BEIJING, Oct. 25 (Xinhua) -- Fire has been put out at the scene of a July 16 blast involving two oil pipelines in Dalian, a port city in northeast China's Liaoning Province, by 2 a.m. Monday, the contingency headquarter said.The contingency headquarter said no crude oil has been found spilled over into the sea, and no ocean pollution has been detected.The fire was caused by the remaining oil in a tank which had been emptied before workers tried to remove it at 4:10 p.m.. No casualties have been reported.The tank, owned by China National Petroleum Corp (CNPC), caught fire on July 16 when two pipelines at Dalian Xingang Harbor exploded.

BEIJING, Aug. 29 (Xinhua) -- China's top legislature Sunday initiated a nationwide inspection over Agricultural Techniques Promotion Law in an effort to boost the development of the country's vast rural area while ensuring the nation's food security.Three inspection teams from the Standing Committee of the National People's Congress (NPC) will travel to six provinces and municipalities for supervision of the inspection in late August and September. Another eight teams from provincial level legislatures will be authorized to supervise the enforcement of the Agricultural Techniques Promotion Law and the Seed Law.Wu Bangguo, Chairman of the NPC Standing Committee, said the inspection teams should push local governments forward to pay more attention to popularizing agricultural techniques, transform techniques into increased agricultural output and raise the incomes of farmers.Promoting agricultural techniques and increasing technology's contribution to agricultural development is the fundamental method to resolve the agricultural difficulties caused by limited resources and markets in China, said Uyunqimg, Vice Chairwoman of the NPC Standing Committee.The Agricultural Techniques Promotion Law was passed by the top legislature and began to be put into use in 1993, which aims at promoting more adoption of scientific and technological achievements in agricultural production to assure the modernization of the nation's agriculture.Statistics show the ratio of scientific and technological contributions to agricultural growth in China has increased from 26 percent in 1993 to 51 percent in 2009.

BEIJING, Sept. 6 (Xinhua) -- China will unswervingly promote the policy of reform and opening up, while creating sound environment for foreign companies operating in China, Vice Premier Wang Qishan told senior U.S. officials Monday.Wang exchanged views on China-U.S. ties and economic and trade cooperation with Lawrence Summers, head of U.S. President Barack Obama's National Economic Council, and Deputy National Security Adviser Tom Donilon, in a meeting in Beijing.Wang said the two countries should bolster cooperation in areas such as economy and trade, investment, finance, new energy and infrastructure upgrading, as their economies are interdependent and complimentary to each other.China is ready to work with the United States to well implement consensus reached by state leaders of the two countries, for sustainable, healthy and steady development of bilateral ties, he said.Wang said the international community should enhance cooperation because the world economy, though on the way to recovery, still encounters twists and turns.He said China is focusing on the change of the growth pattern for more balanced development of the economy.Summers and Donilon briefed Wang on the U.S. economy and the Obama administration's measures to stimulate the economy and create jobs.They stressed that the United States and China should strengthen coordination in macro policies and promote cooperation for a strong, balanced and sustainable growth of global economy.Also on Monday, Li Yuanchao, member of the Political Bureau of the Communist Party of China (CPC) Central Committee, met with the two U.S. officials.Li, also head of the Organization Department of the CPC Central Committee, said the Sino-U.S. ties had maintained a stable development since President Obama took office.China would work with the United States to enhance dialogues and cooperation, while properly handling the differences, to push forward the bilateral ties, he said.8 Summers said the United States attached great importance to the U.S.-Sino relations and firmly believed that the two countries had broad interests and faced with common challenges, including sustainable development of global economy, regional security and climate change.He said the United States was committed to working with China for a positive, cooperative and comprehensive relationship in the 21st century.Chinese Foreign Minister Yang Jiechi also met with Summers and Donilon on Monday. DALIAN, Sept. 26 (Xinhua) -- Russian President Dmitry Medvedev on Sunday called on the young in Russia and China to pass on the friendship forged during World War II.Medvedev made the call in a meeting Sunday morning with more than 20 veteran Chinese and Russian soldiers who participated in China's War of Resistance against Japanese Aggression (1937-1945), part of WWII.The Russian leader, who arrived in the northeast China's port city of Dalian Sunday morning, first laid flowers at a monument commemorating Soviet Union war martyrs.In the following meeting with Chinese and Russian veterans, Medvedev said Russians and Chinese forged profound friendship in their joint fight against the Nazis, and such friendship constituted the solid foundation for the relationship between the two countries.The Russian President thanked Russian and Chinese veterans for their contributions to peace.He also thanked China for renovating the memorial, which was one of more than 70 memorials commemorating Soviet Union war martyrs throughout China. All those memorials had been refurbished to mark the 65th anniversary of the victory of WWII.Dalian was the first stop of Medvedev's three-day visit to China. This was also Medvedev's second state visit to the country since he assumed presidency in May 2008.Later Sunday, Medvedev flew to Beijing to continue his state visit to China.During his stay in Beijing, Medvedev will hold talks with Chinese President Hu Jintao and call on other Chinese leaders, including top legislator Wu Bangguo and Premier Wen Jiabao.Medvedev will also travel to east China's metropolis of Shanghai, where, on the next day, he will meet with Chinese Vice President Xi Jinping and attend events marking the Russia Day at the ongoing World Expo, which runs from May 1 to Oct. 31.
