SEOUL, Nov. 11 (Xinhua) -- China is willing to deepen economic and trade cooperation and strengthen bilateral ties with the United States in a "constructive manner", a senior official from China's Ministry of Commerce said here Thursday. At a press conference held Thursday evening, Yu Jianhua, director general of the International Trade and Economic Affairs Department of Ministry of Commerce, said China does not want to get into confrontation with the United States in trade and exchange rate issues, though its second round of quantitative easing will have great impact on China and other emerging economies."On the contrary, we are willing to deepen economic and trade cooperation with the United States in a constructive manner," said Yu, who is also a member of the Chinese delegation to the G20 Seoul Summit which opened Thursday evening. He said Chinese Premier Wen Jiabao also proposed to deepen the bilateral economic and trade cooperation during a meeting with U.S. President Barak Obama in New York last September."Therefore, much common ground can be found in the China-U.S. cooperation. I am optimistic on the future of the two countries' relations," Yu said. Yu also stressed that China hopes to deal with the trade and currency issues through dialogue. These issues should not be politicized or internationalized, and bilateral issues should not develop to a multilateral one. Otherwise the existing issues would become more complicated, he said.On Thursday afternoon, Chinese President Hu Jintao met with U.S. President Obama in Seoul, the host for the G20 Summit. The two heads of state exchanged in-depth opinions on the Sino-U.S. relations and common concerned international and regional issues, and reached consensus.Chinese delegation spokesman Ma Zhaoxu told the press conference that both the two leaders agree that boosting Sino-U.S. relationship to a higher level, against the backdrop of the profoundly changing international circumstances, will not only concern the two countries but also the future of the world.

BEIJING, Dec. 29 (Xinhua) - Offenders of China's new regulations on waste electronic equipment could face fines up to 500,000 yuan (75,450 U.S. dollar), after it becomes effective on Saturday. The regulations could be regarded as the country's latest effort to promote comprehensive utilization of resources and environmentally friendly economy, Wan Bentai, chief engineer of the Ministry of Environmental Protection, said Tuesday. The ministry has introduced a set of supplementary guidelines for the implementation, which, for example, specify rules and procedures regarding issues including recyclers' qualification and governmental subsidies to e-waste recycling initiatives, Wan said.Recyclers which engage in e-waste recycling business without certificates could face fines ranging from 50,000 yuan to 500,000 yuan, according to the regulation.Wan estimated that nearly 30 million units of televisions, refrigerators, washing machines, air conditioners and computers were discarded in China each year. Those e-wastes, sometimes simply burned or soaked in strong acid, had severely polluted the environment in many locations in the past, said Wan.He believed that the new regulation made "remarkable progress" in environmental protection by extending manufacturers' responsibility into the post-use recycling of their products.

BEIJING, Nov. 26 (Xinhua) -- The National Development and Reform Commission (NDRC), China's economic planner and price regulator, said Friday it has asked local governments to crack down on some gas stations selling diesel above the state-set prices.NDRC investigators found some gas stations have been selling diesel above state-set prices in the provinces of Sichuan, Hubei, Henan, Zhejiang, Jiangsu, Liaoning, Jiangxi and Shanxi and Chongqing Municipality. The NDRC has requested local governments to punish the offending gas stations. The stations were ordered to stop overcharging and turn over illegal incomes to authorities, according to a statement on the NDRC web-site.Also, the stations would receive punitive fines, it said.Among the violators, Yueyuan gas station in Xichang, Sichuan Province, sold No. 0 diesel for 9 yuan (1.35 U.S. dollars) per liter, as against the state-set 6.55 yuan. The NDRC said that consumers can call 12358 to complain about diesel overpricing and the price regulators will respond quickly. The latest measures were adopted in the wake of those publicized Tuesday, which were aimed to stop some refiners and diesel wholesalers from overcharging. An unprecedented diesel shortage has hit China's cities and markets, leading some wholesalers and gas stations to sell diesel above the state-set prices.Due to the diesel shortage, some enterprises suspended production and express deliveries turned into "snail deliveries."People found that it took much longer for buses to arrive and even some crematories found it hard to get enough diesel for cremations."We can't find enough diesel. Ten of the trucks in our company can't go out to deliver cargo. Our businesses are affected," said Du Zhanhai, head of a freight transportation company in Tangshan, north China's Hebei Province. The deadline for China's planned reduction in energy consumption is approaching. The country announced that it would reduce energy consumption by 20 percent per GDP unit during the 11th Five-Year Plan (2006-2010).
