WASHINGTON (AP) — Defense Secretary Mark Esper said Monday that President Donald Trump gave him a direct order to allow a Navy SEAL accused of war crimes to retire without losing his SEAL status.Esper told reporters at the Pentagon that Trump’s order was the reason he announced Sunday that Chief Petty Officer Edward Gallagher would be allowed to retire with his Trident Pin, retaining his status as a SEAL.Last week Trump had tweeted that he wanted Gallagher to be allowed to retire as a SEAL, but Esper’s comments Monday revealed that Trump had given the defense secretary a direct order to make this happen.Gallagher was acquitted of murder in the stabbing death of an Islamic State militant captive but convicted of posing with the corpse while in Iraq in 2017.In his remarks, Esper also made the extraordinary accusation that Navy Secretary Richard Spencer last week had secretly offered to the White House to rig the Navy disciplinary process to ensure that Gallagher not lose his Trident. Spencer has not responded to requests for comment on Esper’s accusation. However, in a letter Sunday to Trump acknowledging his firing, Spencer gave a different version of his thinking.Spencer said he could not in good conscience follow an order that he believed would undermine the principle of good order and discipline in the military – suggesting that he had been -- or expected to be -- ordered to stop the peer-review process for Gallagher.Esper said he remains concerned, based on the Gallagher case and other trouble with battlefield behavior by the military, that soldiers, sailors, airmen and Marines are not properly and fully trained in ethical standards. He said he had ordered the Pentagon’s legal office to review how the military educates and trains service members on wartime ethics and the laws of armed conflict. The review also will look at how the services monitor, investigate and adjudicate adherence.In announcing Sunday that he had dismissed Spencer, Esper said he acted after learning of Spencer’s secret plan to guarantee the outcome of the Navy SEAL peer-review board that was scheduled to convene Dec. 2 with the goal of recommending whether Gallagher should be allowed to retain his Trident.Spencer had “proposed a deal whereby if the president allowed the Navy to handle the case, he would guarantee that Eddie Gallagher would be restored to rank, allowed to retain his Trident and permitted to retire,” Esper said.This was “completely contrary” to what Esper and the rest of the Pentagon leadership had agreed to, he said, and contrary to Spencer’s public position that the Navy disciplinary process should be allowed to play out with no interference.Esper said he had previously advocated for allowing the Navy peer-review board go forward Dec. 2. But when Trump gave him a “verbal instruction” Sunday to stop the process, he did so.“The commander in chief has certain constitutional rights and powers which he is free to exercise, as many presidents have done in the past,” Esper said. “Again, these are constitutional powers.”Esper did not say explicitly that he disagreed with Trump’s order.Once Trump gave the order, Esper said he responded, “Roger. I got it.”“I can control what I can control,” he told reporters. The president, he said, “has every right” to issue such an order.Esper said he had been “flabbergasted” when he learned at the White House on Friday that Spencer had gone behind his back to propose a secret deal.The White House did not immediately respond to a request for comment.Esper said that when he called the Navy secretary, “he was completely forthright in admitting what had been going on.”The next day, Saturday, Esper called Trump to tell him that he intended to fire Spencer and Trump supported the decision.On Sunday afternoon Esper called Spencer and told him he was being fired. The wrong-way driver, identified by Oklahoma authorities as 33-year-old Ashley Louise Ricks, survived the crash.Monday, Oklahoma authorities gave an update, saying witnesses smelled alcohol at the scene of the crash. Witnesses and 911 calls also reveal the woman was driving at a high rate of speed and in the wrong direction for at least nine miles before the fatal crash occurred. Authorities said they’re currently investigating her medical history, driver history and taking blood samples before making any charges.The family was driving back to Vista, near San Diego, so Lilly could make it back home in time for school to resume. A GoFundMe created by a family friend shows the kids called their dad and stepmom every day while on vacation, telling them about the fun they’d had on their trip.Sam Homant, the kids’ dad, and their stepmom Melissa Starnes said the last time they talked to their son, it was the night of the crash.“He was excited to come home. We had just got him a brand new bed, a brand new bed that he was just so excited for, this pillow top mattress and he was so excited. And that was the last thing that we said to him,” said Starnes.They described the kids as family oriented and special. Zachary had a creative and kind heart.“He could take Legos and create anything out of Legos. He loved to build, just a smart smart little boy. Very creative. Wanted to be an architect. His imagination was off the rack,” they said.Lilly had similar passions to many little girls her age, but also loved to ride her dad’s motorcycle with him.“She loved makeup and dancing and her dolls. As they grieve, these parents want answers.“They had such a bright future and it’s been taken away by this lady and we don’t know why. WASHINGTON — Speaker of the House Nancy Pelosi announced on Twitter Thursday the House and Senate have sent the bipartisan COVID relief bill to President Donald Trump to sign. The announcement comes after efforts to quickly increase direct payments from 0 to ,000 in the stimulus bill initially seemed to have failed to move forward Thursday. In a tweet, Pelosi stated, "The bipartisan COVID relief & omnibus bill has been enrolled. The House & Senate are now sending this important legislation #ForThePeople to the White House for the President’s signature. We urge him to sign this bill into law to give immediate relief to hard-working families!"Earlier Thursday, Pelosi issued a statement that the House will be back in session on Monday, "where we will hold a recorded vote on our stand-alone bill to increase economic impact payments to ,000."After months of negotiations, Congress agreed on and passed nearly a trillion dollars in relief aid Monday. The package includes up to 0 payments to individuals, in addition to supplemental jobless benefits, help for small businesses and a moratorium on evictions.The relief package was also attached to the overall .4 trillion government funding bill, which included federal spending and priorities for the next fiscal year across all departments and agencies.President Donald Trump, who had not personally been involved in the negotiations but rather had surrogates from the administration participate, tweeted a video Tuesday in which he indicated he may not sign the bill and called for larger checks to Americans, around ,000. The representative presiding over the session Thursday morning shot down both requests, saying that according to guidelines, legislation cannot be considered by unanimous consent unless there is the approval of bipartisan leadership. The Republican House leader Kevin McCarthy said the effort was to "re-examine how we spend taxpayer dollars on foreign aid - as President @realDonaldTrump called for." He then thanked Rep. WASHINGTON (AP) — A new study finds climate change is making stronger El Ninos, which change weather worldwide and heat up an already warming planet.Scientists looked at 33 El Ninos since 1901. This natural weather phenomenon is the warming of equatorial Pacific that triggers weather extremes across the globe.Since the 1970s, scientists have found El Ninos are forming farther to the west in warmer waters.Researchers led by the University of Hawaii say this leads to some stronger El Ninos.This is important because El Nino —especially strong ones — can trigger drought in some places, like Australia and India. And it can cause flooding in other areas like California.The study is in Monday's Proceedings of the National Academy of Sciences. 753
