LIMA, May 5 (Xinhua) -- A total of 53.5 million people in Latin America and the Caribbean suffer from hunger or malnutrition, experts said at an international forum here Thursday.Juan Garcia, coordinator of the 5th work-group meeting of the Latin American and Caribbean Initiative Without Hunger, said the figure has not increased since 1990.Experts and officials from 13 countries gathered to discuss the challenges facing regional food security and advances that have been made, hoping to make cooperative efforts to eradicate hunger and malnutrition by the year 2025.Carcia said people affected most across the continent are still those living in rural areas as well as African descendants and indigenous people who suffer from "exclusion and inequality."The main cause of undernutrition is not lack of food-production capacity, but access to food, Carcia said.Six countries, Brazil, Ecuador, Venezuela, Guatemala, Honduras and Nicaragua, have approved food security laws with nine more in the process of doing so. The laws are considered as a way to ensure that local agricultural products are primarily used to feed the countries' own populations and not used for export.

BEIJING, Feb. 18 (Xinhua) -- China needs to reform funding methods for scientific and technological research in order to boost the nation's innovation capabilities, said officials and researchers attending a conference in Beijing Friday.The management of the government-funded research projects should also be reformed, State Councilor Liu Yandong said at the national conference on science and technology work.Liu stressed that reform, innovation and cooperation should be the keys for China's science and technology work over the next five years, when the government would increase funding for research in new strategic industries, such as new energy, biomedicine and high-end manufacturing.Last year, central and local government spending on science and technology development totaled 380 billion yuan (57.8 billion U.S. dollars), Science and Technology Minister Wan Gang said at the conference.Over the past five years, central government spending on science and technology development had grown by around 20 percent annually.However, some researchers have complained problems in the funding system actually hinder innovation and progress.Inflexibility in the management of government funds allowed researchers little freedom to adapt projects to developments in their fields, said Li Zhenzhen, a researcher at the Institute of Policy and Management under the Chinese Academy of Sciences (CAS).Chen Jie, a research fellow of the CAS' Institute of Microelectronics, said some authorities which oversee the spending of research funds had been rather rigid."In some cases, they are more interested in spending most of the funds on new equipment than scientists," Chen said in an earlier interview with Xinhua. BEIJING, Feb. 14 (Xinhua) -- A recent circular of China's film and television watchdog to cut smoking scenes in films and TV dramas has received welcome from supporters of tobacco control.Xu Guihua, deputy head of China Association on Tobacco Control (CATC), a non-profit organization, said the order of the State Administration of Radio, Film and Television (SARFT) demonstrates government determination to protect public health rights."Frequent smoking scenes in films and TV dramas do not accord with China's stance on tobacco control and mislead the public, especially the youth," said the SARFT in a recent circular.Tobacco brands or signs and smoking scenes with juveniles present should not be allowed to appear in films or TV dramas, it said, adding that scenes which have to show smoking should "last as short as possible."Hailing the order, Xu said the communication through media including movies and TV is among those factors that can influence people's attitude toward smoking.Deng Haihua, a spokesman with China's Ministry of Health, also said the SARFT's move will help prevent people, especially the young, from being misled by smoking scenes on screens.In a survey report issued in August 2010, the CATC said it found smoking scenes in 31 movies and 28 TV series after monitoring 40 Chinese movies and 30 local TV series.Another survey by Beijing Municipal Center for Disease Control and Prevention also showed students tend to follow the fashion after seeing actors smoke on TV or in films.China has more than 300 million smokers and 540 million more suffering from secondhand smoke.What is especially worrisome is that 11.5 percent of the country's juvenile smoke and the ratio is even increasing, according to experts.
