SEOUL, April 6 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), said here Monday that the strategic and cooperative partnership between China and the Republic of Korea (ROK) has witnessed rapid growth thanks to concerted efforts made by both.     Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks when meeting ROK President Lee Myung Bak.     Li first congratulated the successful meeting between Lee and Chinese President Hu Jintao amidst the G20 financial summit in London. "Besides governmental contacts, the exchanges between parliaments and political parties should also be strengthened. And the exchanges among political parties should form a mechanism," he said.     Li also proposed to make joint efforts for combating the spreading financial crisis and strengthening mutually beneficial cooperation. "We should adopt effective measures to ensure the steady growth of economic cooperation, increase cooperation in such key areas as energy, telecommunication, finance, logistic and environmental protection, and initiated negotiations of free-trade agreement at an early date," he said.     He also pledged to expand people-to-people contacts, in particular the communication among young people, so as to lay a solid foundation for bilateral ties. "Exchanges of academic and media circles could also be enhanced," he said.     On multi-lateral cooperation, Li suggested both keep close communication and coordination in preventing trade protectionism, reforming international financial system and strengthening global and regional cooperation on financial affairs.     Li expressed appreciation for ROK's adherence to one-China policy. The two sides reached consensus that the foundation of the bilateral friendship depends on the peoples of the two countries and the future on the young generation.     Currently, there are more than 1 million South Korean learning Chinese, he said.     "We are willing to work with China for pushing forward cooperation in East Asia," he added.     Earlier on Monday, Li visited the Ewha Womans University, the largest women university in the world.     Li spoke highly of the efforts made by the university to train a contingent of female talents, who play active part in political, economic and cultural fields in South Korea. He urged both sides to further boost cultural and educational exchanges.     Li attended the Chinese curricular of Ewha. He encouraged the young students to work hard as the envoys for boosting bilateral exchanges.     In the afternoon, Li visited the Seoul Chinese Cultural Center, the first government-sponsored Chinese cultural facility in Asia.     ROK is the last leg of Li's four-nation tour which has already taken him to Australia, Myanmar and Japan.

BEIJING, April 9 (Xinhua) -- Venezuela President Hugo Chavez concluded his working visit to China and left Beijing on Thursday night.     During his two-day stay, Chavez met with Chinese President Hu Jintao and Vice President Xi Jinping respectively, exchanging views on enhancing the bilateral strategic partnership.     Chavez also visited the Party School of the Central Committee of the Communist Party of China (CPC) earlier on Thursday, the highest training institution for CPC officials. Addressing about 100 Chinese officials, he said the two countries witnessed great progress in their cooperation in economy, science and technology areas. BEIJING, Feb. 15 (Xinhua) -- North China's severe drought is still threatening 104 million mu (6.9 million hectares) of farmland in north China, the Office of State Flood Control and Drought Relief Headquarters said Sunday.     The drought-affected farmland dropped only 6.41 million mu, compared to a day earlier, although the country is going all out to fight the worst drought in decades, including artificial rain.     Among the total affected farmland, 30.33 million mu was seriously threatened by the drought, though 940,000 mu less than a day earlier, and 4.21 million mu had dried out, according to the office.     In the meantime, 4.68 million people and 2.5 million heads of livestock are still facing water shortage.     About 88.42 million mu of winter wheat crops are suffering from the drought, 5.88 million mu less than a day earlier, in provinces of Hebei, Shanxi, Jiangsu, Anhui, Henan, Shandong, Shaanxi, and Gansu.     The respite was limited as there was no effective rainfall in the drought-hit winter wheat growing provinces Saturday, although 5.11 million mu of wheat farmland was watered by irrigation facilities.

BEIJING, Feb. 5 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao have ordered all-out efforts to combat the severe drought in the country's vast wheat-growing area to ensure a good summer harvest, a State Council meeting was told Thursday. The central government on Thursday decided to earmark another 300 million yuan (44 million U.S. dollars) as drought relief fund in additional to 100 million yuan already allocated. The fund will be used to buy agricultural machinery and other production materials.     Lack of rainfall has led to severe drought in northern China, leaving about 141 million mu (9.3 million hectares) wheat or 43 percent of the country's total affected, according to the Ministry of Agriculture (MOA). People irrigate the wheat field at Xiaolu Village in Yuzhou, a city in central China's Henan Province, on Feb. 4, 2009. Henan, China's major grain producer, issued a red alert for drought on Jan. 29. The provincial meteorological bureau said the drought is the worst since 1951. The drought has affected 63 percent of the province's 5.26 million hectares of wheat.    About 145 million mu crops have been affected by the drought nationwide, or 40 million mu more than the same period last winter.     Government at all levels should give anti-drought work a priority in an effort to stabilize grain production, increase farmers' income and ensure agricultural production, the State Council said.     Relevant departments in local regions were asked to enhance farmland management, mobilize human resources, ensure technology service and enlarge irrigation areas.     Efforts should also go to build emergency water resources projects and carry out artificial precipitation to alleviate water shortage and ensure drinking water for both people and livestock. The Ministry of Water Resources also said it would enhance supervision and launch emergency plan when necessary.     Relevant departments should allocate special funds to aid poverty-stricken people in rural areas.     The Cabinet said it will send working teams to eight drought-hit provinces to discuss anti-drought procedures. The MOA has already sent 12 working teams of experts to the drought-hit provinces, to instruct farmers on drought relief work.     Plant diseases and pest prevention were discussed and local governments were advised to supervise and prevent the spread of severe animal diseases.     Efforts should also be made to monitor or combat forestry fire, upgrade anti-disaster ability and avoid casualty, the State Council said.
