Buried at the core of "Mulan" is the concept of deception. Deceiving others for the perceived greater good, deceiving an overzealous enemy and even deceiving one's self at a steep price.All of them are at play in the long-awaited, oft-disappointing live-action remake.There are some things going for the oft-dull film.Director Niki Caro, who proved adept at inspirational tales with "Whale Rider," "North Country" and "McFarland, USA," has a pulse on the heart of the feminist fable, about a woman who masquerades as a man to protect her family and homeland. The visuals are dynamic, and the casting is note-perfect.Martial arts legends Jet Li, Donnie Yen and Gong Li play significant roles, and the cinematography and choreography often recalls exaggerated, Ang Lee-style theatrics.The core of the film -- that Mulan could convincingly trick her military comrades into thinking she's a man -- falls flat. While Liu Yifei thrives with the athletic ability and emotion needed in the lead role, the makeup department did her no favors. She looks more like a supermodel than a rough-hewn male soldier. Scenes in which men assume her gender are unintentionally funny.The new "Mulan" takes a more somber and serious tone than the original, swapping out the Eddie Murphy-voiced comic relief dragon Mushu for a CGI Phoenix, and subduing most musical moments in favor of tense, overly dry brooding.It's been a long and rough wait for superfans. Originally slated for a July 24 release, the movie was bumped to August 21, before landing September 4 on Disney+ as a early access add-on. It will be free on the app December 4, and unless you're a superfan, you're best off waiting until then.At least fans will be able to be mildly disappointed in the comfort of their own homes, and be able to hit pause if they get a little drowsy.There is impressive artistry at work. The film is every bit as gorgeous and sweeping as Disney's best live-action remakes: "The Jungle Book" and "The Lion King."Add this one to the pile of disappointing live-action remakes of Disney classics, along with "Aladdin," "Dumbo," "Alice in Wonderland," "Lady and the Tramp" and "Beauty and the Beast."The movie's legacy may well be what it does for boosting Disney's app and changing the way studios sell movies to the public. CARLSBAD, Calif. (KGTV) — Many business owners are paying big bucks to move outdoors and comply with state and county health orders. One business owner in Carlsbad said she had to fork up more than ,500 to provide outdoor dining."They said your option is to pay this or you don't get to go outside," said Annie Rammel, owner of Oak + Elixir in the Carlsbad Village.The City of Carlsbad charges 1 for businesses to move onto sidewalks, but it wasn't that simple for Rammel."We were told that the fee would be 1. That's doable for us; we were willing to spend the money to build a beautiful patio where people felt safe."Rammel said she needed to expand into public street parking spaces to make outdoor dining work because there wasn't enough space on the sidewalk. She saw other cities across the county moving quickly to offer low cost or no cost permits for businesses to do the same. She was hoping Carlsbad would follow suit.The Carlsbad City Council voted to approve moving into public spaces on July 28, and Rammel got a permit days later. That came after four weeks of being shut down and working with the city to find a solution."We didn’t want to just put tables on the concrete that are in parking spots next to cars driving by," she said. "We wanted to create a safe space for customers to feel like they could come in relax."Then, the unexpected happened."We got a phone call from the city saying that we actually needed to pay ,500," she said.The city is charging ,200 per parking space plus extra fees. Rammel requested to utilize four spaces."The fee for a curb café is 1 but also includes ,200 per parking space into a fund that is used to create new parking to compensate for the loss of the parking that is converted into a dining area," said David Graham, the Director of Economic Development and Innovation for the City of Carlsbad. "Allowing one business to remove parking means the loss of convenient parking that the nearby shops, restaurants, offices, and personal care services rely upon to draw customers."Despite the circumstances, Rammel got the permit to use four parking spots and built a deck."I begged and pleaded, 'please can we get a prorated amount, can we do month to month, is there any way you can work with us because you are depleting our cash flow at a time where we desperately need cash flow to survive this,'" she said.She paid the fees in full and spent an additional ,000 to have the temporary deck built."When Governor Newsom tells us we can go back inside, we have to tear it down," she said. "We don't get to keep it."The painful costs during an already difficult time were the only solution to keeping way Rammel's business running."We had to pull that ,500 from our savings," she said. "If we're not serving customers, we're not making profits, and we cannot pay our bills."She said leaders from other cities in the county that have waived permitting costs have personally reached out to her to show support.There may be some hope left."We understand that these are not normal times. So, when Oak + Elixer raised the issue of the total cost of the fee due to the ,200 per stall payment into the parking fund, we started working on options. Restaurants already reeling with huge financial strains are trying to find innovative solutions to keep their doors open. Some are thinking outside the box and into a bubble.“What you're seeing in Washington D.C. and Chicago and elsewhere are local mayors trying to incentivize and help restaurants winterize their outdoor spaces and really doing whatever they can to encourage outdoor dining,” said Mike Whatley, vice president of state and local affairs for the National Restaurant Association.But with indoor dining shut down in many places across the country, geodesic domes or igloos, tents and mini greenhouses are popping up to help keep diners warm and safe.The National Restaurant Association says a recent survey indicates 49% of full-service restaurant operators say they are taking actions like installing tents or patio heaters to extend their outdoor dining season.Restaurant owner Sophie Huterstein and her staff built 14 4x6 greenhouses for use outside her restaurant, The Darling.“We’ve been utilizing this system of being able to dine together, apart from the moment we reopened after the initial shutdown, as a genuine intent to protect the guests and our staff,” she said.The idea was inspired by an installation in Amsterdam.
