might have bought a pencil box for a table to share, well that’s not going to be acceptable now,” said Barrera. “Whatever the cost will be for the coming year will depend on what this school year will look like, but as teachers we just forfeit the money to make sure students have what they need.” 2328

Both deputies are in critical condition, the department said.Video shows the suspect approaching the deputies from behind the vehicle before walking along the passenger side, raising a pistol, and opening on fire.The shooting also sparked a protest outside the hospital where the deputies were taken. SAN DIEGO (KGTV) -- Inside Richard J. Donovan State Prison's 30-foot concrete walls, metal doors, and electrified fence is the Echo Yard. It's drawn attention as one of the state's most innovative programs for bringing together inmates of different security levels on the premise that they will coexist peacefully in exchange for some freedoms.The Echo Yard, the state's first non-designated yard, also aims to keep released inmates out of prison.Around 50 percent of people convicted of a crime in California are sent back to prison within three years, according to a 2019 state auditor report. Members of Echo Yard get greater access to self-help, educational, vocational, and rehabilitative programs through courses like anger management, victim awareness, job hunting, and money management. Early recruitment efforts were sluggish when the program was introduced a few years ago.While the prospect of better resources and a possible early release sounds promising, inmates had difficulty embracing the concept of sharing spaces with a potential rival."When we first interviewed maybe about 900 guys, we probably got about 30 of them that said, 'yeah, I'll give it a try' ... because they know prison politics are alive and well," said Daniel Paramo, a former warden at RJD.WATCH: Menendez brothers help paint massive mural as part of innovative prison programThe rules in the Echo Yard are far removed from the prison politics and policies made up by inmates designed to help keep the peace. Instead, the Echo Yard emphasizes inclusion. There is a ban on gang affiliation and racial segregation. It also welcomes transgender inmates and those convicted of sex crimes.Inmates of various backgrounds are housed together regardless of their designation (Sensitive Needs Yard or General Population). One of the men that entered into the experimental program said the environment is a culture shock."There’s so much diversity here; it’s a shock to the system…I am adjusting, but it’s rough," inmate Mike Briggs told the California Innocence Project blog.In 2018, the California Innocence Project said 780 men transitioned into the program, which is made available to those that demonstrate good behavior or show a commitment to Donovan's prison jobs. 2261

  

SAN DIEGO (KGTV) -- Mayor Kevin Faulconer condemned Governor Gavin Newsom’s amendment to the California sex offender law in a tweet Saturday morning.The mayor said he is “appalled” by the changes, which give judges discretion on whether or not to list someone as a sex offender for having oral or anal sex with a minor, the Associated Press reported.“As a parent I’m appalled that last night our governor signed a law maintaining a 24-year-old can have sex with a 14-year-old and it not be considered predatory,” Faulconer said.RELATED: California governor signs bill changing sex offender law“An adult who commits ANY sex act on a minor 10 years younger must be registered a sex offender. Law must be changed,” he continued.The bill does not allow statutory rape or pedophilia.The San Francisco Chronicle reported Friday that the bill, SB145, was signed by Newsom without comment. The bill gives judges discretion over sex-offender registration in cases involving teenagers between the ages of 14 to 17, and adults who are less than 10 years older, the Chronicle said.The author of the bill Senator Scott Wiener, from San Fransisco replied to Faulconer's tweet, "Mr. Mayor - I'd always been under the impression that you were a supporter of the LGBTQ community. This bill does nothing more than treat LGBTQ young people the same way we've treated straight young people since 1944. Why would you oppose simple equality?"The bill changes antiquated language that protects a man in a relationship with an underage woman, extending it to members of the LGBTQ community.The bill goes into effect on January 1, 2021.
