SAN DIEGO (CNS) - Despite an adjusted daily COVID-19 case rate of 7 per 100,000 population, San Diego County was again able to avoid being pushed into the most restrictive purple tier of California's four-tier reopening system.High rates of testing helped the county stay in the red tier, county officials said. If a county reports statistics meeting metrics in a higher tier for two consecutive weeks, it will move into that more restrictive tier for a minimum of three weeks.The state's health equity metric, which looks at the testing positivity for areas with the lowest healthy conditions, dropped from 5.7 to 5.5% and remained in the red tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.County public health officials reported 265 new COVID-19 infections and four deaths related to the illness Tuesday, raising the region's total case count to 53,000 and the death toll to 857.Four men died between Oct. 11 and Oct. 18, and their ages ranged from mid-50s to early 80s. All had underlying medical conditions.Of the 9,110 tests reported Tuesday, 3% returned positive, bringing the 14-day rolling average percentage of positive cases to 2.8%, far below the state-set target of less than 8%.Of the total COVID-19 cases in the county, 3,788 or 7.1% have been hospitalized, with 876 -- or 1.7% -- spending at least some time in an intensive care unit.Five new community outbreaks were reported Tuesday, two in businesses, one in a restaurant/bar setting, one in a K-12 school setting and one in a faith-based institution. SAN DIEGO (CNS) - A woman who caught herself on fire in her kitchen and her husband were burned when he rushed in to help his wife inside their home in the Bay Terraces neighborhood Sunday, fire officials said.The stove fire inside a home on the 7500 block of Careybrook Lane ignited about 3 p.m. Sunday, fire officials said.The husband used whatever he could find in order to help his wife, San Diego Fire Department Battalion Chief Brian Raines said."Eventually, there was water used from a bathroom," San Diego police Lt. Mike Ramsay told the station. "But due to whatever was used (by the husband) part of the flash, part of the fire, his clothing caught on fire."The husband and wife were taken to the UCSD hospital burn center. SAN DIEGO (CNS) - County supervisors Wednesday unanimously approved the .1 million purchase of a nearly seven-acre parcel for a park in the community of Fallbrook.The 6.8-acre property, owned by Barr Ranch LLC, is located south of Fallbrook Road between Morro and Golden roads.Supervisor Jim Desmond, whose district includes Fallbrook, said the town doesn't have enough parks. He added the county will hold meetings with residents to see what kind of amenities residents would like included. He said some early requests include playgrounds and a skate park.Fallbrook currently has three local parks, providing 1 acre per 1,000 residents. That number doesn't meet the General Plan goal of 10 acres of local parkland for that same number of people.Money for the park purchase will come from a community development block grant, according to county documents. SAN DIEGO (CNS) - A San Diego man was sentenced Thursday to nearly four years in federal prison for his role in a scheme that took millions of dollars from U.S. servicemembers by utilizing stolen identity information.Trorice Crawford, 33, pleaded guilty last December to one count of conspiracy to launder monetary instruments for his part in facilitating the thefts of funds from thousands of military members' bank accounts.U.S. District Judge Orlando Garcia imposed a 46-month sentence and also ordered Crawford to pay 3,700 in restitution. He will also be placed on three years of supervised release after completing his prison term.According to the Department of Justice, the scheme began when co-defendant Frederick Brown, 38, of Las Vegas, was working as a civilian medical records administrator at a U.S. Army installation in South Korea.Prosecutors say that while logged into an Armed Forces database providing the names, social security numbers, DOD ID numbers, dates of birth and contact information of thousands of military members, Brown obtained the servicemembers' personal information and gave that information to one of his co-defendants.Crawford's role involved recruiting at least 30 people who allowed the defendants to funnel the stolen funds into their bank accounts, according to the Department of Justice. He also oversaw transfers of the money to co-defendants overseas.For his part, Crawford took a percentage of the stolen funds. The resolution condemns anti-Semitism, white supremacy, white nationalism and other forms of hatred as antithetical to ``American values of dignity and respect for all people.'' It also expresses hope that the three injured survivors of the attack make a full and swift recovery and includes a call to honor the memory of Lori Gilbert Kaye, 60, who died at the scene of the shooting that occurred during a celebration of the end of the eight-day Jewish holiday of Passover. ``The rising threat of white nationalism and white supremacy is in direct contradiction with the highest ideals of our country, and I urge my colleagues to join me in supporting this resolution to condemn this despicable hate,'' Harris said. ``Hate has no place in our country,'' Feinstein said. ``Our resolution condemns the anti-Semitic attack on Congregation Chabad and reaffirms our nation's values of openness and tolerance so all Americans can worship freely without fear of violence.''
