JULIAN, Calif. (KGTV) -- The threat of wildfires in Julian may be going down. SDG&E is installing underground power lines to help mitigate the fire risk. The project is also expected to keep critical facilities open during pre-emptive power outages. Not only will the work help prevent fires, it may also help keep power running when Santa Ana winds start picking up. Crews were hard at work Tuesday putting underground power lines near State Route 78 in Julian. It will help keep the power running to places like Julian’s schools, post office, library and their Cal Fire station. Phase one of the project is being done along Cape Horn Avenue. Many homes and facilities have lost power there during shutoffs in the past. While residents in Julian were happy about the changes, they know it won’t happen overnight. KANSAS CITY, Mo. - A woman was shot and killed about 3:30 Saturday morning in Kansas City, Missouri. Police responded to an ambulance call and discovered a woman shot. Kindrea Brown, 24 was found shot to death in her own bed.Janet Brown says she heard gunfire late Friday night but went to bed shortly thereafter. She had no idea that her youngest daughter, who was asleep in her bed, had been shot."I heard gunshots. That's all I heard. LA JOLLA, Calif. (KGTV) - A potentially flammable sea flare washed ashore at La Jolla Shores Tuesday, leading to a San Diego Fire-Rescue Bomb Squad investigation.A person who was walking on the beach near Kellogg Park found the flare canister and took it to the lifeguard station. The witness did not notify lifeguards, who found it about 3 p.m.Lifeguard Lt. Rich Stropky said the flare had not been detonated and still posed a danger, despite the presence of water in the canister.The device appears to be similar to an MK 58 Mod 1 marine location marker. An online description indicates the marker is designed to be a smoke and flames reference-point marker on the ocean’s surface. It is used for antisubmarine warfare, search-and-rescue operations, man-overboard markings, and as a target for practice bombings.The bomb squad reached out to the military Tuesday for guidance in the emergency. Troops from MCAS Miramar were called to the scene to investigate. Shortly after 8 p.m. Marines had removed the device and cleared the scene. There were no reports of injuries. 1089

  

KILLEEN, Texas - Homicide detectives in Killeen say they have arrested a Fort Hood soldier in connection to the 2019 homicide of 32-year-old Chelsea Cheatham.According to a police news report, Grafton was taken into custody on Tuesday and charged with first-degree murder.Back on June 3, 2019, the Killeen Police Department responded to the Days Inn Hotel in Killeen, where they located the victim, 32-year-old Cheatham. On September 2, 2020, the Texas Rangers informed KPD about the Sexual Assault Kit Initiative (SAKI) Program and the possibility of utilizing advanced DNA testing to help solve this case.After reviewing the investigation, the Texas Rangers and KPD identified 20-year-old Cory Grafton, a soldier from Fort Hood, as a possible suspect.Investigators interviewed Grafton about Cheatham’s death and collected a sample of his DNA. One of Grafton’s co-workers provided a statement to police that Grafton confessed to him about killing Cheatham.Investigators expedited the DNA test on Grafton’s sample, and on Nov. 3, the test results confirmed Grafton’s DNA matched the DNA found at the crime scene.
