The mayor of Compton, California, has told the Los Angeles Times that she is launching a pilot program with a local non-profit that will give 800 residents a "guaranteed income" over the next two years.Compton Mayor Aja Brown told the Times that a non-profit called the Compton Pledge would select 800 low-income residents and distribute a "guaranteed income" to them for the next two years.According to the Times, the participants will be selected from a "pre-verified" list of low-income families in the area. Over the span of two years, the Compton Pledge plans to provide the families with "at least a few hundred dollars on a recurring basis" without any strings attached. The program will also provide families with financial guidance and track their spending and well-being throughout the process. While the Compton Pledge has not said where it is getting its funding or how much participants would receive, The Los Angeles Times reports that the program hopes to include a "representative sample" of the city's racial makeup in its participants.Once considered a fringe concept, the idea of a "universal basic income" has gained traction among left-wing politicians in recent years. Such a policy would provide all Americans with a monthly stipend which recipients would be free to spend as they see fit. Businessman Andrew Yang ran for the 2020 Democratic presidential nomination based on the idea. The concept gained further traction amid the COVID-19 pandemic when lawmakers agreed to provide most Americans with a ,200 check as the government shut down businesses to prevent the spread of the virus. While critics of a universal basic income claim such a policy would lead to high unemployment numbers and lead to spending on non-essential goods, some studies have shown that's not always the case. A similar program being conducted in Stockton, California, shows that recipients of basic income funds were mostly spent on food, clothes, and utility bills. 1975

The police officer who handcuffed and arrested a nurse for refusing to go against the hospital's policy on drawing blood said through an attorney that he would like to personally apologize for the incident, KUTV reported. Detective Jeff Payne faced criticism for the way he handled an incident in July where he requested hospital employees to draw blood from an unconscious driver who had just been in an accident without that driver's permission or a warrant. The hospital, citing legal precedent, has a policy of not drawing blood without permission or a court-ordered warrant. When nurse Alex Wubbels refused to draw blood, she was handcuffed and placed in the back of a police cruiser. "Jeff would love the chance to sit down and apologize for what happened here," attorney Greg Skordas told KUTV. "If he could do this over he would do it over differently."Payne, along with another officer, were placed on administrative leave by the Salt Lake City Police Department after video of the incident went viral. The department has also since updated it policy regarding blood draws."I think he would love the chance to talk to people about what happened and why it happened and how he would do it differently," Skordas told KUTV. 1262

The investigation into social media misconduct in the United State Marine Corps. has resulted in at least 55 Marines being punished, including seven courts-martial.USMC said Friday the cases stemming from a massive scandal into online misconduct "proved to be a symptom of a larger problem of bias and exclusion."The 55 Marines punished include seven special and summary courts-martial, six administrative separations, 15 non-judicial punishments, and 27 adverse administrative actions. At least 123 individuals have been investigated for incidents of misconduct involving the non-consensual distribution of explicit images, according to officials. Of those cases, 22 were of civilians outside Department of Defense jurisdiction and 101 were active-duty or reserve Marines.USMC said 82 cases concerning active-duty or reserve Marines have been ruled on while 19 await a decision. The Marine's investigation of the "Marines United" Facebook page prompted a full-scale look into misconduct across social media. Naval Criminal Investigative Service scanned nearly 131,000 images across 168 social media sites.Last year, nude photographs of female Marines and veterans from various military branches and other women were shared on the "Marines United" page. The accompanying posts were found to include obscene and threatening comments and showed women in various stages of undress. Some women were identified and others were not.
