SAN YSIDRO, Calif. (KGTV) - New restrictions in place at the border designed to slow the spread of COVID-19 are also drastically slowing traffic.Some commuters reported waiting seven, eight, nine hours trying to cross into San Ysidro from Mexico over the weekend.A woman in her late 80's died Sunday while waiting in a car with family to cross into San Ysidro, according to reporting partner Televisa.Emilio Tamez owns three restaurants in the South Bay, including one in San Ysidro. Many of his employees live in Tijuana."They're just hurting more businesses, and they're hurting the people who are holding the economy right now," said Tamez.The U.S. Customs and Border Protection Agency started implementing the new measures Friday. They're designed to discourage people from traveling to Mexico for non-essential travel."You've got this, history of many decades of people going across for work purposes or for business purposes things that have nothing to do with leisure or tourism, these are people whose livelihood depends on the border, so you're affecting that large group of people," said Gustavo De La Fuente, executive director of the Smart Border Coalition.De La Fuente said he understands the move to an extent."In some cases, people should stay home, if you want to go into Ensenada or Rosarito for tourism purposes, right now is not the best time to do it," said De La Fuente.A spokesman with CBP sent 10News a statement, that reads in part:"According to the U.S Customs and Border Protection, a recent survey of more than 100,000 travelers on the southwest border found that the vast majority of cross-border travel by U.S. citizens and lawful permanent residents is for purposes that are not deemed essential. To respond to the ongoing public health crisis and protect local southwest border communities, CBP is taking measures to discourage non-essential travel to and from Mexico to limit the spread of COVID-19 in the United States. "Tamez said it's the people working the hardest who will suffer the most."I find it to be very cruel, these people already, before would have to get up 3 hours early just to get to a job here," said Tamez.Similar measures are in place in Tucson, El Paso, and Laredo Texas. (KGTV) - A pedestrian was hit and killed Saturday morning while on a sidewalk in San Marcos, according to the San Diego Sheriff’s Department.The woman was walking on the 500 block of E. Mission Road around 11 a.m. when she was hit by a black BMW that jumped the curb. Skid marks show the car first tried to stop on the asphalt, then hit the curb, a teenage girl, a tree then a wall. Witnesses said the driver is a baseball player and senior at Mission Hills High School.7-Eleven employees told 10News, the victim is also a student. They said she was at school Saturday morning for dance team rehearsal and walked over to the 7-11 on Mulberry on her break to buy some snacks. On her walk back to school, they said she was hit and killed.Friends of the young woman gathered at the crash site to pay their respects, lay flowers and light candles Saturday night. The driver was not injured and stayed on scene to cooperate with investigators.The cause of the crash is under investigation.Students say that stretch of Mission Road is known for speeding. While the limit is 45 mph, they say the flow of traffic is often 10 miles above that. 1206

(KGTV) - Several immigrants' rights groups allege harassment and one man says he was strip-searched by Customs and Border Protection agents.The Southern Poverty Law Center, the Center for Constitutional Rights, and the American Immigration Council filed a motion requesting more information from the U.S. government regarding the detention of the Director of Al Otro Lado, calling their acts retaliation for helping asylum seekers.Hugo Castro, Director of Border Angels, Tijuana, spoke with 10News about his experience last December."I was sent to secondary for no reason," Castro said. He was in Mexicali for a doctor's appointment when he was detained by a CBP officer."The officer searched me, said I didn't have a weapon and was trying to grab me and I said hey, you don't need to grab me, just tell me what to do," He said the next 5 hours were unnerving. "They took my cellphone... after that they searched me, body search, and took off my shoes and look all around my, through my pants and underwear," he said looking at the ground.Castro said he was interrogated about migrants and the immigration rights' group Al Otro Lado."You know, if I was part of the caravan the organizers. If we were paying migrants, if we were helping migrants to cross the border."Castro said he explained to the officer he helps bring donations to nine shelters in Tijuana. Castro said he was detained for five and a half hours. He said he was detained again in January.Founder of Border Angels Enrique Morones was livid after he heard of the harassment."What happened to Hugo Castro and James Cordero both border angels, is outrageous, is absolutely outrageous and they're not the only two, there's other people I know who have been in the same situation," he said.SPLC, CCRT and the American Immigration Council claim alerts were placed on immigration lawyer's passports. 1886

  

Scooter company Lime is recalling one of its models from every city after realizing it could break apart while in use. The company says the model occasionally breaks "when subject to repeated abuse."The scooters were manufactured by a Chinese company called Okai, according to a Washington Post interview with Lime representatives. The Washington Post said it could not get in touch with Okai for comment.Lime plans to decommission any Okai scooters in its fleets.Those who experience the breaking scooter are typically leaving them where they break, and it has been difficult for the company to tally how many have broken, the Washington Post reports.This recall follows one issued a couple months ago stating some Lime scooters could catch fire. That recall of 2,000 scooters said some have batteries that smoldered and sometimes caught fire.The recall had a small impact in Lime's west coast markets. 911

  

Scientists are proposing an ingenious but as-yet-unproven way to tackle climate change: spraying sun-dimming chemicals into the Earth's atmosphere.The research by scientists at Harvard and Yale universities, published in the journal Environmental Research Letters, proposes using a technique known as stratospheric aerosol injection, which they say could cut the rate of global warming in half.The technique would involve spraying large amounts of sulfate particles into the Earth's lower stratosphere at altitudes as high as 12 miles. The scientists propose delivering the sulfates with specially designed high-altitude aircraft, balloons or large naval-style guns.Despite the technology being undeveloped and with no existing aircraft suitable for adaptation, the researchers say that "developing a new, purpose-built tanker with substantial payload capabilities would neither be technologically difficult nor prohibitively expensive."They estimate the total cost of launching a hypothetical system in 15 years' time at around .5 billion, with running costs of .25 billion a year over a 15-year period.The report does, however, acknowledge that the technique is purely hypothetical."We make no judgment about the desirability of SAI," the report states. "We simply show that a hypothetical deployment program commencing 15 years hence, while both highly uncertain and ambitious, would indeed be technically possible from an engineering perspective. It would also be remarkably inexpensive."The researchers also acknowledge potential risks: coordination between multiple countries in both hemispheres would be required, and stratospheric aerosol injection techniques could jeopardize crop yields, lead to droughts or cause extreme weather.The proposals also don't address the issue of rising greenhouse gas emissions, which are a leading cause of global warming.And despite the conviction of the report's authors, other experts were skeptical."From the point of view of climate economics, solar radiation management is still a much worse solution than greenhouse gas emissions: more costly and much more risky over the long run," said Philippe Thalmann of the école Polytechnique Fédérale de Lausanne, an expert in the economics of climate change.David Archer of the Department of Geophysical Science at the University of Chicago said, "The problem with engineering climate in this way is that it's only a temporary Band-Aid covering a problem that will persist essentially forever, actually hundreds of thousands of years for fossil fuel CO2 to finally go away naturally."It will be tempting to continue to procrastinate on cleaning up our energy system, but we'd be leaving the planet on a form of life-support. If a future generation failed to pay their climate bill they would get all of our warming all at once." 2830
