YICHANG, Oct. 30 (Xinhua) -- China's Three Gorges Dam on Sunday reached its designed highest mark, the second time for the world's largest water control and hydropower project to run at full capacity.The water level hit 175 meters at 5 p.m. after storing water for nearly two months from the water level of 152 meters, said an official with the China Three Gorges Project Corporation (CTGPC), the developer of the project.A dozen hydropower turbo-generator units started operation on Sunday, generating power capacity of 8.2 million kw, said the official.The dam in central China's Hubei Province completed its first full-capacity test last October.Operating at full capacity should give full play to the dam's functions of generating hydroelectric power, delivering water to the lower reaches to alleviate spring droughts, and containing water from summer flooding, as required by the State Flood Control and Drought Relief Headquarters.The Three Gorges Project was launched in 1993 with a budget equivalent to 22.5 billion U.S. dollars.So far, monitoring shows the dam is operating smoothly.

BEIJING, Dec. 24 (Xinhua) -- Renowned China economist Li Yining said Saturday that adjusting the structure of China's economy is a "matter of life and death" while the structure of GDP is more important than its size.The focus of the country's economic structure adjustment now should be transforming the dual structure in the urban and rural economy, which causes the widening income gaps between urban and rural residents, Li said at the China Economic Forum.He also noted that the key to stimulating domestic demand is to raise the workers' wages.With the external demand waned, the Chinese government has attempted to turn to domestic consumers to take up the slack. UNITED NATIONS, Nov. 18 (Xinhua) -- China on Friday voiced its hope that countries concerned "will continue to appropriately address the issue" of the alleged plot to kill Saudi Arabian ambassador to the United States "through dialogue and make joint efforts to maintain peace and stability in the Middle East and the Gulf region."The statement came as Li Baodong, Chinese permanent representative to the United Nations, was addressing the UN General Assembly to explain the Chinese position on the issue after he abstained from voting on the draft resolution on the alleged Iranian involvement in the assassination plot."China hopes countries concerned will continue to appropriately address the issue through dialogue and make joint efforts to maintain peace and stability in the Middle East and the Gulf region," he said."At present, the case is highly complicated and sensitive," Li said. BEIJING, Oct. 10 (Xinhua) -- The State Council, or China's cabinet, announced on Monday it will tax all resource products starting Nov. 1, extending the resource tax on domestic sales of crude oil and natural gas from some regions to the entire country.The list of taxable resources widened from crude oil and natural gas to coal, rare earth, salt and metal from Nov. 1, according to the country's revised resource tax regulations.The expansion of the resource tax is part of China's efforts to encourage energy conservancy and limit environmental damage.Sales of crude oil and natural gas nationwide will be taxed at a rate between five and 10 percent of their sales value, according to the revised regulations.The regulations impose a sales tax ranging from eight (1.25 U.S. dollars) to 20 yuan per metric ton on coking coal and from 0.40 to 60 yuan per metric ton on rare earth ore.Taxes on other types of coal stood unchanged at 0.30 to five yuan per metric ton.The tax rate for other non-ferrous metals is set between 0.4 to 30 yuan per metric ton. Ferrous metals will be taxed at two to 30 yuan per metric ton.Taxes on precious non-metallic ore will be between 0.5 to 20 yuan per kg or per carat, while taxes on cheap non-metallic ore are set between 0.5to 20 yuan per metric or per cubic meter.China's current resource tax is levied based on production volume instead of sales value, thus preventing the government from benefiting from energy and commodity price increases.Nonetheless, energy giants and mining companies such as PetroChina and Sinopec have enjoyed large profit margins on the sale of resources under the current tax scheme.A resource tax on oil and natural gas was introduced at a rate of five percent in northwest China's Xinjiang Uygur Autonomous Region on June 1, 2010 before being extended to 11 other provinces in December last year.
