SAN DIEGO (KGTV) — Rallies were held in six different states in what organizers are calling "The March for Reparations to African people."Crowds gathered at the waterfront in downtown San Diego Saturday afternoon wearing masks with signs in hand.Among them was Wendy Craig, who is part of the UHURU Solidarity Movement, the group that organized the rally. Craig says they’re calling on people to do more acting and less talking. You have to take a material stand of solidarity and turn over the stolen resources."Craig says many people that registered to participate in this event also raised money towards a collective reparations goal. She says there’s been an increase in involvement this year, which she believes is attributed to current events. "Four years ago when we organized a march for reparations we did not have a lot of success. But that was shifted through the George Floyd protests, and Breonna Taylor. That shift has brought a lot of unity to what we’re doing," Craig said.Collectively, this organization had set a goal of raising ,000. SAN DIEGO (KGTV) - San Diego County Supervisors are responding to a Team 10 investigation detailing the death of a child in foster care.Tyler Walter died Sept. 22, 2018. The cause of death listed on his autopsy is blunt head trauma.In a claim filed against the County of San Diego, Lisa Walter stated that her son Tyler, "was healthy when he was in my care he was thriving, he needed his mother and placing him with my 19-year-old niece was negligent."A representative for San Diego County Supervisors Greg Cox and Nathan Fletcher, Co-Chairs of the county's Child & Family Strengthening Advisory Board, says they can't comment on the specific situation in question because it represents ongoing litigation.RELATED: Mother claims San Diego County was negligent in death of her child while in Foster CareThe supervisors did release a statement about the child welfare system overall saying, "Any day a child dies is a horrifically sad day. Our child welfare system in America exists to protect children and preserve families, and we take that responsibility seriously. As a County, we are currently engaged in the process of evaluation and change to ensure we are doing everything possible to protect children and preserve families."In March the County Board of Supervisors approved creating the Child and Family Strengthening Advisory Board to help prevent and respond to child abuse and neglect.According to county officials, the new advisory board will serve as a platform for collaboration and transparent monitoring of the child welfare system to ensure the safety and well-being of children and families.A grand jury report released in June found multiple gaps in institutional safety and training in the Child Welfare Services division of San Diego County's Health and Human Services Agency.The grand jury found that most social workers are overworked and often spend as much or more time on administrative work than interacting with foster children and families, resulting in poor communication and coordination.CWS staff and foster parents also lack the proper training to offer trauma-informed care or support for victims of human trafficking, according to the report. 2188

SAN DIEGO (KGTV) — San Diego County reported 409 new coronavirus cases Thursday and a single-day record of 17 new deaths from the virus.Thursday's new cases had a 4% positive rate out of 10,434 reported tests, according to the county, bringing the region's total to 21,855 cases. The county's new deaths brought the county's death toll to 465. Eleven men and six women died between July 2 and July 15, and their ages ranged from 51 to 90 years of age. All but one had underlying conditions.The county also reported one new community outbreak traced to a gym, bringing the region's total to 14 community outbreaks in one week — double the region's trigger.Of the region's total COVID-19 cases, the county says 2,127 or 9.7% have needed hospitalization, and 558 or 2.6% of all cases and 26.2% of hospitalized cases were admitted to an intensive care unit.The county remained above the state’s threshold of no more than 100 cases per every 100,000 residents at 153.2 cases. 978

SAN DIEGO (KGTV) -- San Diego police are investigating how a teenager ended up unconscious near a Walgreens store in Chollas View after her mother reported the girl had been kidnapped.The 13-year-old girl's mother called police shortly after 4 p.m. Monday and said her daughter was supposed to be at a friend’s house, but she later learned her daughter somehow ended up with a man she didn’t know.It is unclear how the woman determined her daughter was with the man.About 20 minutes later, police found the teen unconscious but breathing in the 600 block of Euclid Avenue. She was taken to the hospital, but her condition is unknown.Police said they are looking for the man that was believed with the teen. He is described as Hispanic, in his early 20s, with long hair. He was wearing reading glasses, a white T-shirt and possibly a black baseball cap. 860
