SAN DIEGO (KGTV) -- San Diego traffic is costing local commuters thousands per year, according to a new report. The Urban Mobility Report compiled by the Texas A&M Transportation Institute takes a look at major cities around the U.S. and just how much time people waste every year stuck in traffic.According to the report, San Diegans spend an average of 64 hours a year stuck in traffic. All that waiting really adds up. The report says those same commuters spend ,440 in congestion cost a year. To come up with those numbers, the report looked at the value of the time wasted, estimated at .29 per hour for the average commuter and .94 per hour of truck time. The report was also compiled using average fuel cost – which is nearly a dollar more per gallon in the state of California. Los Angeles topped the list for most time wasted in traffic at 119 hours per year followed by San Francisco at 103 hours and Washington D.C. at 102 hours. 957

SAN DIEGO (KGTV) — San Diego restaurants are taking extra precautions, and going out of their way to care for the most vulnerable neighbors during the stay at home order.Victor Lopez, owner of El Pollo Grill, said he's delivering free meals to seniors in need. "Today we're actually going to send 10 more right now," Lopez said. They've served about 90 customers in three days. When it comes to the bill, he's paying about 70 percent and donations are covering the rest.LISTINGS: Who is open for business in San Diego during stay-at-home order"We have the food, we have the resources, we have a little money left over so we're willing to take the hit," Lopez said. The hit right now is 30 percent, but Lopez said the 37 year old business is focused on community. Across town, D.Z. Akin's is also worried about their customers, "we try between every customer to sanitize ourselves, sanitize the pens, sanitize the counters." Son of the founders, Elan Akin, said he often sees an older crowd.Customers, like Philip McCabe, say they normally see more people. The lunch rush Wednesday mean about 7 people standing in the deli with lots of space in between. It was founded by a couple who fell in love at an LA butcher shop.They've expanded their College Area business five times and enjoyed some famous diners, from Tony Gwynn, to Alex Trebek. Each celebrity has a picture on the wall.RELATED: Small business stimulus loans could be forgivableAkin is focused each day on keeping the doors open and the orders ready.Lopez feels like he's in a catch-22, if he keeps the doors open, he's exposing his employees to people potentially carrying the virus, but if he closes, he's letting the community down.Lopez said he's commissioned a plastic barrier to be installed Sunday to run from the ceiling to a few inches above the counter-top, to protect his employees and customers.RELATED: San Diego hospitals start drives for personal protective equipmentLopez is also collecting donations to sponsor 60 ICU nurses in San Diego hospitals, providing them with food every day. SAN DIEGO (KGTV) -- San Diego residents will have their chance to weigh in on the county's .4 billion budget for the fiscal year 2020-21, during two virtual public hearings this week.The proposed budget includes 0 million dedicated to testing, medical supplies, food distribution, and other needs related to the COVID-19 public health crisis. The budget also calls for the establishment of a new office of Equity and Racial Justice.Another million is earmarked for technological resources related to behavioral health services, including telehealth, electronic health record upgrades, outreach and engagement, workforce recruitment, and retention.The proposed spending plan is 9 million -- or 2.5% -- larger than the last fiscal year's budget.Residents can share their opinions on how they believe the money should be distributed on Monday at 9 a.m.There is another public meeting scheduled on August 12th at 5:30 p.m.County supervisors will vote on formally adopting the budget during their August 25th meeting.The public health crisis has pushed back a formal approval of the budget, which usually happens in June. 1136

  

SAN DIEGO (KGTV) -- San Diego State University reported at least 13 new cases of COVID-19 on Monday. The total of positive cases among students since the first day of school is now up to 20. The university says the most of the students that tested positive live off campus. Only three of the students were living on campus. Two of the students are in isolation on campus. The third student is isolating somewhere else. In a letter sent out to staff and students, school officials say the majority of the students didn't interact with any SDSU employees or go to any of the shared campus spaces. One student did briefly visit the school bookstore. San Diego State started the school year on Aug. 24, mostly with online classes. There are 2,600 students living on campus. County officials confirm they have started outbreak investigations and are working closely with the school. Over the weekend, SDSU announced they had hired security to patrol the campus from Thursday to Sunday, after hours, to monitor for any COVID-19 violations on campus. Students told ABC 10News they think the school is doing the best they can in response to COVID-19. They say they are more concerned about things in housing off campus. SAN DIEGO (KGTV) — Starting this year, San Diego State University will begin restricting freshmen living on campus from parking their cars on campus.The new policy will go into effect beginning this fall, the university said Thursday. Incoming freshmen students will not be allowed to park on campus for their first year of schooling.SDSU's website says the change reflects the college's stance that the, "on-campus living experience an integral and necessary part of the total education."RELATED: SDSU details plan to avoid flooding at Mission Valley campusIn a statement to 10News, SDSU said the policy follows similar parking restrictions enacted at other California universities, including University of California, San Diego, CSU Long Beach, and Cal Poly, San Luis Obispo. Waivers are also available for freshmen, "who may have unique needs," and "documented hardships," SDSU said. RELATED: Cost of college: What parents and students can expect to pay for admissionIn the statement, SDSU encouraged students — and faculty — to utilize public transportation systems surrounding the campus, and ride-sharing services.
