SAN DIEGO (KGTV) — San Diego Police are searching for an at-risk teenager who disappeared from the Carmel Valley area on Sunday.Police say Nevaeh "Marie" Corbin, 14, was last seen at about 1:30 p.m. leaving her home on Sunday in the Carmel Valley area. Police say Corbin left on foot and said she was going for a walk at an unknown location. Corbin is diagnosed with borderline personality disorder and depression, police added.Corbin is described as a Caucasian female with black hair and blue eyes, and is about 5-feet, 8-inches tall and 175 pounds.She was last seen wearing a multi-colored tank top, black leggings, a pink and black Apple watch, and multi-colored blue shoes.Anyone with information is asked to call police at 619-531-2000. 750
SAN DIEGO (KGTV) - Researchers at UC San Diego Health say they can make a COVID-19 contact tracing app for smartphones but the technology may be getting pushback because of privacy concerns.On Tuesday, ABC10 News spoke to UC San Diego Health Chief Information Officer Dr. Christopher Longhurst about the app that he's offered to develop and study for San Diego County."From a University of California stand point, we're comfortable endorsing this as an appropriate means of helping control this pandemic more quickly while preserving the privacy of our citizens," he told ABC10 News.He said the app would look a lot like Canada's app which was released last Friday. Using a tool created by Apple and Google, it produces random codes and uses Bluetooth to ping other users' phones and share those codes when two people are physically close to each other. "So, the idea is that if I were diagnosed with COVID-19, I would then be given a code [and voluntarily opt in to] put that code into my exposure notification app and that would let other people know who had been near me that they might have been exposed and should be tested," he added.ABC10 News asked Dr. Longhurst about what situations could make it more effective than using human contact tracers. "Contact tracing is a methodology that's been around for 50 years and we've used it for sexually transmitted infections and other outbreaks. It works really well when you're talking about who you might have been intimate with. It's much harder when you think about who you breathed air with. [Additionally], there's limits to being able to actually contact those folks," he responded.When asked about why the technology isn't being implemented in San Diego County, he told ABC10 News, "Our partners at San Diego County Public Health have been very enthusiastic about embracing this new technology but the Apple and Google API can only be used by state public health agencies so we're dependent on the state of California to approve moving this forward."Other countries have moved forward but the U.S. has been slower. Dr. Longhurst attributes that to privacy concerns, but said the program protects anonymity and doesn't track location. "We've really closely evaluated this technology and we believe that the privacy preserving goals have been met," he added.On Tuesday, San Diego County officials confirmed that it's the state of California's decision to go forward and added in part, "If there is an opportunity for the County to partner with the state in a pilot, we would be open to further discussions about this."The California Department of Public Health sent the following response to ABC10 News."The state’s contact tracing program isn’t using contact tracing smartphone technology. Contact tracing involves notifying people who have been in close contact with an infected person to prevent the disease from spreading to others, and most of that work can be done by phone, text, email and chat.We are aware of San Diego's interest in utilizing a contact tracing application. We continue to focus on standing up the manual contact tracing process (via phone, text, email and chat) and the data management tool that assists our contact tracing workforce." 3226
SAN DIEGO (KGTV) - San Diego County is taking another jab at tackling the housing crisis. In a press conference Wednesday, Supervisor Dianne Jacob revealed a set of pre-approved plans to build granny flats throughout the county. Homeowners can choose between plans for a 600 or 1,200 square foot designs. The program can help homeowners save up to ,000 in design and permit fees. Tom Tanner recently built a granny flat on his home in Lakeside. "I was looking for that additional income to offset the cost of everything," said Tanner. "If it’s doable, yea, do it it all comes down to the numbers, how much they can afford what they’re going to get back."The county is currently working on developing four other designs for homeowners to choose from. SAN DIEGO (KGTV) - Rent isn't the only thing in San Diego on the rise - so are the costs and fees associated with it. A recent study from HotPads, a Zillow-owned site, says San Diegans can pay ,270 per year in overlooked costs and fees that come with moving. The includes security and pet deposits, pet rent and parking. The biggest chunk comes from the security deposit, which is typically one month's rent. In all, it works out to an additional 6 per month. "As rent prices continue to rise and rent affordability remains a concern, it is important for renters to consider all their potential expenses before planning a move," said Joshua Clark, economist at HotPads. "There's all kinds of things they might charge you for at move-in, so you want to be sure to check before you sign anything," she said. Steingrebe focuses largely on downtown, renting out privately owned condos. She says some buildings even require tenants hire move-in coordinators to make sure things go smoothly and not disturb other residents. Renters don't pay the HOA directly, but landlord's can pass along any sort of fines or violations they commit. "Unauthorized moves, these buildings downtown, you can't just walk in with your couch, you have to schedule it," Steingrebe said, adding dumping trash inappropriately can also lead to fines. The biggest financial issues that arise for renters come at the end of a lease, when it comes to getting a security deposit refunded, Steingrebe said. She said the best defense is to document with photos and text any damage or issues that occur throughout the year, starting with an initial move-in inspection. SAN DIEGO (KGTV) – Roughly 24 hours after stepping foot on Hawaiian soil, San Diego mother Christina Adele said that she and her family flew back home from vacation once Hawaiian state health officials had them quarantine after not accepting their negative test results.“I was in tears,” she told ABC10 News. She said that before the trip she checked Hawaii's entry checklist which requires a negative nucleic acid amplification test performed by a trusted partner, including CVS Pharmacy. She said that she and her family went to a CVS in Poway to get tested, which is where she said that she clarified with CVS staff that their testing would be adequate. “I said, ‘We're going to Hawaii. We need to make sure this is not an antigen or antibody test,’ and they assured me it wasn't,” she added.The family’s excitement quickly faded after their plane touched down in Hawaii. Adele said that Hawaiian health officials did not accept their tests and said that her family was instructed to quarantine for 14 days in their room at their resort.“[The resort staff said] if we see you out at all we're going to call the Hawaiian Police Department and you will go to jail,” she told ABC10 News. “I didn't pack much of anything for my son. I had some diapers and some things but I was thinking I was going to buy all that stuff in Hawaii.”She said her family couldn’t handle the quarantine so they flew back home the next day.“[I got] an email saying that [Hawaiian health officials] reread our COVID tests and they actually are valid and we could be immediately released from quarantine," she said a day after returning home.Part of the email reads: "Aloha, your COVID test has been read and you have been released from quarantine."“The whole ridiculous part is we had the negative COVID tests from the trusted partner,” she added.State health officials in Hawaii emailed the following to ABC10 News: 1901
