(KGTV) - As Governor Gavin Newsom orders seven California counties to close bars to stop the spread of coronavirus, San Diego County made that same decision on their own and now, some San Diego bars are trying to figure out how to stay open to save their future.Related: San Diego County to close bars that don't serve food ahead of July 4 to slow COVID-19 spreadThe directive from the county states that bars, wineries and breweries have to close by July 1 if they don’t serve food. An outline of the rules states businesses have to offer a sit down, dine-in meal and any alcohol purchased has to be on the same transaction of the meal.The co-owners of Carriage House Lounge said they don’t meet this requirement, but they’re brainstorming ways to add food so they can stay open.“Now we gotta close again? At least if we can open a little bit with some food, maybe we can make enough to pay the rent anyway so we don’t get deeper behind,” said Andrew Haines.Haines said he and his business partner Rachel Dymond been back open for less than three weeks before this second closure. During that span when they were open between closures, they barely hit 50% for sales, which has been enough to pay rent and paychecks, but not bring in a profit. They said they can’t consider a second closure, so they’re talking about bringing in catering or partnering with a local restaurant to have food and be able to stay open.They’re not alone in this plan.Chad Cline has ownership in multiple San Diego bars and restaurants, which he says have also been hurting financially through the last three months. He said his businesses that don’t serve food are also going to now have a food option so they can meet new regulations and be able to stay open. Cline said he doesn’t agree with the thought process behind the new law.“I don’t think any rational person is going to be able to wrap their head around the difference between going to a table and having a drink and then going to that same table and having a drink and a hamburger and the second trip is okay but the first trip is not okay,” said Cline.When asked why the food distinction was made, Supervisor Nathan Fletcher said bars lead to impaired judgement which can impact carefulness, people spend more time in bars, the loud setting requires people to yell which can spread droplets and the congregating makes contact tracing more difficult.Cline said they’ll follow the rules but he isn’t happy with the leaders who made this decision.“We just play the game and go okay we have to serve food so we’ll serve food, but if I’m being completely clear it is kind of a game at this point because we’re just trying to exist and we just have to figure out how to follow the guidelines,” said Cline. 2922

SAN DIEGO, Calif. (KGTV) -- San Diegans have a new opportunity to go back to school without fear of being saddled with student loan debt.The San Diego Workforce Partnership and U.C. San Diego Extension are teaming up to create what's called an income share agreement. Here's how it works:People complete a roughly yearlong certificate program in digital marketing, business intelligence, front-end web design or java programming at UCSD Extension. The fund will front the student's entire tuition, plus support services to total about ,500. Grads only make payments on it if they have a job that pays at least ,000 a year. "Once you get a foothold in some of these jobs, your salary potential grows even faster," said Andy Hall, chief operating officer of the San Diego Workforce Partnership. Grads would be billed 6 to 8 percent of their pre-tax salary per month, but they'd never pay more than ,500. Plus, all payments top after three to five years. The idea is that the most successful grads can fund the next generation of those looking to retrain.Google.org, Strada Education Network and the James Irvine Foundation are backing the program, along with an anonymous donor. (KGTV): City leaders in San Diego want to bring another major military attraction to America's Finest City.On Tuesday, the City Council will vote on a resolution showing their support for bringing the National Medal of Honor Museum to town.The resolution touts the city's strong military ties and thriving tourism industry as reasons for why the Museum should pick San Diego.Right now, the National Medal of Honor Museum Foundation is still in the fundraising and planning phase. According to their website, the museum would tell the stories of each of the 3,500+ Medal of Honor recipients. It would also have an education center.There's no word from the museum on when they plan to pick a location.San Diego already has the USS Midway Museum, which brings in over one million visitors each year. The resolution also lists the San Diego Air and Space Museum, the Flying Leatherneck Aviation Museum, The Veterans’ Museum and Memorial Center, Mt. Soledad Veterans Memorial, Cabrillo National Monument and the San Diego History Center as other major military monuments in town.The city is also home to the largest concentration of US Military members in the world. Approximately 143,000 active duty military and 241,000 veterans