SAN DIEGO (KGTV) - On Monday, San Diego City Attorney Mara Elliott announced that the courts officially ordered the closure of a notorious independent living facility home off Ewing Street in the College Area, following a lawsuit brought by the City last November.“The circumstances were egregious,” Elliott told ABC 10News on Monday. She said the facility is no longer allowed to operate anywhere in San Diego County.“It was filthy. There were bed bugs. There were roaches. The air quality was not good,” she added. Officers had reportedly been called out nearly 300 times for issues like disturbing the peace and suicide threats.Now, the facility’s manager, operator and owners are ordered to pay a collective 7,000 in fines and restitution for victims.Eric Ching represents the homeowners who claim they had no idea the property was being used as an independent living facility. “They’re in Hong Kong. They’re elderly…they own this property [and] have a property manager that was supposed to manage this property. They were unaware of this problem until last year,” he told ABC 10News.Generally, independent living facilities provide the most vulnerable people with a last chance for housing before becoming homeless. This house had ten people living inside using disability checks to pay rent of up to ,000 a month.Elliott said the closure was part of a bigger crackdown. “It is one of our biggest objectives at the City Attorney's Office. We feel like we're the office that can stand up for the little guy…the most vulnerable [person] who otherwise would have nobody else to call,” she added.Elliott said that the facility’s operator, Mark Rogers, is charged with elder abuse and threats in a separate criminal case, which is still unresolved in the courts.ABC 10 News reached out to the attorneys for the other parties involved and are waiting for replies. 1875

Keep going," said Hasan Ikhrata, the San Diego Association of Government's executive director. Ikhrata and his team unveiled its transit vision for the region Friday, with a target completion of 2050.The goal is to take the reliance off the car or make it more efficient for drivers with lanes that can change purposes based on traffic patterns. Still, it will come at a cost: 7 billion."It's expensive but I think it's worth the investment," Ikhrata said. "I think it's more expensive not to do it than to do it."Ikhrata says the plan will have to go to a public vote, and that it could involve a tax increase. SAN DIEGO (KGTV) - Newly unsealed court documents reveal how investigators were able to identify the suspected Church's Chicken shooter.Albert Lee Blake, 49, was arrested weeks after the shooting erupted inside of the Otay Mesa West restaurant. Blake is accused of shooting three employees and killing Maribel Ibanez. The shooting happened after an argument stemming from Blake allegedly trying to use a fake 0 dollar bill to purchase food. A number of witnesses gave similar descriptions of the man seen shooting inside of the Church's Chicken. Witnesses reported the man coming back into the restaurant after the argument, standing in line, then shooting at employees. They also said he calmly walked away after and got into a blue sedan.RELATED COVERAGE: Court documents reveal details in Church's Chicken murder investigationAccording to search warrant affidavits, surveillance footage from the area revealed the car used by the alleged shooter. Police ran the license plate through their database and found a match. The same vehicle was connected to a stop in September and the driver then was Albert Blake. SAN DIEGO (KGTV) - More than 140 women, children and their family members will live inside Golden Hall for at least the next three months.The theater's second floor concourse will serve as a temporary bridge shelter while the city installs a new shelter tent at the corner of 17th and Imperial. Father Joe's Villages will manage the shelter, which is to serve as a transition for homeless families to find permanent housing and get on their feet. A recent city report found about 1,500 people were sleeping on San Diego's streets. The families moving into Golden Hall had been living in a bridge tent shelter at 14th and Commercial. That shelter is being removed to make way for a Father Joe's 14-story affordable housing tower. Golden Hall will have on-site residential staff and security 24 hours a day. Deacon Jim Vargas, president of Father Joe's Villages, said Golden Hall's location will present challenges when it comes to delivering key services out of Father Joe's main campus across downtown. He said these next few months will be a good test to see if something longer term could work. "I personally would love, in addition to the tent, to have some brick and mortar," said Vargas. "And if this facility works out well we'd be happy to continue as a service provider."The city is installing the new tent at 17th and Commercial over the next few months. SAN DIEGO (KGTV) - More than 100 migrants detained in Texas were flown to San Diego's Lindbergh Field Friday for processing due to a backlog in the Rio Grande Valley sector, U.S. Border Patrol officials said. “Currently, ICE aircraft are providing flights from RGV Sector to Del Rio and San Diego Sectors. We are also transporting individuals from Yuma Sector to El Centro Sector and from the Rio Grande Valley Sector to the Laredo Sector by bus. These are additional steps DHS is taking to mitigate the challenges posed by the unprecedented number of people in CBP custody,” said Theron Francisco, Acting Supervisory Border Patrol Agent. Once in San Diego, the migrants were transported from the airport to the Border Patrol’s Brown Field Station in the South Bay. According to acting San Diego Border Patrol Chief Doug Harrison, the migrants will go through general processing and screening, with the hopes of adhering to the national 20-day detention rule. The detention rule states migrant families cannot be held in detention for more than 20 days. After the initial screening at the border station, Immigration and Customs Enforcement will take over processing. Prior to the Texas-to-San Diego transfer, the selected migrants -- most of them being families -- went through health screenings to determine if they were healthy enough for travel. Harrison said there will be three flights per week, with the planes being ICE-contracted commercial charter flights. Harrison added the Rio Grande Valley facility is 200 percent over capacity, making the transfer of migrants to San Diego necessary. “We got to give the people in Rio Grande Valley some relief,” he said. In addition to San Diego, Harrison said it’s possible that migrants from Texas could be transferred to border stations in Detroit, Buffalo and Miami. According to Harrison, as of May 10, border agents have apprehended over 500,000 migrants who have entered the U.S. illegally -- an average of over 4,500 per day. 1991
