It’s time for us to re-connect with old friends and connect with new ones."Museum staff will also have their temperatures screened daily before entering the museum.The Air and Space Museum is one of many local attractions and theme parks that will be able to reopen starting Friday. Last week, state officials released guidance for these businesses to follow amid the coronavirus pandemic, which can be found here.Other attractions, including SeaWorld San Diego, Legoland California, and the USS Midway plan to reopen on July 1. SAN DIEGO (KGTV) - The Rancho Bernardo area could be getting its first legal marijuana dispensary.Will Senn, the President and Founder of URBN Leaf, has plans to open a dispensary in a strip mall at 16375 Bernardo Center Drive, just east of the 15 Freeway.A Conditional Use Permit filed with the city says it will be a 6,647 square foot business, the first of its kind in City Council District 5."There's a big demand, for sure," says Senn. His company owns two other URBN Leaf stores in San Diego County. He says people from the Rancho Bernardo area drive to his other locations frequently. He also says they receive delivery requests to the neighborhood. "We're excited about the opportunity, we think the community does need it," says Senn.Community members disagree. They say it's the wrong place for a dispensary.City law allows just four dispensaries per City Council District. Right now there are none in District 5, which includes Rancho Bernardo, Scripps Ranch, Carmel Mountain, Rancho Penasquitos, Torrey Highlands and San Pasqual.There are already 23 other marijuana dispensaries operating throughout San Diego.Senn's permit application is the only one on file with the city for District 5.The city's rules governing the placement of dispensaries say they must be at least, "1,000 feet from resource and population-based city parks, churches, child care centers, playgrounds, libraries owned and operated by the City of San Diego, minor-oriented facilities, residential care facilities, and schools."Opponents say the new dispensary would be within 1,000 feet of the Hope United Lutheran Church on Bernardo Center Drive. They also say two other storefronts within the strip mall qualify as "minor-oriented facilities," the Kumon Math and Reading Center, and the Little Artists studio.Senn says that's not the case."We're 1,000 feet away from the church," he says. "And there is some language in other projects that have been approved by the planning commission that is consistent with our project."Opponents will have their chance to voice their concerns Tuesday night at the Rancho Bernardo Development Review Committee Meeting. It will be held at 6 pm at the Rancho Bernardo Library on 17110 Bernardo Center Drive.Senn says he plans to listen to all of the comments and take the community's concerns to heart. But, he adds that his company's track record of running other dispensaries makes them good partners who know how to operate legally."We like to tread lightly and be delicate when we enter a new market," says Senn. "But we do have experience. We've been doing this for a long time. And there's no better company prepared to enter a market like Rancho Bernardo than Urbn Leaf." 2706

The city had earned the nickname "the Mississippi of the West," according to historians Seth Mallios and Breana Campbell. African Americans were denied loans from banks, housing outside of segregated neighborhoods, and refused entrance by some business owners, the authors wrote.Nonetheless, King's presence in town was well-regarded by those who watched him speak at San Diego State College (now San Diego State University) and California Western University (now Point Loma Nazarene University). One witness recalls King, “was very warm … very genuine [and] seemed to be very caring and sincere ... He spoke to me as though I was someone he was very familiar with.”In his CWU speech, King is quoted as saying:"And may I say to you, my friends, that I still have faith in the future. I know these are difficult moments and so many of us are faced with problems day in and day out. And I know that we are still at the bottom of the economic ladder, still the last hired and the first fired. I know that we are forced to stand amidst conditions of oppression, trampled over day in and day night by the iron feet of injustice. SAN DIEGO (KGTV) -- The San Diego County District Attorney announced Monday that criminal charges have been filed against a former San Diego Sheriff’s deputy accused of fatally shooting a detainee.Former deputy Aaron Russell, 23, is being charged with murder in the second degree after being accused of shooting and killing Nicholas Bils, 36, who escaped from a California State Park Officer’s car outside San Diego Central Jail on May 1. Bils was allegedly running away from officers unarmed when he was shot. He was initially arrested for reportedly threatening a ranger with a golf club at Old Town San Diego State Park.RELATED: San Diego County sheriff’s deputy who fatally shot escaped detainee resigns from department“We reached the decision to file criminal charges following a thorough review of all the objective facts and evidence in this case by specialized prosecutors and investigators in our Special Operations Division,” said San Diego County District Attorney Summer Stephan.“When a life is taken, we must make decisions based in facts and law, and not ones that are influenced by the status of the accused as a peace officer nor the status of the victim. These decisions must be made solely in the interest of justice and not based on favoritism nor public opinion. SAN DIEGO (KGTV) -- There is road rash on his forehead and a smile on his face. "Just hangin' in there, man."Julio Vazquez is in a hospital bed at U.C.S.D. Medical Center in Hillcrest, his broken leg in a cast from above the knee to his toes.  "The pain I have is in my right leg.  Once I move it, it's a crazy pain, really bad. My right rib, one is broken and when I raise my voice, it hurts really bad."It was Sunday night about midnight in Ocean Beach. He had pulled over to assist a stranded couple on the shoulder of Sunset Cliffs Blvd.  The Ocean Beach man was trying to help start their white Lexus when another car slammed into them. The impact peeled back the door of the Lexus and propelled Julio into the air, over his own car, and into the ditch.Paramedics were soon on-scene; as his wife and two young children watched.Vazquez was doing a good deed; and paying a price for it.  "Stuff happens. Doesn't make me feel bad. It's just something I do when I see somebody needs help."Now he needs help; could be off work for several months and people are responding.  A GoFundMe page was set up to help offset costs; asking ,000.    "It feels great! Never thought so many people were gonna be helping me: people texting, social media, something surprising."As for the driver who took off, he said,   "If I was in his position, I'd go to the police."Despite the pain and his uncertain future.  "I don't have anger at nobody. There's a lot of types of people, gotta fight it and deal with it but no anger, never."Witnesses said the suspect car might be a green Subaru; likely to have front end damage.  No arrests have been made. 1759