live in San Diego."It's a perfect fit," says Mark Balmert, the Executive Director of the San Diego Military Advisory Council. "We're a great military town and what better place than San Diego to have this museum."Tourists around the Midway say it would complement the existing museums and military-based attractions, rather than compete with them."People can pick and choose to go to whatever appeals most to them," says Marcia Margolis, who is visiting from New Jersey. SAN DIEGO (KGTV)— Some people in San Diego are still feeling the shakes after yesterday's Ridgecrest Earthquake. It is prompting concerns about activity along San Diego County's own fault lines. Living in California, we can never say, "We never saw it coming." But seismologists said yesterday's quake was very rare. "It comes along here [points at map] and meets another fault perpendicular, and that's not typically what I work on or what I've seen before," Scripps Institute of Oceanography seismologist, Dr. Debi Kilb, said.The epicenter was not close to California's most known and large fault line, the San Andreas. "This is where our main 6.4 [Magnitude quake] occurred," Dr. Kilb said. "You can see, it's not on any of these really well-known faults. So it's occurring on a fault that's unmapped or unknown."Here in San Diego, there are also many smaller, lesser-known fault lines, like the Rose Canyon Fault. It meets the shore near La Jolla, travels right underneath Interstate 5, through Downtown San Diego, and exits out of the Silver Strand. Dr. Kilb said the Rose Canyon Fault has been seismically inactive since before 1900. The more active fault locally is the San Jacinto Fault near Anza Boreggo. But if a quake were to emerge out of Rose Canyon, it could potentially be very damaging to our area. Being along the coast, San Diego could be under water. "Yes, you can definitely get a tsunami from that," Dr. Kilb said. However, she said a tsunami is most likely in San Diego, after a massive earthquake near an active fault, off the Oregon or Washington Coast. In preparation, the City of San Diego is retrofitting many buildings, like the iconic California Tower in Balboa Park. By the end of the seven-month construction project, the Tower should be able to withstand a significant quake. But aside from buildings and bridges, Dr. Kilb said WE should always be preparing for the next "Big One.""Now is a good time to just look around and say, 'Is there anything breakable on my shelves that I should take down? Are the bookcases actually secure to the ground?' So just do a walkthrough," Dr. Kilb said. You are also encouraged to talk with your family about an emergency plan and have a 3-day emergency kit ready for every family member, including pets. SAN DIEGO (KTGV)— A homeless man and convicted rapist accused of sexually assaulting a woman at an East Village bar in November faced his accuser in San Diego Superior Court. Gary Cushinberry, who's accused of multiple counts of sexual assault and attempted rape, pleaded not guilty. The judge ordered all media to conceal the victim’s identity, and to refer to her as Jane Doe. Jane Doe took the stand and recalled what happened on the evening of November 5th. She said she was at Amplified Kitchen and Beer Garden in East Village, celebrating with some colleagues.After having a few drinks, she headed to her car. She admitted she was drunk at the time, and her memory was hazy. But she did remember the moment her bottom touch the ground.“He was touching underneath the blanket, and I just remember being shocked. Uh, next he further proceeded to put his hand in my pants,” Doe said. While he attacked her on the ground underneath a dirty blanket, he tried to drug her with what she thought was a meth pipe, Doe continued. Detective Carlos Munoz of the San Diego Police Department also spoke in open court. After the case was assigned to him, he monitored surveillance cameras in the area. The detective found footage of a homeless man fitting Gary Cushinberry’s description, pulling Jane Doe into a bush next to her car. The two were not in frame for the next 25 minutes, until video captured Jane Doe speeding away from the parking lot, back into Amplified, where she later reported the assault.“It’s like you imagine a fight or flight. And I didn’t really fight and I didn’t flight. I just froze,” Doe said. Cushinberry, who is already a convicted rapist in Indiana, returned to the frame, just two minutes later. “When he walks up toward the intersection, or the corner, he is adjusting his belt, he is adjusting his waist,” Detective Munoz said. The next day, Jane Doe provided information for a suspect sketch.Officers also took her to Palomar Hospital to run a rape kit. DNA Criminalist Adam Dutra of the San Diego Police Department Crime Lab tested the DNA swab taken from the front button and zipper of Jane Doe’s shorts.“There was strong support for the inclusion of Mr. Cushinberry as the 98% contributor,” Dutra said. Cushinberry’s past convictions include rape in 1995, sexual battery in 1997, and recently, felony robbery in San Diego.His next court appearance is on December 19th. 2407
