SAN DIEGO (CNS) - An SUV struck and killed a 63-year-old woman as she was crossing a street in the Talmadge area, police said Tuesday.It happened around 5 p.m. Monday in the 4600 block of El Cajon Boulevard, between 46th and 47th streets, San Diego police Officer John Buttle said.A 79-year-old man was driving a 2008 Lexus SUV westbound on El Cajon Boulevard near Menlo Avenue when he struck the pedestrian as she was attempting to cross El Cajon Boulevard southbound outside a crosswalk, Buttle said.The woman was trapped under the SUV before crews freed her and took her to a hospital, where she was pronounced dead, the officer said. The victim's name was withheld pending family notification.The SUV driver remained at the scene and intoxication was not believed to have been a factor in the crash, Buttle said. 824

The crimes occurred on at least a half-dozen occasions during March and victimized retirement-age Hispanic women in various local communities, including Vista and the city of San Diego, said Sgt. Karl Miller of the sheriff's Financial Crimes/Elder Abuse Unit. To con the victims, one of the perpetrators, calling herself Francisca, approaches them at grocery stores and initiates conversations in Spanish, according to investigators. During the interactions, the crook claims to have a friend with a winning lottery ticket who cannot claim the prize because he or she is not a U.S. citizen. At that point, a man who goes by the name Jose wanders up and pretends to overhear the women. He chimes in, saying he knows of a way to get the lottery winnings, if the victims are willing to provide upfront money. If they do, he promises, they will get a portion of the monetary prize. At that point, the swindlers drive the victims' banks or homes to get cash. Once the thieves have the money, they drop the victims off in an unfamiliar location, leaving them stranded until they can get help. The targeted women have lost between ,500 and ,000 each, according to sheriff's investigators. The female perpetrator is described as 40 to 65 years old, with dark hair and a medium build. Her accomplice stand about 5 feet, 6 inches tall, has short black hair and is heavyset. Both are Hispanic, with accents that do not sound Mexican in origin. Surveillance cameras have captured images of the thieves. Anyone who might be able to help identify the perpetrators are asked to call San Diego County Crime Stoppers at (888) 580-8477 or contact the agency online sdcrimestoppers.org. The lawsuit cites recent figures indicating restaurants/bars, retail businesses, places of worship, schools and gyms make up a small percentage of confirmed community outbreaks.San Diego County Public Health Officer Dr. Wilma Wooten recently submitted an adjudication request to the state seeking to have San Diego County remain in the red tier. The request was rejected by the state last week."Penalizing the impacted sectors for case increases is wrong, as these sectors continue to do the right things, while trying to weather the ongoing pandemic and the back forth of reopenings," Wooten's request states.The businesses allege in their complaint that they may be forced to shut down permanently if the shutdown is not averted. Each business said it has had to undergo significant closures due to the pandemic, despite abiding by public health orders and implementing safety measures to remain in compliance with the orders. 1708

  

SAN DIEGO (CNS) - Authorities reached out to the public Thursday for help in identifying a motorist involved in a hit-and-run that killed a pedestrian last week in a Chollas Creek-area neighborhood.The 48-year-old victim was standing next to a parked vehicle along the west curb line of the 5300 block of Chollas Parkway shortly before 1 a.m. Friday when a dark-colored car traveling to the south at high speed on the wrong side of the street hit him, according to San Diego police.Following the fatal impact, the motorist stopped momentarily, then drove off, Officer Robert Heims said.The victim, whose name has been withheld pending family notification, died at the scene.Surveillance cameras captured images of the vehicle -- a four-door sedan, possibly a Lexus or Toyota with a lowered suspension. Police have no description of the driver.Anyone who might be able to help investigators track down the motorist or vehicle is asked to call San Diego County Crime Stoppers at 888-580-8477 or contact the agency online at sdcrimestoppers.org. SAN DIEGO (CNS) - Just after midnight, a full rail closure between Oceanside and San Diego to accommodate work along the passenger and freight rail line will go into effect and continue until 5 a.m. Monday.The closure will affect four rail services operating on the San Diego segment of the Los Angeles-San Diego-San Luis Obispo Rail Corridor: North County Transit District COASTER, Metrolink, Amtrak and the freight carrier BNSF.On Monday, riders are encouraged to plan for increased travel time as trains could be delayed.Full rail closures are routinely scheduled to advance rail construction and ensure worker safety. During the upcoming closure, construction activities are planned for the Del Mar Bluffs Stabilization project and the Mid-Coast Trolley project.In Del Mar, stabilization work continues on the bluffs. Crews will weld and test tieback anchors along previously placed support columns and pour concrete for retaining wall installation on the upper bluffs near 12th Street. Crews will also place concrete panels along previously installed support columns and backfill the area on the upper bluffs north of Torrey Pines State Beach.Officials said the Del Mar Bluffs Stabilization 4 project to repair drainage infrastructure and stabilize portions of the 1.6 miles of coastal bluffs is scheduled to be complete this fall.In San Diego, ongoing construction activities are planned throughout the Mid-Coast Trolley corridor. Crews will perform improvements to the surface of the trolley tracks, including tamping the rail -- a process that secures the rail to avoid misalignment once in use.The Mid-Coast Trolley project will extend UC San Diego Blue Line Trolley service from the Santa Fe Depot in Downtown San Diego north to the University area and is anticipated to be complete by late 2021.During all construction, nearby residents and businesses can expect intermittent noise and lights. 1912
